The Parks and Recreation Advisory Commission, at its February 19, .1975 meeting, unanimously approved, the establishment of ;a redesign comanittee to be ` selected from various groups who have used or are planning to use, the new senior citizen°s building'. The usq:?of this type of committee is in accordance with recommendations -from the city council, as well as in following with the procedure that we have used-.for other development-projects. The first meeting.. of this commiftpe has been scheduled for Nlarch 6, i97S. It is proposed that the city,coun~l approve the .architectural- firm of Richard. Schwartz Associates for tl~e,redes~gn services involved in,ths project. This is .. the firm shat is currently involved 'in, the design'of the Roosevelt- Park. shelter building. TYie' city staff has negoEiated, tvvo separate types of fee schedules. First, aflat.-fee of $7,800 has been riegotiated'for`the architectural work lnvol~ed ~_,. . ; in this project. This fee-is based on the archtect's~'analpsis of the senior citizen's community building report as well as meeting v~ith city staff members. The fee also covers all architectural work associated with this project from initial preliminary design to final on site inspection. •~F T1~e second alternative arrangement is based on a s}liding scale relating to the actual cost. of construction bids for'this project. The architectural agreement fee would be 8% if the. actual c©st of remodeling is $1~0 000, 10%-if the cost were $50, OOOP and for any actual cast in between these figures the s iding scale would be appropriately applied. Shares for. Hunger. The Shares for Hunger Campaign will culminate on Sunday, March 9 -- a day • to. be proclaimed by .Governor Wendell Anderson as Minnesota Shares for Hunger Day. On that day, Minnesotans wi1.l be asked to fast or give up a meal or more and take $1000 from their pockets to be placed through Minnesota Shares for Hunger into mouths of the hungry. They will be asked to cast a ballot to indicate the recipient of the contribution. The contributions will be channeled via Minnesota Shares for Hunger to Community Emergency Food- . shelves, UNICEF, and CARE. ,Churches that collect contributions will .designate one of these hunger organizations or will designate a church- centered hunger agency such as their denomination's World Service, Lutheran World Relief or Catholic Welfare. Light Bulb Purchases _ The 1975 State of Minnesota electric 'lamp contract allo~rvs .local. government units to purchase light-bulbs at 61:7% off the manufacturers list price. A major portion of this light bulb order is specified for the replacement of outside lighting at the various park facilities.. Sckieduled Maintenance Contract This annual service contract provides for the regular inspection and adjustment of heating and air conditioning equipment at eity'hall, communty'center, fire station II, Cedar and Lynda le .liquor` stores. Quotations have been solicited. from three companies for this. contract. The low quote has been received from Yale,.. Inca in the amount of $4e 21Q; OOe Tl~e 1975 budget allows for this- expenditure: and it is recommended for approval by the city council. ~W'©rthrigton Chiller"Repair The scheduled maintenance contract covers. the cost of regular prevs:ntive maintenance. However, itrddes not include the coats of major repair work. Such a contract has been investigated and found. to be prohibitively expensive. fiherefore, when regular maintenance`nspections revealed that this chiller was in need of overhaul, competitive quotes were solicited. The low quotation for this: work has been received from Owne Service Company in the amount of $2, 380.00. Funds are available in the 1975 budget for this repair and it is recomm- ended that the city council authorize this work, Temperature_ Control Maintenance Contract The city has annually had. preventative maintenance- contracts for the pneumatic: control devices. in the city hail'buildsng. This agr-eem.ent provides fora wide range of services on the controls that regulate' he heating and air conditioning system within -this building. .The .contract-contains ~a schedule for preventative maintenance, pars replacement and emergency service: In effect 'this is a contract which guarantees ahe city that the air conditioning and~heatng control devices for the city hall will operate at peak efficiency the year around. . This contract in the past-few years has :been held by the Honeywell Corporaaion. When this contract came up for approval at. the city council .meeting in January of this year, council members indicated- that they would like to have another firm contacted` to see if they were capable of doing the work, We have contacted Advance Engineer- ing Inc, and received- a .lower price quotation thanwas offered. by Honeywell. This price quotation is below $1,000 and,'therefore, specific city council approval is-:not required. -:The contract with Advance Engineering Inc. for this temperature contr©1 maintenance wi1T be implemented by the city. Council U ,~u~ w City of Richfield Gentlemen° - Subject: Authorization to Cal for Bids for .Purchase of a Computer System ..During the planning process for he adoption of .the 1975 budget:, it was proposed to upgrade our existing computer system to provide for cosy savings, as well as increased processing capabilities. The request to call forbids for the purchase of this system was deferred at the February:l0, 1975 city council meeting . The. city has rented a computer system to provide a multitude of services since 1969. The :present system is an IBM 360 `Model 20, which is a total card system. Tn the past five years., the present system 'has been able to meet:-the city`s demand for services as .we have grown in the variety of uses and demands placed on this system. While the present system all©ws for someincrease in volume, it does not provide a great deal of flexibility for frequent changes. .During this same five year period, there has been improved computer technology both in the area of hardware .and software programming. The pity is prgposing at this time to take_adva.ntage of these industry wide impr©vements and also reduce :costs of the system9s operation. 'In exploring .the alternatives available to the city, we have found that up- grading-,the present system to a random access, disc type system can be accomp- fished at a cost less than we are presently paying. Thee upgrading of the computer system would provide the city with the disc processing system,: random access o additional information storage, and an instant`ret~ieva-l-process. ~w~d.ey~.`1- c,.r , Our research indicates that, although we can accomplish the upgrading at the reduced cast on a rental. basis, we could reduce costs in the long run substant- ~ Tally more hrough purchasing our own computer system. Attached to this letter is ~!~ an exhibit indicating tha rental c~~st of our present system compared with the rental: .cost of a proposed system-and the cost for. the. purchase of a new computer system. ~,~ ~r^ _ Council Letter No. 62 -2- February 24.,1975 In reviewing the attached exhibit, it can be seen that there would be a small savings -through rental of a new system. However, if we purchased our own system, there mould be a larger savings. for the first five years and a substantial savings in succeeding years. When the bids are received and.-presented to the city council, it would also be necessary to approve financing°of the contract award'. This is proposed to be financed from a temp'grary loan from. t~he~sewer utilities fund with a monthly repay- ment over the first five years that"we}own the system:. The savings referred to on the attached exhibit were determined,with the repayment factor in mind... The 'state law allows;an increase of'six percent per year fr~rri: these two revenue; sources . - However, the .State. Legislature in 1971 andagainn~.1973 recognized thatthere were~certan expenditures over which the city; had no control and' therefore, provided .certain exclusions to the levy limitation law . . The city council each year when they approve the annual operating budget also • certifies a special levy certification. The year 19.75 is a reevaluation year and all property owners will receive notices of change of the valuation of their property. It is estimated that the ~•. value of residential property will increase in market value a~roximately 20%. However, .the state law presently restricts the increase in the value. of property for tax purposes to a maximum of 5%. The city mus mail a notice advs4ng-property owners of any increase in value, In addition the date of the Board of Review meeting is included in this notice.
