Chair Bornholdt called the meeting to order at 7:02 pm.

Recreation Services Topitzhofer reported on the following:
Friends of Wood Lake Fundraising Dinner: Was held Friday, April 28. 2nd highest attendance ever.
Wood Lake Wildlife Overlook: Improvements to the duck-blind area, funded by a private donation from former teacher Marlene Glaus.
Unity In the Community: To be held at Vets Park on Thursday, May 25.
Honoring All Vets Memorial Day Ceremony: To be held at Vets Park on Monday, May 29, 2:00 pm.
Discussion Items
Gypsy Moth Report Public Works Superintendent Link presented a report on the recent aerial application to treat the gypsy moth isolated
infestation in the northwest part of the City.
Outdoor Pool Tour and Report Facilities Manager Weiby led a tour of the Richfield Pool facilities and reported on plans and outlook for the
2017 season.
Other Items
Arena Refrigeration Upgrade The group discussed the State-mandated updates to the ice refrigeration system at the Richfield Ice Arena
and talked about its impact on the capital improvement plan, and other financial or logistical options to alleviate the cost of the work.

The Community Services Commission recommended the attached Capital Improvement Plan on April 18, 2017. The Commission
had further discussion related to the Rink 1 Conversion to Indirect Refrigeration at their last meeting on May 16, 2017. Jim
Topitzhofer will discuss plans to postpone the Arena project until after the Parks Master Plan is completed.

A summary of each item follows:
Parks Maintenance – Significant ongoing repairs of existing park facilities including trail resurfacing, court resurfacing, roof
replacement, parking lot re-construction, etc. This has been a regular item in the CIP since 1999.
Wood Lake Fence Repair and Tree Removal – A chain-link fence was installed around the perimeter of Wood Lake Nature
Center over 30 years ago. The fence is often a target for fallen trees. Ongoing funds are needed to keep the fence in good
repair.
Rink 1 Conversion to Indirect Refrigeration- Richfield is one of 120 ice arenas that are required to change its refrigeration
system to avoid the use of R22 refrigerant. The cost to convert to another system is about $3,000,000.
Parks Master Plan Improvement Items - The City is beginning the process to revise the parks master plan. In addition, an
audit of all City-owned play equipment is in progress to determine safety compliance, condition and recommendations. This
information will be very helpful in determining the priority of future improvements to the parks system.
