Phil Duran (Out Front Minnesota) and Phillip Lowe (Richfield Resident) scheduled to speak at next RHRC
meeting in May. Unable to attend April meeting after original date postponed a week.

ITEM #6 NEW BUSINESS:
Molly read Purpose of the Commission Richfield City Code Section 305.01, Subd. 3
The purpose of the Commission is to secure for all citizens equal opportunity in employment, housing,
public accommodations, public services and education and full participation in the affairs of the
community and to take appropriate action consistent with the Minnesota Human Rights Act. The
Commission shall also advise the City Council on long range programs to improve human relations in the
City.

Discussion of 2010 Gene and Mary Jacobson award. Anticipate reviewing nominations at May meeting
and voting for the 2110 recipient of the award. Award will be presented at the June City Council Meeting.
Discussion of last month’s assignment for Commissioners to find ease and/or difficulties for residents to
access services.
Anthony Bradford explored Mental Health Services. He called the Richfield City Hall general number and
was referred to appropriate department.
Joan Kraft explored affordable and accessible transportation. She reports that relative to owning a car a
years of weekly commuting would cost less than $1000.00. She reported that reading bus schedules is
confusing for a novice. She was unable to locate schedules in any other language.
Michael Sharkey explored legal resources for immigrants. He discovered that these services are not
located in Richfield, but can be found in Minneapolis.
Molly Darsow explored Domestic Abuse resources. She was able to locate services, but it was not
intuitive and took a while to locate Cornerstone as a resource.
Michael Sharkey will contact Storefront to invite them to speak at the May RHRC meeting.
Anthony Bradford will invite someone from MIRA to speak at May meeting as well.
Molly Darsow discussed proposing Domestic Partnership Registration to the Richfield City Council. Edina
is currently working on a similar proposal and recommended basing the document on the existing
Minneapolis policy. The goal is to define a domestic partnership, allow domestic partners to homestead a
property, and allow visitation of registered domestic partners in Nursing Homes and Assisted Living
programs without threat of family members preventing visitations.
