A RESOLUTION RELATING TO PARTICIPATION IN THE SUBURBAN HENNEPIN COUNTY NURSING DISTRICT WHEREAS, pursuant to Minnesota Statutes, Section 145.08 and 145.12, provision has been made for a public health nursing district in that portion of Hennepin County outside the City of Minneapolis, and WHEREAS, pursuant to such authority such a public health nursing district has been organized and has been in operation since 1952, and WHEREAS, it is deemed necessary to continue the operation of such nursing district and to provide it with adequate funds for its proper operation NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield that this political subdivision continue to be included in the public health nursing district of Suburban Hennepin County, organized on January 4, 1952; that it participate in the benefits thereof; and that it agrees to support on an apportionment basis its pro rata share of the cost of the administration of such district provided, however, that for the period of January 1 , 1976 through December 31 , 1976 this -cost shall not .exceed 50~ per capita on the basis of 1975 population estimates as per the Metropolitan Council. BE IT FURTHER RESOLVED, that this resolution shall be deemed an agreement to continue to participate in such nursing district on the basis hereinbefore specified with all other political subdivisions adopting similar resolutions . Wll SUBJECT SUBURBAN P LIC HEALTH NURSING SERVICE Pursuant to your request, I have assembled. some information regarding the Suburban Public Health Nursing Service.. The City of Richfield has used the. services. of the Suburban Public Health . Nursing Service since the early 1950's. At that time patients were served at a cost to the city. of about 37~ per capita. In 1974, 305 Richfield residents were served. Through August of this year, 233 Richfield residents had participated in the program. The 1975 cost to the city is 39~ per capita, or a total of $18,420. The 1976 budget . allocates $23,D67 for the service, at an increased- rate of 50~ per capita. Tree 1976 per .capita ..rate. isfigured on the Metropolitan Council's population estimate of 46,134. Other re cent year's charges have been based on the I9 70 population figure of 4 7, 2 31. The Suburban Public Health Nursing Service provides five categories of service. The home nursing care- visits and the Home Health Aid. Service. are the-two basic categories of service and most participants in the program are recipients of these services. The .nursing care is the medical treatment program. The medical services are often supplemented by the Health Aid Service,' which assists patients 9.n bathing, preparing meals, or doing other tasks which a patient is unable to do for hims-elf. The program also offers .health teaching-and counseling, clinic services (Well Child Clinics and Immunization) and school visits. _ ' These services are available to Richfield residents a maximum of three times- weekly. Residents are charged-per visit, regardless of length of visit. 'Some services may be performed in one. hour, .some may-take two and one-half hours, but each recipient is charged the same. Many: residents who participate in the program are covered by Medicaid or Medicare, which pays for the services. Residents without. such services are charged according to their "ability to pay" . These charges are calculated based on a system developed by the Community Health and • Welfare Council. This system uses factors such as number. of people in family, income, cost of the medical .care to determine the charge to the patient. • ~- . i `, r SUBURBAN PUBLIC HEALTH NURSING SERVICE. November 19 , l9 75 Page 2 Richfield residents. are served by about one full-time •registered nurse, one full-time licensed practical Nurse, and one half-time R.N: and one half-time L,P.N. • If the city were to provide comparable services, it would cost. an ~~ estirriated $18,630. in salary alone for one full-time and one one-half time public health nur e. (Based on 1975 Stanton Associates salary survey for public heal~h nurses.). Of course, benefits would increase -the cost, as would addition of a full-time L.P.N, and one .one-half time L.P.N. This letter contains one such purchase. On the November 10, 1975 council agenda there was an item calling "• for the purchase of ten trees for Augsburg Park. The approved low bid was submitted by Halla Nursery in the amount of $3, 600. Recently we were contacted by Halla Nursery representatives who indicated that they had mis- quoted on this item. They indicated that the cost for ten trees would be $4, 600, rather than the originally quoted $3, 600. .Such a price revision no longer makes-Ha11a Nursery the low bidder for this item. 'The low bidder now becomes Minnesota Trees in the amount of $3,:816.. It is therefore recommended that the council revoke its action of November 10, 1975 and approvethinpurchase..from~the new low bidder in the amount of $3,816. Sergeant Clarke resigned from the Department`on August 30, 1975, because of a medical disability. Sergeanf Clarke spent approximately 22 years with the Police Division of the Public Safety Department and over these years. provided a .great deal of a istance in developing the Police Division into the fine organization we enjoy in Richfield today. The- Public Safety Director has prepared a departmental commendation award which will be presented to Sergeant Clarke in appreciation for his 22 years of service. During the course of that discussion the staff was asked to revise or add to the criteria lis ed in thee:-Manual on Uniform Traffic Control Devices with the objective of making these criteria more applicable to situations in he City of Richfield. This additional information is contain- ,~~ ed in this council letter. There are three different. types:>of traffic control devices for which separ- ate sets of criteria. should be developed: ;~" Traffic Signals '~ - The Manual on Uniform Traffic Control Devices lists. eight criteria or warrants that should be reviewed in considering traffic signal installations. These criteria are: ~' 1. Minimum vehicular volume 2 . Interruption of continuous traffic. 3 . Minimum pedestrian volume 4. School crossings. 5;. ,Progressive movement 6. Accident experience 7. Systems 8. Combination of: warrants A copy of these warrants is attached. Because of the infrequent installation`. of traffic signals and the high cost of these installations, it 'is recommended ..that the city council •continuethe practice of conducting a complete study on ,~~ any intersection that is _considered for traffic signal installation, to determine - ` if the intersection meets the minimum warrants established by-the Minnesota Manual on Traffic Control Devices. ~ . ,,! '~ r`:ti: ,f ". ~, Council Letter No: 353 -2- November 24, 1925 r-~ ,- .. ~~°<< Four-Way or Multi-way Stop Signs ~' ~~., The Manual on Uniform Control Devices lists three criteria or warrants tha should'be reviewed in considering' four-way or multi-way stop sign in- ; {~ stallations. .These criteria or warrants are: ~-' `"P ~~ 1 . Where traffic signals are warranted and urgently ,needed, the .multi-stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for. the signal installation. 2. An accident problem, as indicated by five or more reported accidents of a type. susceptible of .correction by a; multi-way, stop ins allation Yn a 12-month period. Such accidents include right and left turn :collisions as well as ,right angle collisions.: - 3. Minimum traffic volume: (a) The total vehicular`volume entering: the intersection from all approaches must average at least 500 vehicles per hour 'for any 8 hours of an average day,:-and (b) .The combined vehicular and pedestrian volume from the ~~,;~:~ '" minor street or highway must average at least 200 units per hour for the same 8 hours, with an average delay to .minor street ' ~ -vehicular traffic of at'least 30 seconds per vehicle during the ._.; ~ , ., ,. .. _ maximum hour, but ,, ,..: (c) When the 85 percentile approach speed of the<majar street ', ~,~ ~ t traffic exceeds 40 miles per:hour, .the :minimum vehicular volume' warrant is 70 percent of the above requirements. In reviewing these three criteria, it is obvious that there are very few ; - intersections within`the...City of Richfield that would;meetwarrants nos. 1 and 3 . However, Warrant No. 2 does directly relate to situations within the City of Richfield. It would also be reasonable to add an additional' criteria or warrant that would deal- with -site obstructions . It is recommended that the. city council establish the` criteria listed in the Uniform Manual on Traffic Control Devices as the guide for four-way or multi-way stop sign installations. An additional warrant or criteria calling for a staff review of potential obstructions and/or other street geometric problems that affect .the .safety o£ an intersection could be considered and added to further help evaluate requests should the city. council wish to take such action. Residents-`of the 64.00 block ~of Emerson Avenua South have submitted the' attached petition and requested an opportunity to appear before he city council. At the city council meeting of October 1~, 1`975, the council ad-opted a resolution approving preliminary plans far the construction 'of noise barriers a specified locations along Highway 35W. The council may recall` that this resolution-included several-changes from the initial Highway Department.' proposal. The original survey conducted by the Minnesota Highway Department indicated a desire by the majority of the residents in the 6400 block of Emerson • Avenue to have no; barrier. It was the council's `decision at that time to suggest that the barriers be .extended-.along the entire .block, in accordance with the petitioners expressed request. The second petition protests the validity of Ghat original petition (also attached) and. requests that the barrier not be extended... A diagram of the 640.0 block .of Emerson is attached, showing the original barrier. proposal and the proposal for an extension. The position of each resident for or against the barrier is also-shown. It might be noted that four' of the residents who want the barrier benefit from the extension and only three. of the petitioners who oppose the extension would be affected by it: ° According to ..the original proposal, the resident of 64`30 Emerson would be served by the barrier anyway._ Since the residents of the block are almost evenly divided. on this issue,. and since the council has already adopted Resolution No. 5419 approving extension` of a noise barrier north from 6430 to 6400. Emerson, and the resolution has been certified to the Minnesota. Highway Department, it is recommended--that the city council make no change in the resolution. The undersigned property oti~ners wish to protest the validity. of the aforementioned oetition on two premises 1) three signers of that. petition, namely, R`r. and Iu'rs, R.ay L. ~~rendt, I~'r.. and I~"rs. Robert Sch-~idt and NIs. Gertrude.~ooper, would be protected by the barrier as originally proposed by the Minnesota State Highway Departn.ent, and therefore have no rimht to express an opinion on ext.ention of the barrier; and 2) the signature of i~~r. and Mrs. M. Gilbertson of 64.0 Emerson Ave. So. is invalid, because they are no longer owners of that proper, ty. - Further, the undersigned residents of the 61wOd block of ymerson Ac=enue South oppose the building of a noise abatement barrier north of 6~t36 Emerson, because we do not feel the highway noise is a significant problem. The greater part of the highway noise along tl!is section of northbound 3~d is "tire noise" rather than '+engine noise'. Engine noise appears to be reduced because vehicles are coasting. into a sharp turn leading into Highway 62 -Crosstown. We, there- fore propose, as an alternative, a bituminous resurfacing of Interstate Highway 3~nt from 66th Street north to Hennepin County Highway 62, such resurfacing to be paid for by the same noise abatement funds as would finance a noise barrier.
