At the time these widths were designated the city council indicated that- vela-ting parking bans would be imposed at a later date. 73rd Street The council members will recall that at the city council meeting of July 8, 1974, the city council :passed a resolution>indicating that the City of Rich- field was desirous of having 73rd Street constructed to a width of 36 'feet in lieu of the:: standard 44 feet normally required under the municipal state aid program.- In addition, the city council indicated in that resolution that the city would prohibit-parking. on one side of the street.. The city staff reviewed 73rd Street and recommends that. parking be restricted on the south side of-73rd Street between Portland Avenue and I,~ndale Avenueo This recommendation is based on the fact that the residents who attended an information meeting on February 6, 1975 indicated that because of the apart- ment .houses:: on the north side .of the street near Portland and because many ref the avenues between Lyndale and Nicollet Avenue north of 73rd have park- ing restrictions,. they would request that the parking be restricted on the south aide of 73rd Street. A petition requesting that the parking be prohibited on the south side of 73rd Street was presented. and a copy is attacheel hereto. On August 12, 1974 the city council reviewed the staff°s recommendation and deferred action until a later date. It is recommended that thee: city countapprove the attached resolution prohibiting'` parkinc~_on both si es of East Pleasant Avenue between 6th Street and 74th. This action was taken so that sufficient boulevard area would , remain for the installation of sidewalk in front of the apartment complexes along this portion of East Pleasant Avenue . Since the compietion of the perananent 'street paving program on this portion: of East Pleasant Avenue the city has experienced difficulty in snow removal operations and we are in receipt of a request from the Assistant Fire Chief to have the: matter of the parking bans drought to the attention of the city council since the fire department is concerned about access of fire and rescue equipment in this area. We have attached a copy of the assistant fire' chief° s memo to this letter. In addition, we have received a petition from residents living. in the apartment dwellings along this portion of Pleasant Avenue requesting that Pleasant Avenue-between 66th and 63rd Street be 'made a one-way street and parking banned only froth one side of the street. S. Department of Trans- portation, to conduct an Alcohol Safety Action Program in Hennepin County, and WHEREAS, the conduct of the project requires increased police patrol activity for the purpose of detection and arrest of those in violation of Minnesota Statute 169.121, pertaining to driving while under the. influence of an alcoholic beverage, as well as standardized record-keeping concerning such activity, and WHEREAS, the City of Richfield has participated in this experimental program for the past three years, and WHEREAS, there appears to be a significant reduction in alcohol related traffic fatalities in Hennepin County, and such reductions may be related; to the impact of the Alcohol Safety Action Program, and WHEREAS, the City of Richfield, and the citizens thereof, may benefit from this program through improved traffic safety conditions within the community, and • WHEREAS, the initial results of the Alcohol Safety Action Program needs to be . tested through the continuation of this experimental effort; NOW THEREFORE, BE IT RESOLVED, that.the City Council of Richfield does hereby approve the continuation of .participation in the Hennepin County Alcohol Safety Action Project through December 31, 1976, and for a consideration of $9,828 will provide patrol service as mutually agreed upon by the Richfield Director of Public Safety and the Director of the Hennepin County Alcoho l Safety Action Project. At several public hearings- the city council weighed the merits of constructing a 44 foot wide street with no parking restrictions versus constructing'a 36 #oot wide. street with parking limitations. As a result of these deliberations the`city council. passed the following resolutions designating street .widths. and parking restrictions: 1. The purchaser or transferee shall, if a resident of the city, make application for a transfer of the registration within ten days of the sale or transfer and shall obtain a new registration card from the License Dlvis~on upon payment of the license fee, provided however, that no new license shall be issued until after the seller or transferrer has reported the transfer or sale to the city. Subd. 10. Replacement of Lost License or Registration. Upon application and satisfactory evidence of loss of a license- or registration card and the payment of a $.75 fee, the License Division shall issue a duplicate replacement plate or card.
