F ~ Council members will recall that the concept plan for Washington Park was prepared at this 'time to aid in determining the location for tennis :courts. to be constructed in the park. City staff has prepared final plans and specifications which will provide for the construction of four new tennis courts in accordance with the concept plan. These plans and specifications include an alternate bid fora practice court, similar to that constructed at Donaldson Park. A copy of t e concept plan for Washington Park will be available for council review at the Ju~y 12, 1976 city council meeting. The new rate will be 70¢ flag throw and l0~ for each 1/6 mile, with waiting time of $6.00 per hour . The effect of this rate change would be to increase a one-mile ride from $1.10 to $1.30, a two-mile ride from $1.60 to $1.90 and a three-mile ride from $2.1.0 to $2.50. The new rate would be. the same as those presently in effect for our St. Paul Suburban fleet, thus eliminating the many problems we have experienced, as the result of having two different rates of fare in effect within one company. The new rates would also be in line with those iri effect in the City of Minneapolis and other suburbs. One item remaining in the project is the installation of asphalt around the newly remodeled building; asphalt pads under bleachers at • the baseball field. and new pathways from the parking lot to the ballfield and shelter buildingl, to be used for maintenance and walking purposes. At the hearing a number of neighbors who live a ong 77th Street requested that they rear fence be extended along the east and west property: line, thins screening the view of the parking lot from 'the aides. One neighbor expressed a need for a barri~r curb.. around the parking lot., but a barrier curb is a requirement of the .off-street. parking contract. Thee planning commission recommended issuance of an amendment to the special use permit, with the staff stipulations and the additional stipulation. that fences be constructed on the west-and east sides of the parking lot to screen the parkin lot from view . Exhibit E -conditions. for a permitted use . j Background i In June, 1975 the service station building and property at 821 West 66th Street .were purchased rom the Sunray DX Oil Company by the Hoffman Corner Oil Company.. The, plans of the Hoffman Corner Oil Company at that time were to convert the full service station too a self-service station and convenience store . Following the purchase, howe er, they became aware of the possibility that the property might be purchased in the near future by the Richfield HRA. Because of; the substantial:. investment which would be for the self-servi;,•e convenience store conversion, and due to the p obable HRA purchase, they decided to look into other means for ..generating addit onal revenues from the property. Since January, 1976 Hoffman's Corner Oil Com any has leased the three service bays to Midwest Ambulance Service on a month-to-month basis as shelter for two of the ambulance service vehicles. i Zoning' Ordinance Requirements Prior to consideration of the request for a special use permit, the. city council must: determine if this is a permitted use pursuant to Section 3.33 , Subdivision 2 , paragraph (5) (Exhibit D) . If it is determined that this: request is for a use of the "same genaral character as adrive-in business, automobile camp and court, hotel, motel, cafe, .gasoline .service. station, public garage or car sales lot" then the conditions necessary for granting a special usa permit must be; applied to this request. ; A special, use permit cannot be granted for this use unless the city council finds that the use will be in compliance with conditions contained in Section 3.41 , Subdivision 5 of the city zoning ordinance `(see Exhibit D) . .Staff Review This. property is zoned general commercial. and has been used since 1965 as a gasoline sere-ice 'station. The existing self-service station does not require or use the service station bays and the gasoline pumps near .Lake Shore Drive have been removed; The station presently employs two people and is open from 7:00 a.m, to 9:0.0 p.m. The.ambulance'~, service employs two to four people per shift at this location. The ambulance service operates on a 24-hour basis, and is activated by a call from the Richfield Public Safety Dispatcher. They respond to an average of 48 calls per month. Two men are always on duty during a 24-hour period, and four are on-duty between 10:00 a.m. and 6:00 p.m. The majority of emergency calls are received from 300 p.m. to 11:00 p. m. Major emergency service routes used - coincide with those used by Richfield Emergency Service Vehicles . The use of sirens depends on the amount of traffic. During the late evening and. early morning hours whe ~ traffic is light, the siren is used only when necessary. The two ambulance vehicles are stored inside the service station bays. There is R adequate onsite pa king for the foul employees of the ambulance service and the two service station employees (see Exhibit C) . ff Recommendati If it is determi ed that this is a permitted use, requiring a special use permit, it is the opinion of staff that issuance of a special use permit is generally consis- tent with the stand rds contained in Exhibit D. However, the staff recommends issuance of a special use permit with the stipulation that no more than two emergency vehicles be operated at this location. The council may hold such hearings on the pr.oposal_ to issue a special use permit as it may consider necessary; but at least one public _ hearing shall be held by the council or by a committee or commission to be desig- nated by the council in any app]ication far a use permit for fine establishment of any use listed in subdivision 1, subsections S and 7, of this s'a.ction. The west curb cut on 63rd Street and the north. curb cut on Lyndale Avenue should be closed for the following reason's; . { 1. During the Lyndale/Hub/Nicollet planning process, it was `demonstratEd that traffic. access to the L/Fi/N area is a primary :ingredient not only for _ attracting a major department store to .the area but also for improving the existing business in the L/H/N area. Concern has been expressed by both of the ma'or anchor-de artmen s r s t toe which the- ci J t has be en p y negotiating that the ~L/H/N area have congestion-free traffic accessibility. The.. pro~lem assessment portidn of the L/H/N plan reveals that a major • problem in the L/H/N area' is traffic accessability on Lyndale Avenue: One of the reasons for the accessability problem in the area is the curb i cuts whfich exist along Lyndale Avenue . Although the L/H/N plan provides for traffic improvements south of fi4tn Street, no additional improvements are contemplated for. the area north of 64th ',Street. Thus, the L/H/N public improvements will not solve the access: problerr~ created by the curb cuts north 'of '64th Street on Lyndale Avenue, However, it is contemplated that through'. the normal zoning process; the traffic flow north of 64th Street could be improved. This improvement cari take place by closing unnecessary curb cuts. A traffic flow problem also exists north of 64th Street. This problem is not due to the street size, but results primarily from the curb cuts along Lyndale Avenue. For example, from 62nd to 64th Streets-there are 17 curb cuffs, Four of these curb cuts are for public streets, but the rest of the curb cuts are for private business, This large number of curb cuts in a two-block area decreases traffic accessability to the L/H/N area, creates-traffic hazards far people using the businesses north of 64th Streit and for residents in the area, The businesses north of .64th Street could be served adequately if the number of curb cuts were reduced to nine or ten, a 2, The cit 's adopted comprehensive plan indicates-that unnecessary curb . cuts sh Auld be removed, , "Major streets will-have restricted left-turn ' movemefits and restricted access to adjacent properties, in order to reduce ccident potential and avoid congestion caused by slow traffic and: turning movements, , . Mr. Nifty, located at 63.00 Lyndale, is not. in t~e L/H/N redevelopment project area , but the establishment is directly north of the~area on a major street leading into the area. 4.: The traffic on Lyndale Avenue is approximately. 14, 700 vehicles per- day. With the implementation of the.: L/H/N redevelopment plan, the 'traffic ~ivill increase to approximately 16, 300 vehicles per day.. -The 'area between 62nd and 68th Streets on Lyndale Avenue is the area in Richfield with the highest incidence of traffic accidents, accounting for almost 40 percent of all Richfield traffic accidents annually. The ,;public safety department suggests. that one xeason for`the large number of accidents on Lyndale Avenue is the number of curb. cuts. existing. on Lyndale . 5. The nor th curb cut on Lyndale Avenue .is too close to the intersection of 6,3rd. Street and .Lyndale Avenus. This situation encourages. uncontrol- led andl dangerous turning movements when exiting and. entering from Lyndale , Avenue to the site and. conflicts with the intersection turning- ;moveme nts at~63rd Street'..- e t 6. The re nue would be a safe dis ance aining south curb cut on Lyndale Av from th intersection and would reduce the number of. potentially hazard- ,ous tur ~ ing movements at this point on the avenue. 7. The wes t curb cut on 63rd Street is situated so that existing traffic is directed west into adjacent residential areas. Only traffic entering from ~ the wen t can use this curb cut (see Exhibit B) . The remaining curb cut which i ~ recommended on 63rd Street should be moved to the west so that a d istance of 50 feet exists between the curb cut and Lyndale Avenue. ~ This wa. The city requested the closing of curb~:cuts at 7444 Lyndale Avenue !for a gas station, at 1112 East 66th'Street for a grocery store and at 70th Viand Ncollet for another grocery store, All~~ of these requests have been complied with by,the property owner. There has been no disruption of business and, in fact, traffic flow to and from the 'property has improvel~Id~. 'The city has established a .policy to improve. the traffic flow in Richfjeld without substantially widening. existing. streets; The policy of closiling curb cuts where they are not needed helps accomplish this intent. .Richfield businesses have complied with this policy. Thus, a dev~.a~ion from the policy .could. not. only create bad feelings with businesses.which have complied, but could create problems with continued effective enforcement of .the: policy in the future. Staff'Recommendation i It is the recommendation of the staff that the stipulation requiring closing of the west curb cut? on 63rd Street and the north curb cute on Lyndale Avenue; be maintained, The ~,traffic~flow and traffic safety considerations which required the stipulation originally are still valid. today. The proximity of the. location to the L/H/N project aria, and the impact of traffic movements within the entire vicinity ~ on access into the L/H/N business area further justifies the need to reduce i congestion by closing unnecessary curb cuts. It is the opinion of the Board of Directors and the Executive Director that Alpha Houses at this time, does not have the rapport or understanding with the immediate neighborhood or the Richfield community at large that is needed to operate a recreational facility at 653 9 Cedar. We do not, however, wish to terminate our relationship with the City of .Richfield, but rather strengthen it through continued interaction with Alpha House and the City of Richfield. • Also, as a new business in Richfield, we would welcome the opportunity to become more involved with the Richfield business community as well as the residential community. To do this, we would like to establish an Advisory Committee of neighbors and community leaders to help our businesses b come more involved in Richfield.
