ARTS COMMISSION
BYLAWS
ARTICLE I. PURPOSE
The purpose of the Richfield Arts Commission is to raise the awareness of, promote the value
of, advocate for, and support the arts in Richfield. The Arts Commission functions in an
advisory capacity to the Richfield City Council.
ARTICLE II. OFFICERS
Chairperson: A chairperson shall be nominated from among the voting membership of the Arts
Commission and appointed by the voting membership of the Arts Commission. The
appointment shall be made at a regular meeting in February to serve a one-year term, expiring
January 30. The Chairperson may be re-appointed for additional terms provided he or she is
eligible to serve on the Arts Commission. The chairperson’s duties shall be:
1. Preside over meetings.
2. Prepare meeting agendas.
3. Represent the Arts Commission in dealings with other organizations in the City.
4. Perform those additional duties, which the Arts Commission may recommend.
Vice-Chairperson: A vice-chairperson shall be nominated from among the voting membership of
the Arts Commission and appointed by the voting membership of the Arts Commission. The
appointment shall be made at a regular meeting in February to serve a one-year term, expiring
January 30. The Vice-Chairperson may be re-appointed for additional terms provided he or she
is eligible to serve on the Arts Commission. The Vice-Chairperson’s duties shall be:
1. Serve the duties of chairperson in the absence of the chairperson.
2. Assist the chairperson as needed.
3. Perform additional duties, which the Arts Commission may recommend.
4. Assume office of Chairperson for the remainder of the term if the Chairperson is unable to
complete his/her term.
Secretary: A Secretary shall be nominated from among the voting membership of the Arts
Commission and appointed by the voting membership of the Arts Commission. The
appointment shall be made at a regular meeting in February to serve a one-year term, expiring
January 30. The Secretary may be re-appointed for additional terms provided he or she is
eligible to serve on the Arts Commission. The Secretary’s duties shall be:
1. Record and distribute minutes.
2. Record member attendance at meetings.
Staff Liaison: The Recreation Services Director will appoint at least one staff liaison to serve as
an ex-officio member of the Arts Commission, without voting privileges. The staff liaison will
attend Arts Commission meetings when requested.

City Council Liaison: A member of the City Council, selected annually by the City Council, will be
appointed as ex-officio member of the Arts Commission, without voting privileges.
ARTICLE III. MEMBERSHIP
1. The Arts Commission shall consist of up to ten fifteen voting members, and no fewer than
fivenine. Terms are three years with no individual serving more than three consecutive
terms. Terms are staggered.
2. New voting members will apply at City Hall and appointed by City Council during the
normal schedule for Commission recruitment. Voting members must reside in the City of
Richfield.
3. Vacancies may be filled at the discretion of the Mayor with approval of the City Council.
ARTICLE IV. MEETINGS
1. The Arts Commission shall meet at least six times a year. The Commission would not hold
a regular meeting in July or December. Meetings shall be called by the Chairperson or a
majority of the members.
2. At all meetings a quorum is necessary for the transaction of business. A quorum shall
consist of four voting members.a majority (over 50%) of the voting members.
3. If a member misses three consecutive meetings in one year without excuse, the individual
shall be removed as a voting member.
ARTICLE V. ARTS COMMISSION COUNCIL DUTIES
Duties of the Arts Commission include, but are not limited to the following:
1. Recruit, promote and coordinate the Arts Display Program located at the Richfield
Community Center, and evaluate the content of the art to insure it is appropriate for the
Community Center setting.
2. Advise the Community Services Commission with regards to art-related park improvements
and programs.
3. Advise the Planning Commission with regards to art-related development.
4. Create, promote and administer various events and activities that promote the arts in
Richfield.
ARTICLE VI. AMENDMENTS TO THE BYLAWS
These articles can be amended by approval of two-thirds of the voting members and thereafter
submitted to City Council for final approval. Proposed amendments shall be mailed to members
at least ten (10) days prior to the meeting at which they will be voted upon.
ARTICLE VII. PARLIMENTARY PROCEDURE
The rules contained in Robert’s Rules of Order, Newly Revised, shall govern committees in all
cases to which they are applicable and in which they are not inconsistent with the bylaws herein.
This document shall take effect on March 7, 2013.February 2, 2006.
