Introduction of New Member Anne Basso and the CSC shared introductions. Approval of Minutes/Agenda Thompson moved, seconded by Engeldinger, to approve the minutes of the regular June meeting. Staff Reports Recreation Services Topitzhofer reported on the following: Organized Garbage Hauling: Announcement was distributed from City of Bloomington, announcing their October 3 launch of their organized hauling program. Richfield City Council will advise staff when they are ready to schedule a study session discussion to discuss how to proceed. Urban Wildland Half Marathon & 5K: Successful event held on August 6. Outdoor Pool: Record-breaking year. Hot weather has been great for business. Discussion Items Smart City Presentation Felgate presented a summary of the concept of smart cities: the incorporation of technology, especially wireless communications, to manage a municipality’s assets and infrastructure. He said that wireless technology continues to improve and expand in range, and battery technology continues to advance, making it more and more feasible for different equipment and hardware to be outfitted with sensors and controllers. He said that companies are also using existing, low-cost technologies and unlicensed types of signals in creative ways to improve the connectivity of cities around the world. He said that cities are using this technology for things like water/wastewater monitoring and control, parking meters, fire hydrants, street lights, public safety, energy management, fire alarms, vehicles, infrastructure management, and even public art. He said that there are threats, like hackers, security, privacy, and management of the system. Engeldinger asked how this kind of system compares to city-wide wifi; Felgate said that this technology has a much smaller bandwidth than internet access and uses much smaller signals for the type of monitoring and controls needed for this type of application. Participation in Open Streets at Penn Fest Topitzhofer said that Sara Gumke from the Human Rights Commission would like to encourage members of City boards and commissions to have a presence and promote involvement in these different resident advisory boards. He said that members’ involvement depends on their availability; Engeldinger offered to be there. Topitzhofer said to let him know if anybody is able to be there. Committee Reports Transportation Commission: Felgate provided the report. Arts Commission: Thompson provided the report. Friendship City Commission: Topitzhofer provided the report. He said that there is work being done with an artist from Heredia, Costa Rica, to put a statue of a girl playing soccer in Heredia Park. Other Thompson mentioned the Chamber of Commerce Wine and Cheese event in October. RICHFIELD COMMUNITY SERVICES COMMISSION EXECUTIVE SUMMARY Meeting Date: September 20, 2016 Agenda Item Geocaching Policy Agenda Section Discussion Items Attachments None Contact Jim Topitzhofer Recommended Action None (discussion only) The Recreation Services Department recently received a request for permission to place a geocache in one of the City parks. This was the first official request involving geocaching the City has received and no policy has been established on the matter. Geocaching is an outdoor recreational activity, in which participants use a Global Positioning System (GPS) receiver or mobile device and other navigational techniques to hide and seek containers, called "geocaches" or "caches", at specific locations marked by coordinates all over the world. A typical cache is a small waterproof container containing a logbook with a pen or pencil). The geocacher enters the date they found it and signs it with their established code name. After signing the log, the cache must be placed back exactly where the person found it. Larger containers such as plastic storage containers (Tupperware or similar) or ammunition can also contain items for trading, such as toys or trinkets, usually of more sentimental worth than financial. Jim Topitzhofer will share various geocaching policies from other Metro cities. The Commission may or may not consider developing a policy on this matter for Richfield. The event is scheduled on September 18, 2016 from noon to 4:00 p.m. Carolyn Engeldinger has already offered to join the group. Another volunteer from the Commission is desired. The Advisory Commission booth is positioned on Penn Avenue between 69th Street and 70th (position # 53 on attached event map). Arrive before noon, any time after 11:00 am. 1. It was established as a function of the Community Services Commission with liaison positions from the CSC, City Council, and Richfield School Board to ensure smooth communication between all parties with a vested interest in Wood Lake. Proceeds from Friends of Wood Lake fundraising benefit Wood Lake Nature Center’s programs, events, and facilities. DUTIES OF THE FRIENDS OF WOOD LAKE BOARD Friends of Wood Lake board meetings are held on the third Thursday of the month, 5:30-6:30 pm, at Wood Lake Nature Center (typically, there are ten meetings a year). Regular attendance at scheduled board meetings is expected of all board members. Members who miss more than three regularly scheduled meetings in a 12-month period may be removed from the board unless extenuating circumstances can be demonstrated. Members are asked to notify Wood Lake Nature Center in advance of any meetings you are unable to attend. Also, attendance is mandatory at the annual Friends of Wood Lake Dinner on the last Friday in April, and a minimum of two other Nature Center fundraising events, like the Bird-A-Thon (May), Urban Wildland Half Marathon & 5K (August), Half- Haunted Halloween (October), and Candlelight and Ice (December). FOWL Board members are encouraged to help solicit door prizes and sponsorships for events and to invite community members to attend the events. Friends of Wood Lake memberships are a significant fundraising tool and Friends of Wood Lake board members are required to be members. In addition, board members are asked to be a sounding board for new ideas and to help distribute information about the nature center and its issues to their contacts.
