Call to Order
Chair Bornholdt called the meeting to order at 7:01 pm.
Approval of Minutes/Agenda
Minutes: Rudolph moved, seconded by Thompson, to approve the minutes of the October regular meeting. Approved, ayes all.

Staff Reports
Recreation Services:Topitzhofer reported the following:
Construction began on the Band Shell project in September. Soil correction is nearly complete. The foundation will be constructed in
early spring. Project will be complete by the end of August 2018. Friends of the Richfield Band Shell are holding two fundraising
concerts at St. Richards Catholic Church and Richfield United Methodist Church. The group is also raising money by selling pavers for
the band shell grounds.
Action Items
Sustainable Purchasing Policy:Topitzhofer said that the City participates in the Minnesota GreenStep Cities program, which
challenges cities to implement environmentally-sustainable practices. He said that the next step in the program will be fulfilled by
implementing a sustainable purchasing policy, which are guidelines that can be followed when making City purchases with
environmental sustainability in mind. Topitzhofer asked if any specific items could be identified as higher priority items. Felgate
suggested implementing smart-city measures, using technology for automation, communication, etc. He also suggested LED lighting
as a priority. Smieja asked if this project would be a logical lead-in to forwarding the organized garbage hauling and composting
initiative. Topitzhofer said that this policy wouldn’t address organized residential hauling policy, but the policy could address
purchasing compostable items, where possible, especially if natural waste pickup is offered in Richfield down the road. Engeldinger
suggested sharing this policy with the public as an introduction to organized hauling efforts, since this demonstrates the City leading by
example. Topitzhofer asked if there are any items in the policy that shouldn’t be included. Smieja said that the part that addresses
choices related to landscaping might be too specific. Topitzhofer noted that this relates to native plantings, which the City already
practices to some degree. Brakke asked if staff has discussed areas of focus in the policy. Topitzhofer said that it has been circulated
around to staff and this is the result of paring the policy down to essential, feasible items. Topitzhofer said that the policy can be
circulated again to ask if any parts of the policy could be pared down to essentials. Bornholdt suggested that the policy be brought
back after staff reviews the policy again.
Committee Reports
Transportation Commission: Felgate reported on the upcoming work on Lyndale Avenue. Friends of Wood Lake: Engeldinger
reported on year-end fundraising/membership promotions.Planning Commission: Smieja reported on the action taken on the
proposed Jaguar dealership.Arts Commission: Rudolph reported that the group discussed the future of the group, with membership
numbers down. Smieja suggested inviting the members to the January CSC meeting. Friendship City Commission: Topitzhofer
reported; he outlined the purpose of the group for the benefit of the new members.
Other/Next Meeting/Adjournment
Curling: Rudolph suggested that rink two of the Ice Arena could be used for curling, which would have great support in the curling
community. She said that she has talked with Arena Manager Kris Weiby about days and times that might be feasible for this use.

Citythat have minimal imppact on the environmennt. The Cityy recognizess that everyy purchasedd product or
service affects the enviroonment throoughout its lifecycle –– from the extractionof raw materials, thee
manufacturingaand transportation of prroducts, to their use annd disposal. Careful puurchasing deecisions usee
natural resourcees more effficiently, cann lead to siignificant saavings, proteect our envvironment,aand increasee
demand for betteer products.

Disabilitiess Act Accesssibility Guidelines for Buildding and Faccilities and unniversal desiggn principless.
