Gentlemen-
Sub'iect Purchase in Excess of $1,000
Chapter 6,l Section, 6.05 of the city charter stipulates that the city council
must approve the purchase of merchandise, materials and general construction
when the amount exceeds $1, 000.
The adopted 1976 city operating budget provides-$5,500 for purchase of
new cooler racks and wine 0oler for the Lyndale Liquor Store. Quotations
have been solicited for these purchases and it is recommended that the city
council approve this purchase in excess of $1,000 in the amount of $3,835.

Subject: Ordinance Amendment Relating to the <Use of
Compression Weapons

Several weeks ago, Councilman Jacobsen expressed some concern re-
garding the use of compression weapons within the city. The public safety
I department has received reports on injuries occurring as a result of the dis-
charge, of compression weapons In addition, our community service officers `
are finding numerous dead animals that have apparently been killed by com-
pression weapon' .
The city attorney has prepared an ordinance amendment for council
consideration which would prohibit the discharge of compression weapons -
within the City of Richfield. It is the recommendation of the Public Safety
Director, in whi h I concur, that the city council give first,reading consid-
eration to this ordinance amendment. A copy of the ordinance amendment is
attached for council review.

AMENDMENT TO CHAPTER, X,
PART III, SECTION 10.17 OF
THE ORDINANCE CODE OF THE
CITY OF RICHFIELD
CITY OF RICHFIELD DOES ORDAIN
Chapter X, Part III, Section 10.17 of the Ordinance.Code
of the City of Richfield dealing with the unlawful discharge
of weapons is he.reby amended by amending subdivisions l and 4
thereof to read as follows:
"Subdivision 1.. Prohibition-Firearms, Compression
Weapons.
No person shall discharge or explode any gun, pistol
or other weapon, including weapons and instruments
employing [compression) explosion, co?rtpressed gas
or springs as a means of discharge[, upon, in, over
or across any street, avenue,.alley or public place
or over or across any private property line without
the consent of the owner of said private property
within the city) except as herein provided in this
section.

Subd. 4. Scope of Section. Nothing-in this section
shall be construed to prohibit the discharge of any
gun, pistol or species of firearm described in
subdivision 1 of this section when done: [in the lawful
defense of person, property or family or in the
necessary defense or enforcement of the laws.
(1) By persons duly authorized to act as lai-.,
en forceinent officers in the discharge of
their official duties.
(2) By persons target shooting, with inanimate objects

persons occupying adjacent property.~
