Change Orders for Senior Citizen/Community Center Rehabilitation Progxam It has been determined that. the following two change orders are necessary in the Senior Citizen/Community. Center rehabilitation project. .The first change order involves the need for the installation of additional ceiling tile. with atone hour-fire rating to meet the city code in an area where it had not been planned to install such ceiling tile: The cost of this change order is an additional $945. ~~~do~e~`J~• ~ ~~~ As the renovation project has proceeded, it has been determined that- some -..unanticipated repairs are required on the heating system.. Recently, it was necessary to shut off .the entire ystem :and :drain it to repair a minor problem-. The existing system does not have isolation valves which make it possible to shut.. off :parts of the system for freeze up protection in case of future repairs . Therefore, it has'been determined desirable to install these isolation valves at a cost estimated to be $1500 - $20:00. Manager Council Letter No. 387 Agenda December 22, 197'S ~f~"v "' " The Honorable Mayor ,~~e and ~~~~ ~~` Members of the City,-Council-:=- City of Richfield ~ - Gentlemen: Subject: Resolutions Approving `Various Pay Plans for 1976 The purpose of-.this council letter ids to recommend adjustments in employee " compensation for 1976 far those city employees not represented by organized bargaining units . ., Unorganized' city` employees have established an'informal organization. called the Non-organized City Employees Group:(NORCE).-,- This group is not presently organized as a barganing'unit under the provisions of the state law, and while the city manager. and his staff meet periodically with the group to • discuss salaries and other matters, no negotiations are conducted with them.. The municipal code requires the city manager to submit a formal r~comm- ' endation for pay plan and benefit adjustments for thee-:unorganized city employees to the city. council. :Section 2.33 ,' subdivision 1, of t'_ze municipal code states these requirements; ":Establishment of Plan. There shall be a~ all times a pay plan for alT classes of positions included in the classification plan. Such plan shall be established and from time to time amended by city. council resolution upon receipt of. recommendations from the city. manager.. In making uch ' .recommendations., the city manager shall give appropriate cx~nsderation to the following factors:. (1) Maintenance of equitable relationships be ween classes, based on their relative duties and responsibilities ' (2) The general level`of rates in the appropriate labor markets for comparable work under similar conditions (3) current recruitment and retention experience." General _Services Pay Plan The general services pay-plan covers approximately thirty-five percent of city employees, including all full time unorganized employees except forthose included in the management pay plan:- Council better No. 387 -2- December 22, 1975 -' In accordance with. the municipal code provisions, it is recommended that the general service pay plan be increased by seven percent for 1976. The proposed pay plan resolution is marked "Exhibit A" and is attached hereto. The seven percent. increase has been applied across.-the board to each of the salary grades listed within the attached pay plan resolution. This proposed increase generally reflects the 7;. 2% cost-of-living increase ` in the Twin City,area from bctober, 1974 to October, 1975. Other major Twin City .area municipalities have` been urveyed and the proposed seven.-percent adjustment iri the pay~plan is consistent with 1976 adjustments which have been acted upon or are proposed for other municipalities. In addition to the survey of surrounding municipalities, Stanton & Associates, Inc. , a locally based personnel consulting firm, that does work for both the League of Minnesota Municipalities and private industry, was also contacted. -'' According to survey information available from that firm early this month,-:the typical pay increases being considered within private industry for 1976 a-re estimated to. be in.the range from 7.5% ±0 8.5% for non-organized employees. r The proposed General Services pay plan incorporates one change with respect to pay.grade assignments. The planning aide position currently. ---- -- assigned to pa.y,grade~nine Chas beenassigned"ao_pay;_grade fourteen. and called- associate planner-: This change has been made to~moreaccurately re- flect the job to the proper paygrade. Thee pay grade fourteen assignment en- ables the City of Richfield' to'maintain a much. more competitive position with associate planners in other municipalities. s Parttime and Seasonal Pay Plans In recent years it has been.necessary to increase part time pay rates in order to recrut'and retain .qualified employees and meet minimum. wage require- ments . Effective January 1, 1976 the minrrium wage will be $2.20 per. hour except for certain workers which are exempt. The proposed parttime and seasonal pay plan reflectsno change in grades l and .2, but does reflect a change in grade 3 to meet the minimum $2.20 per hour,wage requirement. Beginning with grade 3 the first step for each grade . is 7.5% above the preceding grade with a 5% differential maintained between each step in the grade:. This results in numerous adjustments in the pay'plan range` from an increase of T0% to meet requirements of the..: minimum wage to a few steps which were slightly reduced in pay. The rates reflected in this- proposed. pay plan will allow the city to continue to compete for qualified' part time anal seasonal employees to meet our employment needs. Management Pay Plan A 1976 pay plan. resolution has also been prepared to cover position, classifications assigned to salary grades G 17 through G 21 in the management pay plan. The grade assignments remain unchanged except for the addition of the Housing Development Specialist assigned to ,pay grade 17 . Council members ;;, .Council Letter No. 387 -3- '~' L~ecember:22, 1975 will recall that this position was approved in the 1976 Housing and Redevel- opment Authority budget The minimum and maximum rates for each-pay. grade have been increased by seven percent consistent with the. recommended adjustment.in the General - Service`s pay plan. The resolution is the same as that adopted in 1975 and .provides that the city manager establish salaries fore positions covered by this > pay ,plan in accordance Srvith the terms of the. resolution. The proposed dollar 'appropriation of $28, 0'00 is approximately equal to e~ht percent of the total annual salaries of positions covered by this pay plan. That amount is one percent higher-than the increase in .the rates and reflects the fact that personnel covered :by .this pay plan dd not have the benefit of annual step increases as do other city employees. Salaries areset .on the basis of .criteria contained in this resolution .and it should be emphasized that individuals in these classifications will not necessarily receive an increase exactly equal to the 7 percent increase r' iri the rates . t Council Salaries On December 26, 1973 the city council adopted an ordinance setting council salaries at $36:00 and. the mayor's salary at $48:00 per year. A ,copy of that ordinance is attached for your information and it is suggested that it would`be appropriate for-the .city council to consider this matter at the December 22,` 1975 city council meeting. -Health Insurance Premium Contributions Beginning in T968 the city has paid the full premium-.for single emplgYee health insurance coverage'. In 1975 the city initiated a program of contributing $16.00 per month for dependent health insurance premium costs for non-organ- ized employees. The new health insurance contract offered by the Hennepin:County joint Purchasing organization requires increases both for single and dependent premiums. The .single premium cost will increase in 1.976-from.-$19.;04 to $26.55 .per' month, The dependent premium-costs will also increase in varying amounts depending upon the type of coverage.: selected by employees. Members present were; Pete Eberz, Public Works Director, T.om Morgan, Public Safety Director, Marshall Raaen, Assistant City Engineer, Lieutenant Ron Richardson, Public Safety Officer, and. Joyce Wilde,-...Administrative. Assistant. The committee. considered five requests for four-way stop signs.., Testimony was heard from representatives of the petitioners on each of these requests. The following action was taken by the committee; 72nd Street and Knox Avenue - A spokesman for the petitioners indicated that this request was made because of a potential danger of traffic on 72nd. Street and Knox Avenue to children in the neighborhood. The committee indicated. to the petitioner that traffic counts, accident ieports, and site visits indicate that this intersection does not meet-any of the criteria for installation of stop signs and that no special circumstances exist at this intersection which would justify installation of a stop sign that. does not meet -.the criteria:. The committee recommended. that no stop signs be installed at-this intersection. 68th Street and Bloomington Avenue -The committee heard testimony regarding this request from a representative of the petitioners.. The petitioner indicated that the request was made to provide additional safety for children. crossing. through the intersection to Christian Park. The Public Works Director indicated • that traffic counters are at his intersection.. today, and that it may be helpful for the committee to have these completed traffic counts before making a .recommendation. The petitioner was told that the committee.: would notify her when a recommendation was made. 69th Street and Columbus Avenue -The committee heard testimony from petitioners requesting afour-way stop sign at this intersection. These spokesmen indicated that their request represented two concerns; a large number of small children in the area who must walk on the .streets because there' are no sidewalks there; and secondly, the hills on Columbus Avenue which provide a site obstruction to the intersection approach. It is thecommittee's recommendation thata two-way stop sign be,placedstopping traffic on Columbus at the intersection, 'The petitioners expressed satisfaction with this recommendation. 76th Street and Vincent Avenue -: Lt. is -the recommendation of the committee that . no stop signs be installed. at this intersection. The committee heard testimony from representatives of the .petitioners indicating that their. major concern is `the speed of traffic. through the intersection:. Public Safety Director, Tom Morgan, indicated to the petitioners that his department would be willing to designate this intersection .for "concentrated enforcement" . The .finance director; public works director. and: planning director also-represented the city at he bid opening. A copy of the bid' .• tabulation and the bid opening minutes are attached:. ..Quick Lime There is only. one bidder offering to supply Quick Lime and that is the Cutler-Magner Company. This: company has been the only bidder for his item in the past few years making the supply of quick lime anon-competitive item. The Cutler-Magner Company qualified their bid subject to transportation cost adjustments and fuel availability. This type of qualification was allowed under the specifications. .. Liquid Aluminum Sulfate There was only one 'bid received to supply liquid aluminum sulfate and that is the bid of Hawkins Chemical, Inc. It does meet specifications . Liquid Anhydrous Ammonia The city received three bids to supply liquid anhydrous ammonia . These bids were from the Jones Chemical Co. , Inc. , Hawkins Chemical, Inc. , ..and he Van. Waters & Rogers. The bid of Jones Chemicals, Iric. was the lowest bid received . .Sodium Silico Fluoride The city received three bids to supply sodium siiico fluoride'. The bid of Van Waters &Rogers was a qualified bid and did not meet- pecifications. The low bid meeting. specifications was -the bid of HawkirLs Chemical, Inc. in the amount of $14.00 per cwt.
