The Honorable Mayor- and Members of the City Council City of Richfield.. Gentlemen:. Subject: Recommended Action. Regarding Ig75 Compensation for Various Categories of Employees in the Municipal: Serv=ile ~' The purpose of this council letter is to recommend adjiustments in .employee ..compensation for 1975. It is not possible to. include alI groups at this time since. negotiations with some units-are still underway. However, recommendations relating to those units will be submitted as soon as possible. ~_ Inasmuch as different procedures must be .followed for: organized and unorganized. employees, this-council letter provides a section devoted to each. Organized Emplovees ~,~ In the case of organized bargaining units, state law requires the cify to negotiate "to a mutually agreeable settlement or resolve. disputes through various mediation and arbitration machinery created by the state statute. At the. present time, .there are four bargaining units with which the city must negotiate.' Local 49 Settlement The mufti-municipality joint bargaining.program in which the city participates; resulted in a two year 1974-75 settlement with .Local 49.. This agreement, which covers approximately nineteen percent of city employees, was approved earlier this year and becomes effective. in 1975 without further council action. '` . The I99'S compensation adjustment for this- bargaining unit includes a 7.6% wage increase, an increase in the employer contribution for dependent health insurance premium of $5 `to a maximum of $15 per month and one additional holiday. Local 1215 As of this date, negotiations with Local 1215 of the Frtern~tionG•1 Association of Firefighters' are underway, but a settlement has not been reached. The Local 1215 bargaining unit represents approximately thirteen percenf,o;f `city. employees Police Supervisors The police supervisors. unit: is new this- year ~~~zd inchzdf~s the pos~,ti~ns of captain, lieutenant and sergeant. -Inasmuch as this is a recently ~rcai.~zECi unit, there has not - been sufficient time to negotiate a .first time written agreement. However,. it is -hoped Gouncil Letter No. 358 -2- December 23, 1.974 shat a recommended settlement for this .unit can be submitted to council toward the '! end of .January. This police supervisors unit represents approximately. five percent of city employees . ~. Police Federation. A tentative one dear settlement has been reached with the members of the Police Federation bargaining- committee who agreed, to recommend the settlement to the members of the Federation. The Federation is; in the midst of a twenty.-four hour voting period as this. council letter is being prepared so it is not. possible to- indir«te-:Federation approval at this time. The tentative settlement reached with the Federation committee includes a 10.3 ,~ k percent ircrease for patrolmen, detectives and juvenile officers; a five percent increase ' `''.for dispatchers together with downward adjustments in the dispatcher pay scale; a ~~._ *first time maximum contribution of $16 per month tovizard the dependent health insurance ,premium and an increase in annual clothing allowance from $125 to $175. The settlement., also provided for minor language clarification changes in-the written agreement and a reauetion in the waiting period for the college incentive program .from four .years to t~vo dears The total compensation package for this unit which represents approximately eighteen. percent of city employees amounts to a 12.14% increase.- :This .increase .compares very favorably with other police settlements ~ both ~n terms of total increase r~ and salary':and-benefits provided. t Subjecfi to~ approval by the Federation.,. it is recommended that the city council adopt the attached resolution, marked exhibit "A", approving the negotiated 1975 Police Federation labor contract. ~. Unorganized Employees The procedure followed. with unorganized .city employees differs' significantly from that used with organized units. Employees in this category have established a loose knit organization called the Non-organized City Employees Group (NO1~CE) . I~owever it is not at thin time organized as a bargaining unit under the provisions of the state law, .and while the city manager and his staff meet periodically with this group to discuss salaries and other matters, we do not negotiate. Therefore,. in the.-unorganized employee category, the municipal`"code requires the city manager to submit a formal recommendation for .pay plan and benefit adjust~~.ents to the city council. Section 2.33, subdivision 1, of the municipal :code stater tYese requirements_in .the following manner: "Establishment of Plan.. There -shall be at all .times a pay" plan for all classes ref positions included in-the classification plan. Such plan shall be estab'lshed'and from time to time amended,. by city counci) resolution upon receipt of recommendations from ,;~~ '?th~'e city manager,. In making such recommendations, -the city manager shall give ~~ Council Letter No 358 i -:3- December 23, i,9Z4 appropriate consideration to the following factors: ~; (1) Maintenance of equitable relationships .between classes, based on their relative duties and responsibilities. (2) The~~general level of, rates. in the appropriate labor markets for comparable work ','uric~er similar conditions . ' ~ ~ ~(3) Current recruitment -and retention experience . " General Services Pay"Plan The general services pay plan covers approximately.thirty-five percent of city .employees including all full time unorganized employees :except for those. included -in the management pay plan. In accordance with .the municipal. code provisions, it isxecommended that the :general service pay `.plan be increased by en percent for 1975 and that personnel covered by this pay plan be eligible. for an employer contribution of $16. per month for dependent health premium costs. The proposed pay plan resolution is marked Exhibit "B" and is attached hereto.' The ten percent increase. has -been applied across -the board, to each. of the salary grades. listed within the: attached pay plan resolution. While the proposed' increase is lens (`~ than the tentative increase negotiated with the Police Federation and substantally_ less than the 13.I percent increase in the .cost of living, it appears appropriate when considered together with-the proposal for a dependent health insurance premium contribution . .: Payment of $16 (46% of premium cost) toward the dependent health insurance premium for unorganized employees requires some technical changes in he ordinance pertaining to group: insurance provisions. The necessary ordinance amendment has been prepared and is attached, marked as Exhibit "C". A resolution marked as Exhibit "D" , limiting.. the `contribution to $16 has also been prepared and is also a~.tached'. Salary Survey Inforn-atan -The proposed ten percent increase is in line with-the ,general salary increases being considered by other major communities within the metropolitan area of comparable size. Survey data indicates, that 1975 salary increases -for non-organized employees in these communities will be approximately ten percent. The Twin City area .cost of living has increased by-13.1 percent from. October, 19.73 to October, 1974. In addition'to the survey taken of surrounding communities within the Metropoltarn .area, we also `contacted Stanton and Associates, Inc. a locally based personnel .consulting firma-that .does work for both the League of Minnesota Municipalities and private industry.. -We were informed that according to survey information available in early December, the typical pay increases being considered within private industry ~~Council Letter No. 358 -4- ¢ :L1.~cemb'er 23 1'~°74 ~', ~: ` 'far 19:75 are estimated to be inthe neighborhood of ten percent for"~9riori~-organized ~.. '.~ employees . ~, ,: Health Insurance Information - .The proposed city contribution of $~3 6~~per ;ij~,onth or" ~ ~' ' 46 percent toward the dependent health coverage premium. is in line with the general ,~. ~.,:R~attern within the Metropolitan area. In recent years, an employer contribution toward dependent health insurance ~, ~ premium has become. a common practice within the Metropolitan area public sector. Of .th~e,t1~'isty-three inner suburbs in the Metropolitan area, twenty-two contribute toward dependent health coverage.. The average contribution is $1:8.55 per month..: ~ ~. ,. ;,~~VIQSt fnajor suburban communities either currently contribute or anticipate a contribution ,~ ~.u~ toward dependent health coverage in 1975. Bloomington contributes $17.03 per month 'or 50 percent; Edina, $17.'48 per month or 5D percent; St. Louis Parle, $lS per month or 45 percent .for 1975; Roseville, $17 per month or 37 percent. In addition, Minneapolis :contributes 57 percent; St. Paul, 50 percent; Hennepin County, 33 percent and the Richfield School District:,- 90 percent. , 'Proper Salary Relationship Among Employee Groups -The proposed salary increase (10%) for 1975 for the General Services pay plan is.-also based on a consideration of "maintaining appropriate salary relationships' among vari©us employee groups . The position classification and_pay plan study 'conducted by the Jacobs Personnel Consulting Company in 1970 establshed:the. appropriate salary relationships among. (% :the four major pay plans for Police, Fire, Labor and Trades, and General Sereice.. .These relationships are_particularly.critical-when considering the importance of maintaining proper salary differentials between supervisory employees in he general services and their subordinates in the organized employee. groups:. The proposed ten percent salary increase for general services will insure that this pay plan retains its appropriate relationship with the other three-major pay plans. Part-time and Seasonal Pav Plans The Part-.time ando Seasonal Pay Plan has not received a general ad°a~stment since 1971. In recent years-, it has not been necessary to increase the ;part-Mime pay xates ~. in order to recruit and retain qualified 'employees. Howe.~rer, with the" rising cost of living experienced:-over the past. several years,. and with the irripact of ;the Federal and State Minimum Wage Laws, an adjustment to the part-time pay plansee~ns to be i:n order. Consequently, the. pay plan has been adjusted to reflect a -five Ypercen general increase. (See Exhibit "E") The rates. reflected in the 1975. pay plan will allow us to ,'~ , > °~ compete for qualified-part-time and seasonal employees within he Metropolitan area and will help to retain our current part-time staff. Managern,ent Pav Plan - , F~'1975 pay:: plan- resolution has also been prepared to cover position classifications assigned to salary grades GI7 through G21. The resolution provides for ..a ten peroent ;~ ~;~ i'r~crease in the grade levels, although it should: be emphasized that..individuals in these cla sifications w~.11 not necessarily receive a ten percent salary increase. ..The ,Council Letter No. 358 -5- December 23, 1974 .management pay plan which covers approximately ten percent of city. employees ~~ is marked as Exhibit "F" and attached. The management pay plan contains.. only minimum and maximum pay rates with specific salary rates to be set each year by action of the city manager on the basis of performance criteria listed in the resolution. While 1975 salary rates. have not yet been determined, it is recommended that the proposed pay plan be_adopted so that 1975 salary limits are established. It is .also recommended that the $16 .per month dependent health insurance premium contribution be granted to management pay plan personnel as protrided in the ardi~'~ance amendment. and resolution referred to in the general service pay plan. section. The cor~tments in the general service pay plan section relating to just;ificatier~;£ar proposed adjustments are also relevant to the management pay plan.. . Council Salaries ` On December 26 , 1973., the city council adopted a new ordinance s etting council `;salaries at $3,600 per year and the Mayor's salary at $4,.806 per year. Inasmuch as `the 1973 adjustment was the first in many years, it required a substantial percentage :increase to bring Richfield council salaries in line with other similar elected officials . To prevent this undesirable situation from occurring in the future, the 1973 ordinance amendment included a requirement that council.` salaries be .reviewed in December of • etch dear. Therefore, this item has been included with this material on 1975 compensation . The purpose of the annual review requirement was to :provide an opportunity for review and adjustment of these salaries to keep pace with inflation or any other changing ; conditions... Exhibit "G" attached hereto is, a sample amendment of the council salary ordinance providing for a tan percent adjustment. Vll'hi.le this adjustment falls short of keeping up with the inflationary 13.1 percent cost of living increase, it does reflect. the same salary adjustment proposed-for general services pay plan. ' It is subject to whatever action or revision the city council might.wish to take. Exhibit "1-I" is a listing of comparative council salary data for he area. Exhibit "I" is a listing of equivalency tables for all salary data referred to in this letter. Summary of Recommendations In summary, the following actions are recommended by the city manager: 1 . That, subject to Federation approval,. he resolution approving the 1975 Police Federation contract be :adopted. 2 . That the resolution establishing the,1975 general services pay plan be adopted . 3. That the ordinance amendment pertaining to group insurance ,nrovisigns.be given first reading: consideration. ' 4. The estimated cost. of the project is $34, 000. The agreement which has. been developed with Sovik Mathre Sathrum Quanbeck is signilar in farm to the agreements which the city has had with this firm on prior projects at Augsburg Park and Donaldson Park. The. firm was selected for this. project because. Mr. Quanbeek was the architect. for other structures at the center. `The fee for this work would -be based on an hourly rate with the maximum fee equal to 10% of: the lowest bonafide bid for the project. It is recomanended that the city council authorize the Mayor and City Manager to execute the agreement with Sovik Mathre.
