2000-10-18 MinutesRICHFIELD CHARTER COMMISSION L ~ ~ E'~~ ~ ` ` ~ ,=-~, MeetingMimrtes for j " 2000 October 18, 2000 ~ ~ `° Call to Order: Acting President Paul Muilenberg called the members to order at 7:35 pm in the Heredia Room of the Richfield City HaII. RoII CaII: Present: Arnie Auchstetter, Tom Ulmer, Gertrude Ulrich, Paul Muilenberg, Winthrop Zocher, Joe Novak, Ed Thom, Gordon Herrboldt, Bill Duffee, Jan Anderson. Absent: Annette Margarit, Richard Morey, Amy Zabransky. Ten members being present, a quorum was announced. Visitors present were John Enger, Larry Wozniczka, Myrle Richter, Tom Lanus, Duke Addicks, Eric Hedtke. Minutes: Acting President Paul Muilenberg submitted the January 11, 2000 meeting Minutes. Motion and second to approve these Minutes passed unanimously. Motion and second to appoint Jan Anderson acting Secretary for the October 18, 2000 meeting passed. Committeq Report Nominations: The Nominating Committee (Gertrude Ulrich, Joe Novak, Amy Zubransky) recommended Paul Muilenberg for President due to the vacancy caused by the resignation of Amy Krauss. Motion by Gertrude Ulrich and second by Wynn Zocher to elect Paul Muilenberg as President passed. The Nominating Committee recommended Bill Duffee far Vice-President. However, Mr. Duffee stated he would not be able to serve. Motion by BiII Duffee and second by Wynn Zocher to elect Ed Thom as Vice-President passed. Motion by Jan Anderson and second by Wynn Zocher passed to elect a new Nominating Commit- tee consisting of Gertrude Ulrich, Joe Novak and Ed 'Thom to consider officer candidates for 2001. Presentation: Duke Addicks of the League of Minnesota Cities gave a presentation on "The Role of the, Charter Commission in City Governance". Information included: o Differences between Statutory and Home Rule Charter city governments; o Reference to MN State Statute 4.12 which dictates minimum rules for all cities; o City administration methods; o Purpose of charters; o Responsibilities of charter commissions; and o Processes for amending charters. Mr. Addicks then reviewed Richfield's City Charter, noting sections both in compliance and not in compliance with State code, as well as sections additional to State code that he thought were beneficial. He suggested the Charter Commission look at some sections which may need amending to conform to State code or for clarification. Among these were Sections 3.01, 3.09, and 10. New Business: It was announced that Commission members are invited to attend a Study Session with the City Council on Monday, November 13, 2000. Adiournment: Motion was made and seconded to adjourn.
