Subject: Authorization of Grant Application
A few weeks ago, we received a notice from the Metropolitan Council
indicating that applications are now being received for funding under Title
III of the Older Americans Act. This act generally provides money to support
programs which are designed specifically to benefit senior citizens.
The community center coordinator and director of the youth employment
services have developed a proposal for funding under this act which would
provide for homemaker services for elderly citizens in Richfield. This
proposal would accomplish two major objectives:
1. Provide a necessary household assistance to aid senior
citizens in remaining independent within their own homes;
2. Provide young Richfield residents employment opportunities
through the youth employment service.
A summary of this proposal and a tentative budget are attached to this
council letter. At this time, the applications being received are for funding
for seven months. It is anticipated that if this proposal were funded,
additional monies would be available after June 30,1977 to continue the
program. This grant application is requesting complete federal funding for
the program.

Since this project is completely federally funded, and does not require
the expenditure of local funds, it is recommended that the council adopt the
attached resolution authorizing submission of this grant application for
funding under Title III of the Older Americans Act.

HOME SERVICES PROPOSAL
Many senior residents of Richfield need household help in order
to remain independent and within their homes.
Junior high aged youths need employment opportunities. Because
of their age, they cannot obtain employment within the business community.
The Home Services Program would provide both seniors and youths with
a chance to contribute to the community through worthwhile means.
Goals of the program:
1. To aid senior citizens in remaining independent and within their
own homes
2. To develop an understanding between senior citizens and youth
in the community
3. To provide a necessary daily maintenance service
Objectives of the program:
1. To provide household assistance to approximately ten senior
citizens each week
2. To hire a senior citizen aide to implement and.coordinate the
program
3. To hire a senior citizen to train youths in household cleaning
skills and sensitivity toward senior citizens

Subject: Approval of Architect for Tennis ourt Lighting
The adopted 1977 Capital Improvemen rogram includes a project for d�
lighting of tennis courts at Donaldson Park in 1977. In order to initiate this
project, it is necessary for the city council to approve an agreement f
architectural services.
The Parks and Recreation Advisory Vision, at its August 16, 1977,
meeting, approved staff recoZn en on to secure the services of Brauer and
Associates. A fee of $4,050 s b een negotiated for the architectural work in-
volved in this project including, but not limited to:
1. Recommendation of a specific lighting system based on staff
and commission suggestions for energy conservation, safety,
and future expansion.
2. Preparation of detailed plans and specifications.
3. On -site inspection.
It is recommended that the city council approve the agreement with Brauer
and Associates for architectural services for lighting of tennis courts at Donald-
son Park and Washington Park.

Subject: Auction of City Vehicles
Council Letter No. 264
Agenda August 22, 1977
For several years, the City of Richfield has participated in Hennepin
County public auction as a means of disposing of depreciated city vehicles
at a favorable price. On September 10, 1977, Hennepin County will conduct
its fall auction. Richfield is scheduled to sell six vehicles in this auction.
These vehicles include one van., one pick -up, and two automobiles which
have already been replaced by newer models. One jeep which is to be
auctioned is scheduled for replacement this fall, and a final vehicle is an
automobile which is not scheduled for replacement. Each of these vehicles
has been fully depreciated.
It is recommended that the city council approve disposal by auction of
these vehicles.

Subject: Tabulation and Award of Bids for City Project No. 715
Improvements to the Central Garage
Pursuant to previous city council approval, on August 19, 1977 the city
manager opened and read aloud bids submitted for city project No. 715, improve-
ments to the central garage. Also representing the city at the bid opening were
the acting public works director, environmental health director, and the fin_ ance
director. A copy of the bid tabulation and minutes is attached.
The bids received were for the installation of concrete flooring and adequate
drainage for the west side garage building. The floor space to be improved is approx-
imately 7,000 square feet, and previous city staff estimates indicated that the work
would cost approximately $18,896.62.
Two companies submitted bids to perform this work. The low bid was submitted by
Earl "Areikle & Sons, Inc. in the amount of $20,679.46. Monies are available in the
1977/83 Capital Improvement Program to complete these improvements. The staff has
found the bid to meet specifications. The city has had previous satisfactory exper-
ience with this firm for other improvement work performed at the central garage.
It is, therefore, recommended that the city take the following actions:
1. • Approve the bid tabulation and minutes
2. Award the bid from this project to the low bidder, Earl Weikle & Sons
Inc. in the amount of $20,679.46
3. Authorize the city manager to enter into a contract with this firm for
the completion of this project.

Subject: Improvements to Public Property Z
Earlier this year, the City of Edina approved construction of a 240 -unit
multi- family apartment structure located adjacent to the Richfield Adams Hill
Park. The building, on which construction is to begin soon, will be a market
rate apartment structure with recreation facilities on the site, which will exit
on York Avenue, and will border on Adams Hill Park for a distance of 489.86
feet. The project will also border on the Edina Park which is adjacent to
Richfield's Adams Hill Park on the west. As part of the developer's proposal,
the Richfield city staff has asked the City of Edina to require the developer to
do the following:
1. Seed and plant the hill on the south end of the pro perty which
is located adjacent to Adams Hill Park;
2. Fill in with black dirt the gully which has eroded into Adams
Hill Park;
3. Provide additional planting on the Edina side to screen part of
the structure from the Adams Hill Park, and
4. Provide a cash deposit with the City of Richfield for construction
of a nine foot pedestrian walkway along the border of the park.
The staff has also recommended that the developer be asked to maintain
vegetation on the hillside along Adams Hill Park and that vegetation also be main-
tained within 10 feet along the development in the City of Edina. The City of Edina
has concurred with this recommendation.

It is recommended that the city council accept a cash /deposi om Windsor
Development Corp. for future construction of pedestrian walkway within Adams
Hill Park, and that the city council allow the developer access onto the park
property for filling of the eroded gully and the planting of trees as necessary.

Subject: 1976 Street Improvement Project Deferred Assessment Items
At the August 8, 1977 permanent street paving assessment hearing, the city
council deferred adoption of the assessments for several parcels to permit further
council consideration and staff investigation. Following is a report of the staff
findings related to these parcels:
6732 Upton Avenue_
Mr. Wayne Harris, 6732 Upton Avenue, appeared at the August 8, 1977 assess-
ment hearing and expressed concern with the workmanship and grade on his driveway.
The city council voted to defer action on this parcel and requested the acting public
works director to meet with Mr. Harris and explore alternatives for correcting the
grading problem on the driveway.
Mr.Raaen has met with Mr. Harris, who-has now indicated that he would prefer
to have the driveway removed altogether and sod over the driveway area. Mr. Raaen
has agreed that the city may remove the driveway and provide black dirt fill rather than
reworking the driveway another time. Mr. Harris has indicated that he will do the
finishing and sodding work on the driveway area, if the city will remove the driveway
and eliminate the $ 329.41 driveway assessment, it is recommended that this arrange-
ment be approved.
6920 Vincent Avenue
Lloyd W. Treece, 6920 Vincent Avenue, questioned why no credit was given for
a previous curb assessment which he had paid in 1952. Attached to this council
letter is a map of existing curbs in the area prior to construction (Attachment A) . All
of this curb was removed except Thomas Avenue 62nd Street to 64th Street; Logan
Avenue 62nd Street to 63rd Street; and, of course, the curbing on county roadways.
City records indicate that Mr. Treece paid $219.00 for a curb assessment in
1952. The average life expectancy for a curb is approximately 25 years, in which
case the previous assessment has been spread over the full life of that original curb

construction. The assessment is consistant with city policy and the implementation
of that policy on curb replacement elsewhere in the city. It is recommended that the
assessment be sustained.
7727 Vincent Avenue
Michael Zemple, 7727 Vincent Avenue, questioned the assessment on odd lot
sizes such as his and surrounding properties located in a cul -de -sac. Attached is a
sketch showing similar irregular lots at various locations in the city.
In accordance with the assessment policy adopted by the city council, the assess-
ments for these lots have been calculated on a front footage established to regularize
the lot sizes. Attachment C shows the front footage which was established and used
in the assessments for the multiple sided lots in qu stian. It is recommended that the
assessment be sustained.
6745 Xerxes Avenue
Mr.james Collins, 6745 Xerxes Avenue, questioned the driveway assessment for
that property. He reported that the property had been sold between the time that the
driveway was torn up and the new driveway installed, and that the new property owner
had requested that the driveway be finished in concrete rather than asphalt , which was
the original material. Mr. Collins expressed concern that this cost,for the assessment
was higher than it would have been had the driveway been finished in asphalt. He
requested relief for the difference in costs between the asphalt and concrete driveway.
The city attorney was requested to assist Mr. Collins in negotiating with the
buyer of the property to reach a settlement for payment of the assessment, and will
report back to the council at the August 22,1977 meeting. �z47 ov
In addition to the deferred assessment decisions cited above, the city council
also requested the staff to report on the following items:
6912 Thomas Avenue
Mr. Gary Newman, expressed_ concern regarding the finishing of landscaping
around a boulevard tree and asked that the tree be inspected by the city forester. The
forester has checked the tree, which has now been removed. The owner has indicated
that he will install. concrete steps and finish the work on the property. Therefore,
this matter has been resolved.
Street Lighting on 70th Street and 74th Street
The council requested that the staff review and survey street lighting which has
been installed on 74th Street from Penn to Xerxes Avenue, and on 70th Street from Penn
to Xerxes Avenue.
Attachment D shows the lighting which has been installed in the two areas. On
74th Street from Penn to Xerxes, mid -block lights are in place at all locations except
Council Letter No. 260 =3- August 22, 1977'_
two. Those two locations are between Upton and Vincent and between Vincent and
Washburn. There is not currently a pole at either of these locations on which to
place a light.
Mid -block lighting has also been installed at all locations but two on 70th
Street from Penn Avenue to Xerxes Avenue. The two locations without lights are
from Vincent to Washburn and Washburn to Xerxes. The drawing also shows the
existing wooden poles in the area, which support utility transmission lines. The
mid -block lights in this location have been installed on the wooden utility poles.
Installation of ornamental lights would not eliminate these poles, which are
necessary for providing utility services.
2821 West 70th Street
Mr. Leslie Proehl, 2821 West 70th Street, expressed concern with a tree
and grading around the tree creating a water drainage problem. The city forestor
has checked this tree and the tree has been removed. Therefore, this matter has
been resolved.
6520 Irving Avenue
Mr. Robert Thrune requested that the city forestor check a boulevard tree for
possible disease. The city forestor has checked this tree and found .no evidence of
disease. It was the recommendation of the forestor that the tree not be removed.
2800 West 714.7 Street
Mrs. James Quinlan indicated that she relocated the driveway during the street
project from a front entrance to a rear lot entrance because she was interested in
constructing a garage. She felt that the city.inspection department had indicated
that she would be unable to construct a garage on the property unless the driveway
was moved, since a garage on the driveway entering from the front would be constructed
in front of the established building line along Upton Avenue. The property owner did
not seek a variance Mrs. Quinlan wants to be reimbursed for the cost of removing
her old driveway. There does not appear to be anyway of justifying an expAnditure of
city funds for this purpose;and therefore, it is recommended that the assessment be
sustained.
Attachment E shows the location of the old and new driveways.
6833 Thomas Avenue
Mr. Donald Walls, 6833 Thomas Avenue, questioned the workmanship on the
sodding and sidewalk improvements on his property.

Mr. Raaen inspected the property and found no problems with the sod. The
sidewalk joints are wide, as Mr. Walls had indicated,, but are completely filled
with joint filler and are properly constructed.

Subject: Street Barricades
Ms. Charlotte Holmes, 7320 Colfax Avenue has requested permission
to have Colfax Avenue between 73rd and 74th Streets barricaded on the
evening of August 26, 1977 between the hours of 6:00 p.m. and midnight for
purposes of holding a block party.
Mr. Thomas Mayclin, 6820 Knox Avenue, has requested that barricades
be placed on Knox Avenue between 66th and 67th Streets on Monday, September
5, 1977 between the hours of 2 :00 p.m. and 8:00 p.m. for purposes of holding
a block party.
The only stipulations attached to these requests -are that the city erect
the barricades and that they be erected in such way as to permit ingress and
egress of emergency vehicles should this be necessary during the times of
the block parties.

Subject: Purchases in Excess of $1,000
Chapter Six, Section 6.05 of the City Charter stipulates that the city
council must approve the purchase of merchandise -, materials, equipment or
construction when the amount exceeds $1,000. There are two such items on
the August 22, 1977 city council agenda.
Donaldson Park
Quotations have been received to provide roofing improvements on the
oldest portion of the Donaldson Park shelter building. The project will include
insulation for energy conservation, and installation of one complete roof surface
to provide moisture control.
It is recommended that the city council approve the low quotation from
Bloomington Roofing, in the amount of $3,600'to complete these improvements.
Wood Lake Nature Center
The pump at the Nature Center is used to maintain the water levels and,
thus, the aesthetic, educational and ecological values of the area. The pump
recently quit functioning and an inspection has revealed that substantial repairs
are necessary. Two quotations have been reserved for the repair work, and it
is recommended that the city council approve the quotation of Bergerson- Caswell,
in the amount of $3,192.
It is further recommended that the city council approve a transfer of $4, 000
from the unallocated contingency for the necessary repairs, including motor
overhaul, and the original inspection of the pump, since these repairs were not
an anticipated budget expenditure.

RESOLUTION AUTHORIZING TRANSFER OF APPROPRIATION FROM
THE 1977 CONTINGENCY ACCOUNT FOR EMERGENCY REPAIRS
WHEREAS, Resolution No. 5590 appropriated funds for each department
of the city for the year 1977, and
WHEREAS, a contingency appropriation was made in the General Fund
for various purposes, including emergencies in accordance with Section 7.10
of the City Charter, and
WHEREAS, it has been determined that an emergency repair is necessary
due to the mechanical breakdown of the pump at Wood Lake Nature Center, and
WHEREAS, the City Manager has recommended an emergency appropriation
transfer in the amount of $4,000 to effect such repair.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Richfield that the sum of $4,000 be transferred from the contingency appropri-
ation of the General Fund to the Park and Recreation Department.

Last fall, the city council requested the sitaff to investigate areas in the
city which needed additional street lighting, anri to make provisions for installing
this lighting in conjunction with the.-1977 lighting contract, for C.P. 686.
This work has now been completed and we are requesting a change order
in the amount of $11,138.00 for eight additional lights at the following- locations:
1. Light at 70 1/2 and Washburn. Avenue
2. Lights on 70th Street, Lyndtale Avenue to Harriet
3. Lights on 74th Street, Lyndale Avenue to W. Pleasant
City owned ornamental poles were installed at these locations because there
are no wooden utility poles available to mount: the mid - block lights on.
It is recommended that the city council approve a change order in the amount
of $11,138 to Electric Service Company to comer ;costs of installing these
additional lights.

ECOLOGY.UP Glass Re- Cycling
ECOLOGY UP was founded March 1977.for the purpose of
promoting ecology. Our goals, pertaining to glass, are to
make residents of Richfield aware of the value of re- cycling
glass and to make Richfield the 1st community with 100% glass
re- cycling.
ECOLOGY UP plans to establish 18 clear glass collection
sites. Of these 18 sites, 2 or 3 will accept clear, amber,
and green glass. We will locate the collection drums on the
property at the owner's discretion.
The containers will be 55 gallon steel drums. Each drum
will have a lid with a 6" diameter tube extending out of the
lid at a 450 angle. The entire container will be painted black
with white lettering. The lettering will say:

* some drums will be provided for green and amber glass.
The full containers will be replaced with empty ones
once a week or when necessary. If specific.sites re -peatedly
fill faster than once a week, we will leave 2 or more containers

creation. Containers will be.transported using a truck and will
be loaded using a ramp and barrel cart.

Subject: Commendation Awards
The Public Safety Department has scheduled a presentation of its semi-
annual commendation awards for the August 22, 11977 city council meeting.
The first award is a citizen's commendation award to be presented to Mr.
Mark Thielman of Hopkins, Minnesota. On April. 12Y 1977, Mr, Thielman, who
at that time resided in Richfield, observed a burglary and arson incident in
progress at a Phillips 66 Station located at 2913 West 66th Street. Mr. Thielman
had another party report the incident to the Public safety department wFiile he
continued to observe the suspects. Upon the arrival of public safety officials,
Mr. Thielman was able to provide sufficient information to positively identify
the suspects. Based on the information provided by Mr, Thielman, the suspects
were arrested a short time later and formally charged with the crime.
Firefighter Thomas Smith has been nominadt d to receive the award designated
for a member of the public safety department. On June 9, 1977 firefighter Smith
responded with his crew to a house fire at 6223 141h, When neighbors
indicated that they believed the woman occupant of the house was still in the
structure, firefighter Smith entered the dwelling amd found the victim overcome
from smoke. He was able to effectively evacuate Iffie victim and, with the aid of
other firefighters, was able to revive her.
Because of the accomplishments of these individuals in contributing to
the public safety effort in our community, it is the:. ;recommendation of the
Public safety director, in which I concur, that theme men be publicly recognized
and presented with commendation awards by the city council.

Subject: Special Assessment Hearing, Resolution Adopting
Assessment Roll for 1977 Storm Sewer Construction
City Project No. 700
August 22, 1977 has been set as the hearing date on the assessment roll
for 1977 storm sewer construction. In November, 1976 the council implemented
a city project to construct a residential storm sewer in the area of Colfax
Avenue and 73rd Street. This work was constructed in the spring of 1977. At
the time the council ordered this project, the council agreed to assess the
work based on the city's storm sewer assessment policy. The policy provides
that no property be assessed more than $.0355 cents per square foot.
There are eleven parcels which will be assessed for this project. The
assessment for each parcel will be brought to the maximum assessment
allowable under this policy. The assessment roll totals $1,949.19; includes
interest at 8% per annum, and is to be spread over five years. Assessments
vary from a high of $400.00 per property to a low of $86.00 per property. Total
estimated cost is $17,000 with the difference between total cost and assessments
to be financed by the sewer utility fund.
It is recommended that the council adopt the attached resolution establishing
the assessment roll for city project No. 700, at the close of the public hearing.

RESOLUTION ADOPTING ASSESSMENT ON CITY PROJECT NO. 700
BE IT RESOLVED by the City Council of the City of Richfield, Hennepin County,
Minnesota as follows:
1. That the City Clerk has, with the assistance of the City Engineer, cal-
culated the proper amounts to be assessed for the 1977 Storm Sewer Construction,
City Project No. 700, against every assessable lot, piece, or parcel of land
specially benefited thereby in accordance with the provisions of law, and the pro-
posed assessment so made up was filed with the City Clerk for more than 15 days
prior to the assessment hearing and was open to public inspection during said period
2. That notice 'has been duly published and a public hearing heretofore duly
held as required by law so that this Council could meet and pass upon the proposed
assessment.
3. That an opportunity has been given to all interested persons to present
their objections, if any, to such proposed assessment or to any item thereof at
said public hearing.
4. That the City Council has heretofore duly established City Project No.
700, and after carefully considering all the facts, the benefits to each lot, piece
or parcel of land and fully advising itself on the premises, has found and determined
and hereby declares that each and every lot, piece or parcel of land included in said
proposed assessment roll was improved by reason of the construction of said City
Project No. 700 and has been and is specially benefited in the amount set out in said
proposed assessment roll opposite each such lot, piece or parcel of land.
5. The proposed total assessment in the amount of $1,949.19 is hereby affirmed,
adopted and confirmed and the sums fixed and named in said proposed assessment are
affirmed, adopted and confirmed as the proper special assessment for each of said
lots, pieces, or parcels of land respectively, and said amount so set out is hereby
levied against each of the respective lots, pieces, or parcels of land therein
described.
6. Said assessment is hereby affirmed, adopted, confirmed and shall be
certified by the City Clerk and filed in his office, and shall thereupon be and
constitute the special assessment for said City Project No. 700, Storm Sewer
Construction.
7. The assessment with accruing interest, shall be a lien upon the property
included therein, concurrent with general taxes, and shall be payable in equal
annual installments extending over a period of 5 years. The first installment shall
be payable on the first Monday in January of 1978. All assessments shall bear in-
terest at the rate of 8% per annum. To the first installment shall be added interest
on the entire assessment from the certification of this resolution until December 31,
1978, to each subsequent installment shall be added interest for one year on all
unpaid installments.

Subject: Application for Sign Permit at Church of the Assumption
A request for an outdoor sign permit has been received from the Church
of the Assumption. Diagrams of the proposed sign and location are attached.
This sign exceeds the minimum 10 square feet allowed by city ordinance
(Chapter III, Part 5, division 3.47, subdivision 3, paragraph 4.). However,
Chapter III, part 4, provides for exceptions to this requirement for ten square
feet maximum size of non - illuminated sign in an "R" zone. Since the'7:ocation
where the sign is proposed to be located is zoned "R ",. and because this sign'
exceeds the allowable ten square feet, it is necessary for the council to grant
an exception before the sign can be installed.
The council has previously considered similar requests for St. Richard's
Church, Wooddale Baptist Church, and Hope Presbyterian Church. All of these
requests for signs exceeding the 10 square feet in a residential zone have been
approved.
