Meeting Minutes for
September 29, 1999
Call to Order:
President Amy Krauss called the members to order at 7:05 pm in the Heredia Room of the Richfield
City Hall.
Roll Call:
Present: Gordon Herrboldt, Annette Margarit, Gordon Anderson, Paul Muilenberg, Amy Krauss, Joe
Novak, Richard Morey, Jan Anderson, Amy Zabransky, and Winthrop Zocher.
Absent: Dorothy Holstrom, Edward Thom, Jane Hendrickson, Gloria Gordon, and Gertrude Ulrich.
Ten members being present, a quorum was announced. Corrine Thompson was present to answer
questions about her concerns regarding proposed Charter changes to Sections 8.04 and 8.05.
Minutes:
Secretary Jan Anderson submitted an amended version of the September 1, 1999 meeting Minutes.
Motion by Jan Anderson and second by Rick Morey was made to amend the Minutes as presented.
Motion carried. Motion by Paul Muilenberg and second by Rick Morey to approved Minutes as
amended passed.
Report of Officers: There was no report of officers.
Committee Report:
Section 8.04 Study Committee:
After discussion, motion to amend the proposed Section 8.04 to include ...capital improvement "on
City owned property", in both paragraphs, as was stated in the original 2/17/98 language, was made
by Paul Muilenberg and seconded by Jan Anderson. The motion passed. The intent of the language
in this section does not refer to capital expenditures for normal maintenance and upkeep of city
property including streets and existing buildings.
Motion to eliminate the words "spending or" in the first sentence of each paragraph in Section 8.04
was made by Annette Margarit, seconded by Rick Morey and passed.
Motion was made by Annette Margarit and seconded by Paul Muilenberg to make the following
changes:
o Change the title of the section to "Approval by Resolution" (rather than Approval by Ordinance);
o Add the words ",by resolution," after the words "prior to approving" in the last sentence of the
first paragraph;
o Add the words ",by resolution," after the words "prior to approving" in the second sentence of
the second paragraph;
o Add a third paragraph: "A resolution passed pursuant to this section must be published at
least once in the official newspaper."
Motion passed.
Motion was made by Paul Muilenberg and seconded by Annette Margarit to form a subcommittee to
study the rewording of Sections 8.04 and 8.05, to define Section 8.04 and to expand procedures in
Section 8.05. Motion passed. Members of the subcommittee will be Annette Margarit, Jan Anderson
and Rick Morey, and will be attended by Corrine Thompson.

Communications: No activity was reported.
Unfinished Business:
The subject of attendance at Charter Commission meetings was brought up. Amy Krauss will copy
each member with a publication by the League of Cities on this topic.
New Business:
Section 6.01 of the Charter stating a residency requirement for the City Manager is in conflict with
Minnesota State Statutes, according to a letter from Corrine Thompson. Motion to table discussion of
this subject was made by Paul Muilenberg, seconded by Joe Novak and passed.
The City Mayor extended an invitation to members of the Charter Commission to attend the study
session on 11/1/99 at 7:00 pm.
Adjournment:
Motion was made by Annette Margarit and seconded by Wynn Zocher to adjourn. Motion carried
and the meeting was adjourned.
