Members present were Gordon, Anderson, P~1argaret Severe, Nancy Lindberg, Inger Palm ,Richard. Starleaf, Mark Cramer, Tom Ticen, Shirley Johnson, James Norquist and Patricia. Wick. Members excused were-Dorothy Holstrom and Russell Kennedy. The minutes of the January 26, 1993 meeting were approved as mailed. A motion to approve adding to Section 7.14 after the last sentence, Before submitting a question to the Voters under this section, the Council must conduct. at least one u61ic hearin on the uest~on re- ceUed by notice published in a newspapers selected 6y the council not more than 28 days or less than 14 days prior to the hearing. was made by Mark Cramer and seconded 6y Shirley Johnson. A friendly amendment was made by Tom Ticen and seconded by Jim Norquist that and/or the official newspaper of the city be inserted after selected by the Council. The amendment passed unanimously and the original motion also passed unanimously. Except as provided. in Sections 7.15 and 7.16 no obligations shall be issued to pay current .expenses, but the Coundil may issue and sell obligations for any other municipal purpose in accordance with law and within the limitations prescribed by law. Except in the case of obligations for which an election is not required by this Charter or by state law, no such obligations shall be issued or sold without the approval of the majority of the registered voters of the City voting on the question at a general or special election..
