Approval of Minutes
Kritzman moved, seconded by Ness, to approve the minutes of the regular June meeting. Approved, ayes all.
Dietl moved, seconded by Hamernick, to approve the minutes of the July 13 joint CSC/Council meeting. Approved, ayes all.

Recreation Services
Topitzhofer reported on the following:
-Middle School Teen Activity Night drew over 375 students.
-Adaptive Bowling League has 111 participants this year.
-Wood Lake Nature Center's upcoming Halloween event and Best Buy Foundation Grant application
-Adventure Gardens Mini -Golf season ended on September 26.
-Community Center Boutique -Saturday, October 23
-Upcoming flu shot clinic on Tuesday, October 26, at the Community Center.
Discussion Items
Youth and Family Survey
Topitzhofer said that Richfield Community Education will allow Richfield Recreation Services to include questions on their
annual survey, which is conducted at various events and the data recorded on portable keypads. Christian said that he took
one of the other school surveys and it was very fast. Topitzhofer said that the survey will help assess recreation and human
services needs in the community.
Topitzhofer said that the City Council had authorized staff to proceed with negotiations with MNDot to determine the
mitigation for the lost 10,000 square feet of the park. An additional 6,000 feet on either side of the park would be left, he
said, and the neighborhood clearly objected to using that land for access points to the park on the north side. He said that,
as Dietl suggested at the last meeting, the most valuable mitigation would be to request land compensation rather than
money. He said that one idea would be to request funding for the redevelopment of Richfield Lake Park, which may be
affected anyway when redevelopment begins on the east side of the lake. Vizecky asked if the access points on the north
end of the park should be discussed in a.larger, city-wide context relating to bike trails since that is a likely through -point for
an east -west bike trail. Topitzhofer said that a resident expressed concern about the Transportation Committee's suggestion
that the park would be part of a bike trail. Ness and Christian suggested that the Transportation Committee should be
involved in the decision. Topitzhofer said that an actual mitigation agreement may be a year away or more; appraisals and
more feedback about the land usage would take place first.

FOWL Member Re -Appointment
Died moved, seconded by Schmidt, to reappoint Gayle Ticen, Vern Luettinger, and Tom Hoyne to three-year terms on the
FOWL Board of Directors. Approved, ayes all.
Family Friendly City Task Force Liaison Appointment
Topitzhofer said that the City Council set a goal this year to begin an initiative to make Richfield a more family -friendly city;
task force is being formed to begin the task and two CSC liaisons have been requested; the group will hold their first
meeting on Thursday, October 28, 5:00 pm, Richfield Water Plant. Rodney Schmidt and Gloma Hamernick volunteered.
Gordon Vizecky said that he'd be attending the meetings as a liaison from Best Buy.
Ballfield Improvement Task Force
-opitzhofer said that the task force has not resumed meetings, but a survey was done that included the land currently
eased to the adjacent trailer park and there would be further study of the feasibility of a four -field complex.
Golf Practice Facility Task Force
Topitzhofer reported Effective Golf Systems completed a second assessment of possible facilities and locations. He said
that 930 feet were identified on the west side of Vets Park and the task force is favoring the idea of building a golf dome
there.
City Hall Task Force
Schmidt reported that the group has toured Edina and Bloomington City Halls.
Transportation Committee
Ness and Kritzman reported that the committee was recently evaluating the City's stop -sign policy.
FOWL
Died reported that 76 golfers participated in the FOWL Ball Golf Klassic on September 11.
Planning Commission
No report was given.
RCHSPC
Hamernick said that the group hasn't met over the summer, but will be meeting to begin reviewing grant applications.
Other
Community Council Community Summit
Vizecky reported that several CSC'ers attended the summit immediately before the CSC meeting, where issues related to
families, immigrants and youth were discussed.

Chair Vizecky called the meeting to order at 7:06 pm.
Public Comment
Ness inquired about selling pull tabs in Richfield at private establishments. Kritzman and others said that it is allowed, with
certain guidelines (auditing requirements, staffed booth, charitable cause). Topitzhofer said that Rick Jabs arranged for the
sale of pull tabs to benefit youth athletics and would know some of the provisions.
Approval of Minutes
Due to the lack of a quorum, the approval of minutes was postponed to the next meeting.
Program Spotlight
Senior Programs
Older Adult Recreation Supervisor Dragotis reported on Richfield's Older Adult programs and special events:
• The Community Center Boutique raised $2,000 for the Center
• The Richfield Community Center Flu Shot Clinic served 215 people this year.
• Richfield Congregate Dining, which serves about 50 people every day, served 75-100 for some special events this fall.
She showed a video, produced by the Vital Aging Network, about the options Richfield provides to senior residents.

• Topitzhofer summarized the Community Council Summit that several CSC members attended on October 19.
• He proposed the idea of assigning CSC members to visit different parks, take pictures, visit neighbors and gather
thoughts from neighbors and bring the report back to the CSC. CSC members were in favor of the idea; Topitzhofer said
he'd bring a report in January.
• He shared an article with the group about ensuring that the parks are accessible to all ethnic groups. It summarizes
needs that tend to be those of the general public, with the exception of more picnic tables for extended family gatherings.

Topitzhofer said that the task force will be meeting again to further study the feasibility of a four -field complex.
Golf Practice Facility Task Force
Topitzhofer reported that the group toured a year-round facility in Chaska and met November 15. He said that the group will
be touring some irons -only driving ranges.
City Hall Task Force
Ness said that the group has toured Edina and Bloomington City Halls. The group will be touring Lakeville and Roseville.
Transportation Committee
Kritzman said that the stop -sign policy was tabled. She said that 66`h and Portland Ave. will be studied.
FOWL
Topitzhofer reported that Wood Lake received their latest Best Buy Technology grant.

Youth Survey Assignments Discussion

The Recreation Services Department is planning a survey with Richfield Community Education to determine
the recreational. and enrichment needs of local youth and families. The survey is designed to be conducted at
large events by volunteers with the help of hand held computer devices that will record and process survey
data. It takes about 60 seconds to complete the survey. The interview questions are attached.
The survey will be administered February 5 - 20, 2005, over a span of two weeks. Some potential events to
attend are the Richfield Optimist Club Chili Feed, Winter Family Fun Day, Wood Lake Nature Center Sunday
Specials, and Library events. A duplicate survey will be prepared in Spanish and administered during a
Spanish Mass at Assumption Church on February 20.
The Community Services Commission is being asked to help conduct the survey at various events in
February. A sign up sheet will be passed around at the meeting so'please bring your calendars.

In an effort to assist members of the Community Services Commission with a systematic evaluation of all
Richfield parks, an inspection program is being implemented at this time. All Commissioners are being asked
to select two parks to evaluate one time per year and report back to the group. The inspection involves
completing a form, to be summarized at the assigned Commission meeting date. Commissioners are
encouraged to take photos and to chat with park users. The inspections should identify park deficiencies,
maintenance and safety but should also include positive observations
Each park has been assigned a meeting date. There will be several park reports included on the meeting
agenda each month. Each report should be limited to about 5 minutes unless otherwise warranted.

The City is beginning to undergo and extensive revision of the Comprehensive Guide Plan, a planning tool that
guides future redevelopment. The Comprehensive Guide Plan includes a section for bicycles. The
Community Services Commission is asked to participate in updating the City's current bike plan. A task force
is being formed to make recommendations. Jim Topitzhofer will present additional information at the meeting
and will be recruiting one or two members to serve on the new task force.
