Weiby recapped the neighborhood meeting. He said that staff will tally the results of the surveys and take that into consideration
when the request for proposal is written.

Facility Dedication Application: The Peterson Family Performance Stage
Weiby outlined the application, submitted by the Friends of the Band Shell, to name the stage of the new Richfield Community
Band Shell after the Peterson Family, successful musicians who have lived in Richfield for decades. Weiby said that the
members of the task force feel strongly about the appointment; Felgate asked if they have promised some kind of financial
support for it and said that he would feel more comfortable if they contributed money to the facility (or, at least, public support of
it). Miller agreed. Smieja said that he doesn’t associate the Peterson Family with support of the project over the last several
years. Wendt specified that this is to post a plaque to dedicate the stage, not a renaming of the facility. Rudolph suggested that
the group tread carefully when suggesting naming a facility after somebody and the precedent it may set. Rudolph suggested
sending the application back to the Friends of the Band Shell for more information. The group agreed by consensus.

The group will summarize the preferences expressed at the Jefferson Park neighborhood meeting, which will
be reflected in the request for proposal for the play equipment replacement taking place at the end of the
summer (timeline below). A meeting with the Nicollet Park neighborhood took place prior to the February
meeting.

The Community Services Commission appoints members to the Friends of Wood Lake (FOWL) Board of Directors.
Appointments are made throughout the year. Board members serve three-year terms and can be reappointed to multiple
terms. The application below is for reappointment of Gordon Hanson to a three-year term.

Recommend City Council approval of the attached Facility Dedication Proposal
A Facility Dedication Proposal was received recently to dedicate the stage at the new Richfield Band Shell to
the Peterson Family, who have been prominent, nationally-known musicians since the 1940s. Some members
of the family are still residents of Richfield. The family would be commemorated with a plaque near the stage
and would refer to it as “The Peterson Family Performance Stage.”
The City’s Facility Dedication Policy is also attached. This policy was adopted by City Council in 2008 to
establish guidelines for dedicating recreational facilities and amenities including athletic fields, park buildings,
and other recreational structures located in the City of Richfield in honor of an individual or organization. As
the policy indicates, the City does not accept requests to permanently rename a park, recreational facility or
amenity in honor of an individual or organization, but as an alternative offers the attached guidelines to
dedicate such facilities to the memory of an individual or organization by granting the installation of a
dedication plaque onsite of such facilities.
Staff has reviewed the attached proposal and determined that it complies with the City’s policy. Staff
recommends the Commission recommend City Council to approve the proposal. If so moved, the Council will
consider the proposal at a future date.
The item was considered at the February meeting and tabled. Rick Jabs, Chair of the Band Shell Taskforce,
will be present at the meeting to answer questions.
