Gentlemen:
Subject: Public Hearing on Public Improvements for L/H/N
Tax Increment Redevelopment Project
The city council has scheduled a special council meeting on November 301
1976 for the purpose of conducting a public hearing on the public improvements
proposed for the L/H/N Tax Increment Redevelopment District. Construction on
the public improvements . would be initiated in the 1977 construction season.
At the close of the public hearing it will be necessary for the city council
to;a.pprove preliminary plans, authorize the preparation of final engineering drsicn
and specifications and authorize negotiation for necessary right-of-way acquis-
itions and easements.
HISTORY
The preparation of plans leading up to the creation of a "tax increment redevel-
opment district and public improvements within the district has been underway for
several years. Many meetings have been held with the commercial improvement
committee, the residential impact neighborhoo group and individuals to review
these plans. However, the most significant e?,ents relating to this public improve
ment hearing are as follows
1. The Lynda le/Hub/Nicollet redevelopment plan was formally adopted
in November, 1975
. 2. The tax increment redevelopment district based on the adopted plan
was established in December, 1976.
3. A contract for service agreement was executed with''Bather-Ringrose-
Wolsfeld, Inc. and that firm was authorized to begin preparation of
preliminary public improvement design work in May, 1976. The
design of these public improvements was based on the redevelopment
plan adopted in November, 1975

4. The consultant presented the preliminary public improvement plans
to the city council on October 25, 1976 at which time the city council
scheduled the November 30, 1976 public hearing on the improvement
project..`
5. On October 25, 1976 the city council also adopted a special assess-
ment policy for the L/H/N public improvements which had been
recommended by the Commercial Improvement Committee. This committee
has also endorsed the public improvements plan.
6. The normal project area public informational meeting for this improve-
ment. project was held in the city hall council; chambers on November
15, 19716.
7. The planning commission reviewed the public improvement plan and
recommended approval of this plan at their November 23, 1976 meeting.
Assuming that the city council acts favorably on the proposed public improve-
ment project at the November 30 meeting, the schedule for these improvements
would continue as follows:
1 On November 30, 1976 the HRA would authorize BRW to prepare
the final engineering design and specifications for the improve-
ments.
2. Late in February, 1977 the city council would take action approving
final plans and specifications and authorize calling for construction
bids. .
3. Bids would be opened and contracts awarded to permit initiating
construction.on the public improvements in the 1977 construction
season.
SUMMARY OF PROPOSED IMPROVEMENTS
The following items relate to the proposed improvements and are attached
for your information:
.1. A map showing the L/H/N tax increment redevelopment district
boundaries.
2. A color coded map showing right-of-way and easements required for
the project.

3. A set of ;detailed sketches showing right-of-way and easement acquisitions.
C A resolution ordering the improvement and preparation of final plans
and specifications.

5. A resolution authorizing the city manager to initate negotiations
for right-of-way and easement acquisitions:
The preliminary plan together with .a description of unique architectual
elements was presented to the city council at the October 25, 1976 city council
meeting. A more detailed description was included in the No. 3 October 12,
1,976 Lyndale/Hub/Nicollet Project Report..' Generally, the plan involves the
traffic and pedestrian upgrading of Lyndale Avenue between"64th Street and Lake
Shore Drive;. Nicollet Avenue between 64th Street and 67th Street; 66th Street .
between Lake Shore Drive and First Avenue; and 65th Street between Rae Drive
and First Avenue. The plans also provide for the closing of 68th' Street,at'th,e
railroad tracks, modification of First Avenue behind the Nicollet Avenue. shopping
strip and Grand Avenue and 67th Street behind the- Richfield Bank and Trust.
65th Street is proposed` to be relocated north of its present location.
All of the plans have been prepared in accordance with the HRA's redevelop-
ment plan. The major improvements of the streets are:
1. Left turning lanes at 65th, 66th and. Lyndale and Ncollet as well
as at major shopping entrances such as the HUB and Richfield Bank
and Trust. Company.
Relocation of 65th Street to increase effective use of -the HUB parking
lot.
3. Time signalization of major intersections to increase the street capacity,
4. Medians and lighting.
5. Landscaping, pedestrian plazas and walkways.
Once completed, the street improvements and pedestrian improvements will create
a distinctive shopping image for the area and promote an atmosphere which is -
conducive to attracting consumers. Detail street improvement designs will be
presented at the, hearing by BRW:
ESTIMATED IMPROVEMENT COSTS
The estimated cost` for this public improvement project is $3, 190, 000 based
on estimates developed through preparation of preliminary plans. The estimate
consists of the following components which are compared with the original
redevelopment plan estimates.

The increases in the revised. e8tima te•are.due largely to an unanticipated need
to expand storm sewer capacity and higher than anticipated right-of-way costs.
Changes have also been made in the financing plan when compared with the original;
d. evelopment plan document. The current' funding sources compared with the earlier
development plan are as follows:

The estimated figures show total amounts for acquiring three properties which
are needed both for street improvements and redevelopment. However, it will :be
necessary to allocate a portion of the costs of these three acquisitions to the
spacial assessment street improvement project and a portion to the tax increment
land redevelopment project.
The ability of the city to issue tax increment bonds in 1977 will have a bearing
on whether the entire improvement project can be completed in 1977 or whether part
of it such as the 65th Street relocation will have to be delayed to 1978. A major
factor in this determination will be the availability of a confirmed increment
sufficient to support debt service on a bond issue. A final decision on this matter
can be delayed to February or March of 1977 by using an alternate bidding procedure

RODE CT AREA PUBLIC ITUORMATION MEETING
As indicated previously there have been numerous meetings to acquaint
interested individuals with the proposed public improvements. One of the
largest was held in October at which time 666 notices were sent to property
owners surrounding the project, but just outside the legal boundaries. The
formal legal notice for an assessable public improvement hearing was sent to
the 122 registered property owners within the redevelopment district. This
notice also advertised the normal project information meeting which was held
on October 16, 1976.
Approximately 26 individuals attended the information meeting and heard a
presentation similar to -that made to the city council on October 26., 1976. No
major }problems were presented by those present.
RECOMMENDATIONS
It is recommended that the city council, take the following actions:
1. Adopt the -attached resolution ordering the improvement and
preparation of final plans and specifications.
20 Adopt the. at-tacked resolution authorizing the city manager to
initiate negotiations for right-of-way and easement acquisitions.

RESOLUTION NO.
RESOLUTION ORDERING IMPROVEMENT AND THE PREPARATION OF
FINAL PLANS AND SPECIFICATIONS FOR PERMANENT STREET
IMPROVEMENTS AND ASSOCIATED DESIGN ELEMENTS FOR LYNDALE/
HUB/NICOLLET REDEVELOPMENT PROJECT AREA.
WHEREAS, a resolution of the city council adopted on the 25th day of
October, 1976 provided for receiving a preliminary engineering report and
fixing a date for a hearing on proposed street improvements and associated
design elements in the Lyndale/Hub/Nicollet redevelopment project area,
and
WHEREAS, all property owners whose property is liable to be assessed
for the making of this improvement were given ten days published notice of
the. council hearing through two weekly publications of the required notice and
mailed notices as required by law and the hearing was held thereon on the 30th
day of November, 1976
NOW, THEREFORE BE IT RESOLVED by the City Council of the Cizy of
Richfield, Minnesota;
1. That the preliminary plans presented at the November 30, 1976
• hearing are approved and such improvement is hereby ordered
and designated as City Project No. 701.
2. That the Richfield Housing and Redevelopment Authority is authorized
to direct Bather-Ringrose-Wolsfeld, Inc. to proceed with the prepar-
ation of plans and specifications for the making of such improvement.

RESOLUTION AUTHORIZING ACQUISITION
OF LA14D FOR PUBLIC RIGHTS-OF--WAY
WHEREAS, the City Council approved the Lyndale/Hub/Nicollet
Redevelopment Project on the 24th day of November, 1975; and
WHEREAS, a portion of this project includes construction of
public improvements consisting of street revisions and associated
design elements; and
WHEREAS, the preliminary public improvements plan has been
received by the Council for the above-referenced work; a hearing
date has been set; and the drawing of final plans and specifications
has been ordered; and
WHEREAS, the lands legally-described below must be acquired to
proceed with the public improvements as specified in the prelimin-
ary plan; and
WHEREAS, appraisals have been ordered to determine the fair
market value of the lands to be acquired;
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Council of
the City of Richfield, Minnesota:
1. It is the council's intention to acquire the lands legally
• described below for the purpose of public rights-of-way;
2. The lands to be acquired are legally described as follows:
PARCEL 1
All of Lots 18 and 19, Block 1, Fairwood.Shores; according to the
recorded plat thereof. Containing 15,500 square feet more or less.
PARCEL 2
That part of Lots 1 and 2, Block 1, Fairwood Shores, lying northerly
of a line drawn from a point on the easterly line of said Lot l dis-
tant 35.00 feet sourtherly, as measured at right angles, from the
north line of said Lot 1 to a point on the westerly line of said Lot 2
distant 25.00 feet southerly, as measured at right angles from the
north line of said Lot 2.

The easterly 22.00 feet of Lots 16 and 17, Block 1, Fairwood Shores,
and that part of Lots 14 and 15, Block 1, Fairwood Shores, lying
easterly of a line drawn from a point on the northerly line of Lot 15,
