The Community Services Commission appoints members to the Friends of Wood Lake (FOWL) Board of Directors.
Appointments are made throughout the year. Board members serve three-year terms and can be reappointed to multiple

Recommend approval of the below proposed capital improvement plan.
One of the annual tasks of the Community Services Commission is to review and revise a portion of the Capital Improvement Plan
(CIP) that is related to park improvements. Staff prepared the below proposed capital improvement plan based on projects and
priorities that were identified by the Community Services Commission in the revision of the parks master plan (costing menu is
attached). Jim Topitzhofer will present detailed information at the meeting.

Minnnesota GreenStep Citiess is a voluntaary challengee, assistancce and recoggnition program to help ccities
achieeve their susstainability aand quality-o-life goals. This free coontinuous improvement pprogram, maanaged by a
public-private paartnership, iss based uponn 29 best prractices. Eacch best practtice can be iimplementedd by
completing one oor more actions at a 1, 22 or 3-star leevel, from a llist of four too eight actionns. These acctions are
tailorred to all Minnnesota citiees, focus on cost savings and energgy use reducction, and enncourage civvic
innovvation.
TheCity of Richfield enteredd the Minnessota GreenSStep Cities PProgram in 2012. Since then, the City has
reacched Step 2 by completinng 8 best praactices and has accompplished an addditional 5 bbest practice
s toward
Stepp 3. This passt year the CCity has commpleted the three remainning best praactices to be recognized as a Step 33
City. The attachhed performaance managgement report outlines RRichfield’s gooals and outccomes of thee program
