Topitzhofer reported on the following:
• Fourth of July Celebration: Good attendance at all of the events, some problem with private fireworks in the parks. CSC
members made some suggestions about enforcing laws prohibiting fireworks in the parks.
• Outdoor Pool: The pool's leak has been patched and business has been good.
• Playground Program and Free Lunch Program: Going smoothly, good attendance.
• Jefferson Park: Neighbors raised good issues and felt strongly about not converting the softball Feld to a soccer half -field,
so the ag-lime was returned to the infield of the softball field.

Topitzhofer reported that the group is considering mixed usage at Lincoln Field. Rick Jabs assembled a mock schedule to the
group and the mixed -use scenario appears to be feasible. Topitzhofer said that a request for state bonding funding has been
submitted for work at Lincoln.

The Ballfield Taskforce is scheduled to meet on September 15, 2005, to discuss the implementation of
converting Lincoln Athletic Complex into a joint -use facility to be used by Richfield Baseball Association and
Richfield Girls Softball Association. Rick Jabs, Chair, will be presenting a final report at the meeting, including
an implementation schedule. Other members of the Taskforce may be present.
Recommended Action
Motion to convert Lincoln Athletic Complex into a multi -use facility and to follow the implementation
schedule as outlined in the recommendations from the Ballfiield Improvement Taskforce. .

The Commission has discussed in the past their desire to revise the City's Parks Master Plan. On May 17,
2005, the Commission was presented information from Greg Ingraham, Ingraham and Associates, regarding
how communities go about revising their master plans. Parks master plans typically include the following
components: design standards, park system inventory, recommendations for future improvements and cost
estimates. For cities that are fully developed, parks master plans focus on park revitalization and often include
many neighborhood meetings to gather input for individual parks. Parks master plans also provide
recommendations for connections between parks. The estimated cost for a consultant to assist our
Commission with a master plan is between $20,000 and $35,000 depending upon the scope of project.
To proceed with selecting a consultant to assist the Commission in revising the Parks Master Plan, a Request
for Proposal (RFP) should be written which outlines the scope of the project. A draft RFP will be presented at
the meeting including a recommended project scope.
Recommended Action
Recommend City Council approval to advertise a Request for Proposal for contractual services in revising
the Parks Master Plan.

Topitzhofer reported on the following:
• Dry Land Hockey Training Area: Arena staff is planning the construction of a dry -land hockey training area just east of the
Arena. The Richfield Hockey Association has funds to construct it. Topitzhofer asked the group if they wanted to see a
proposal. Christian asked if it would affect any paths (Topitzhofer said no). Hartnett asked if it would be locked when not in
use. Topitzhofer said that he'd ask, but City staff would have little involvement with it.
• Veterans Park Memorial: A memorial statue in honor of US military veterans is being planned for Vets Park (depicting the
Iwo Jima flag -raising). He said that the CSC and the Arts Commission would both consider the project. Topitzhofer asked if
any CSC members would be interested in attending meetings about it. Schmidt and Berend volunteered. Ness said that the
impact of redevelopment near 661" and Portland should be considered. Topitzhofer said that the person proposing it is still
formulating a plan.
• Bike Trail Plan: Area traffic engineers will be working together to talk about the best connections between neighboring cities
while the Bike Trail Task Force can consider linkages within City limits. Schmidt asked about bridges over freeways.
Topitzhofer said that passages under Crosstown would be at Nicollet, Lyndale and the rail line.

Lincoln Athletic Complex Report
Jabs, Ballfield TF Chair, said that the group has completed their work. He reported that this was Phase II of the Ballfield
Replacement Plan to replace fields lost to airport expansion. He said that the group conducted an inventory of the athletic fields
in the City, evaluated the facilities based on a standard design criteria and each park's neighborhood needs, and assessed the
needs of the different sports associations. Jabs said that the group looked at Lincoln Field as a facility that could be shared by
girls slow -pitch softball and boys baseball and, as a City -owned facility, could be maintained by the City. Jabs said that girls
fast -pitch sold their fields on 75'" and Penn Ave, which made the work of the task force more urgent. He said that fast -pitch
would likely utilize the Middle School fields; Jabs and the group assembled a draft schedule for Lincoln Field to be shared by
girls and boys, which would be possible with some modifications to the fields and other storage arrangements. Jabs told the
group that the capital improvement budget has included an amount to dedicate to improvements at Lincoln Field each year.
Christian asked about accommodations for older girls. Jabs said that, in upcoming years, staff and the associations will need to
consider Taft Park as a facility for the older girls. He said that Topitzhofer requested $500,000 in bonding bill funds for the
project, but this project, which should accommodate the associations for at least two years, is not dependent on receiving those
funds. Peloquin asked if the CSC was considering the plan or the funding. Topitzhofer said that the CSC is considering the
implementation of the plan to move slow -pitch to Lincoln Field. Ness moved, seconded by Schmidt, to authorize staff to
implement the plan to accommodate softball and baseball at Lincoln Field. Peloquin asked how long this plan would meet the
needs of the associations. Jabs said that it would work for two years and it leaves room for the scheduling of other games.

now and the close proximity of residences would have to be considered. Topitzhofer said that lights are always a possibility.

Parks Master Plan
Topitzhofer said that the request for proposal for master plan consulting services is not complete because he hasn't received a
"scope of services" outline from park plan consultant Ingraham and Associates, but the CSC will consider the RFP at the
October meeting and a sub -committee of the CSC will interview candidates and get to work right away on the plan.

Lincoln Athletic Complex Update
Staff has begun work at Lincoln Athletic Complex transforming it to a multi -use facility for boys baseball and
girls softball. So far, the infields have been cut out and some materials have been added around the
concession building. Bases and pitching rubbers will be added next. It is good to get this work done now in
advance of the start of spring season.
Graffiti at Christian Park and Washington Park
There has been a rash of graffiti tagging at Christian Park and Washington Park lately. Staff has been busy
cleaning up the graffiti quickly after being reported and an arrest has been made. Staff has been investigating
the feasibility of installing temporary surveillance cameras equipped with digital recording systems and motion
sensor lighting.
Crosswalk at Wood Lake Nature Center
A long awaited crosswalk has been installed connecting City Bella to Wood Lake Nature Center. Lake Shore
Drive is now a two lane road with bicycle lanes. Staff is in the process of designing a new entrance to Wood
Lake Nature Center and realigning the entrance stairway with the new crosswalk.

Draft Request for Proposal Jim To itzhofer
A draft of a Request for Proposal (RFP) for consulting services to assist with the revision of the Richfield
Master Park Plan is attached for review. The Commission is asked to give input on the project scope,
parameters, and evaluation criteria.
Please note the project description and scope. Recommended tasks include 1) park and internal trail analysis,
2) needs assessment, 3) draft park and trails plan, and final implementation strategy. To gather input from
citizens, the consultant could be asked to help us conduct public meetings at every neighborhood park and
city-wide public meetings on larger parks and trail system, or we could combine two neighborhoods into one
meeting to save time and cost. A reference in the RFP was made to recent discussions from City Council and
the Commission regarding a new community center, amphitheater, frisbee golf, archery range, veterans
memorial, and driving range.
Recommended project parameters include the availability of $30,000 to fund the project and an expectation to
complete the tasks in eight months.
Recommended evaluation criteria include fees for service, interview, and review of professional qualifications
and references,
Staff is asking for a recommendation from the Commission for Council to approve the attached RFP, with
corrections. A selection committee should also be formed including a few Commission members, and staff.
The RFP includes a submittal date of November 15, 2005. The selection committee could interview
candidates and make it's selection in advance of the December Commission meeting and begin working with
the consultant in January.
Recommended Action

Planning Services to Revise the Richfield Parks Master Plan

GENERAL GUIDELINES.
A. Requests For Competitive Proposals.
The City of Richfield is seeking competitive proposals from interested and
qualified companies for consulting services to prepare assist with the revision of
the Richfield Master Park Plan.
B. Owner and Submission Information.
Interested companies should submit ONE COPY of their competitive proposal to:

Competitive proposals shall include all of the items set forth in Section II below.
Any questions regarding this Request for Proposals should be directed to Jim
Topitzhofer, Recreation Services Director at 612-861-9394.
All proposals must be sealed and submitted to the Recreation Services
Department at the above address by 10:00 a.m. on November 15, 2005.
Late submissions will not be considered.
II. PROJECT DESCRIPTION AND SCOPE.
A. Consultant Services Proposal
The City of Richfield is seeking competitive proposals for consulting services to
assist with the revision of the Richfield Parks Master Plan as defined in Section
B and C. The City of Richfield wants to ensure that its parks and trails are
meeting citizen needs and that appropriate plans are in place to guide
improvements and investment. The City desires the services of a qualified park
planning firm to evaluate existing parks and trails, gather public and stakeholder
input, analyze opportunities and issues, identify future park and trail needs and
create master park plans and a city wide trail plan. The consultant is to work
closely with city staff, the Community Services Commission, stakeholders and
the neighborhoods to obtain user input and guidance. The park and trail
planning work is to be coordinated with the Richfield Comprehensive Plan
revision, City redevelopment plans and park and trail plans for adjacent
communities. Parks and trails are considered key components in the continued
revitalization of the City.
B. Tasks
The Proposer shall provide an itemized estimate of the cost of services for the
following categories:
Park and Trails System Analysis
Update the recreation facility inventory, prepare existing conditions park maps
and update existing trail system map. Conduct detailed evaluations of each,
park site. Analysis to include facility condition, programming and recreation
value, accessibility, maintenance issues, access, circulation, views, adjacent
land uses, natural resource management, amenity features and other
pertinent issues and opportunities. Review and update city park standards
(neighborhood and community parks). Prepare a city-wide level of service
analysis (supply and demand) by park and facility type. Identify existing and
planned recreation facilities in adjacent cities.
Needs Assessment
Identify and evaluate the affect of population forecasts, demographic and
recreation trends upon city recreation services and facilities. Evaluate the
effect of a diverse community upon recreation facilities and services. Gather
input from city staff, the Park Commission, stakeholders and the public on
recreation needs and opportunities. Public input to be obtained through a
series of neighborhood and community meetings. Identification of
neighborhood and community needs, desired trail origins and destinations,
emerging trends and customer satisfaction should be included within this
task. Prepare a recreation needs assessment and summarize input and
implications for individual parks and for the city-wide park and trail system.
Some planning issues currently being discussed by the City Council and the
Community Services Commission include an amphitheater, veterans
memorial, frisbee golf, archery range, driving range and community center.
These items (and others) should be addressed in the Parks Master Plan.
Draft Park and Trail Plans
Prepare a draft city-wide park system plan, trail plan and individual park
master plans with city staff input. Present the draft plans for Commission,
Council and public review and comment. Obtain input on implementation
priorities.
Final Park and Trail Plans and Implementation Strategy
Refine the draft plans based on city and public comments. Prepare a draft
implementation strategy (funding and priority actions) for review. Prepare a
summary report and recommendations and final color plan illustrations.
Report to include overall park system plan, trail system plan, individual park
master plans and implementation strategy. Report and plans to be provided
in paper and digital format. One set of color presentation size plans and 20
bound copies of the final plan report are to be prepared.
C. Proiect Parameters
It is expected that the planning process will include significant public review and
discussion of issues and alternatives through public meetings. The City
anticipates the availability of $30,000 for this planning work and 8 months to
complete the park and trail plan update.
D. Qualifications
Each Proposor should provide a list of professional qualifications, licenses, and
certifications. The selected consultant or team should have:
1. Knowledge of recreation trends and their influence on park and trail
needs.
2. Experience with park and trail planning in developed communities.
3. Park renovation and master planning experience.
4. Superior public input skills.
5. Creative solutions for redeveloping communities.
6. Funding strategies for recreation capital improvements.
7. Proven ability to reach consensus on public issues.
8. Strong project management and communication skills.

Each Proposer shall provide a list of five references. Each reference must
include the name and address of the jurisdiction where the Proposer has
performed similar design and engineering services, and the name and daytime
telephone number of an individual, who still works for the jurisdiction, which the
City can contact.
III. EVALUATION AND SELECTION.
A. Evaluation Criteria.
The Selection Committee will evaluate and rank each proposal against the
following criteria:
1. Cost/value.
2. Review of professional qualifications.
3. Review/Inspection of previous parks master plan projects and/or
references.
4. Interview
The Selection Committee will submit a recommended proposal to the
Community Services Commission and to the City Council. The City Council will
award the contract to the successful Proposer.
B. Reservations and Other Considerations.
1. Proposers are invited to interview the Recreation Services Director regarding
information on the Richfield Parks system in advance of proposal submittal.

2. Proposals are to be submitted on or before November 15, 2005 to Richfield
Recreation Services Department, 7000 Nicollet Ave South, Richfield, MN
55423, RE: Community Center Proposal. For additional information contact
Jim Topitzhofer, Recreation Services Director, 612-861-9394. Proposal
amounts will need to be effective for 60 days after the above deadline.
3. The City reserves the right to accept proposals based upon factors other than
the lowest price as set forth in the evaluation criteria.
4. The City will not be responsible for any costs incurred by those submitting or
preparing competitive proposals. At the request of the Proposer, proposals
will be returned after the selection process has been completed and a
Proposer selected.
5. The City reserves the right to revise the scope of the project based on budget
limitations and other relevant considerations.

Arts Commission member Travis Gorshe is excited about planning a memorial to veterans in Richfield. He is
proposing to create a memorial in Veterans Park. Since this potential initiative involves public art and parks,
planning and review should be a joint effort between the Arts Commission and the Community Services
Commission. Two members of the Community Services Commission are asked to join two members of the
Arts Commission to work with Travis to bring a proposal forward.
Recommended Action Assign CSC members and to serve on a sub-
committee to prepare recommendations on a memorial at Veterans Memorial Park.
