CALL TO ORDER
The meeting was called to order by President Hurvitz at 8:00 a.m.
II.
APPROVAL OF MINUTES OF THE CIVIL SERVICE COMMISSION MEETING OF
FEBRUARY 26, 2018
M/Hurvitz, S/Stratton to approve the minutes.
Motion carried 3-0.
III.
CANCELLATION OF CURRENT CAPTAIN PROMOTIONAL ELIGIBLE REGISTER
Fire Chief Kewitsch explained why they need to cancel the current captain promotional eligible
register.
M/Stratton, S/Eder to approve the cancellation of the current captain promotional eligible
register.
Motion carried 3-0.
IV.
APPROVAL OF THE FIRE CAPTAIN PROMOTIONAL PROCESS
Fire Chief Kewitsch gave an outline of the promotional process.
There was discussion upon the third step of the promotional process. President Hurvitz
commented that the essay will allow a deeper look into the personality of the applicant and
asked the members of the audience if they have any opposition to the essay. Fire Captain
Quebodeaux worried about how the way someone writes could correlate to how they will be as
a captain. President Hurvitz stated that the way someone writes can be different from how they
act in person. Fire Chief Kewitsch stated that it's more about the flow of the paper versus the
grammatical and how the applicant is able to communicate through written word. Vice
President Stratton shared her agreement with the essay portion of the process as a way to
identify who the applicant is personally and how they will fit into the roll as Fire Captain. Fire
Chief Kewitsch also mentioned that the essay is a take home step of the process and will be
scored by current captains using a scoring rubric.
Before approving the process, President Hurvitz allowed for additional comment from the
audience members of which there was none.
M/Hurvitz, S/Eder to approve the fire captain promotional process.
Motion carried 3-0.
V. OTHER BUSINESS
President Hurvitz asked for the annual Civil Service Commission meeting with the City Council
to be scheduled in November or December.
President Hurvitz thanked the Fire Department for their work and was appreciative of the years
that he has been allowed to serve on this commission; however, Fire Chief Kewitsch stated that
there will be one more meeting to be held in early to mid-December which will be President
Hurvitz last meeting.
Vice-President Stratton also thanked the Fire Department for their service to her building on
Woodlake Drive and expressed how appreciative the residents are of the City of Richfield's Fire
Department.
VI. ADJOURNMENT
The Civil Service Commission Meeting was adjourned by unanimous consent at 8:20 a.m.
