I. CALL TO ORDER
The meeting was called to order by President Hurvitz at 8:00 a.m.
II. APPROVAL OF MINUTES OF THE CIVIL SERVICE COMMISSION MEETING OF
FEBRUARY 5, 2018
M/Stratton, S/Hurvitz to approve the minutes.
Motion carried 2-0.
III. PRESENTATION AND DISCUSSION REGARDING FIRE LIEUTENANT SCORING ERROR
Fire Chief Kewitsch gave the new list to the commissioners along with a screen shot of the
excel spreadsheet that showed the incorrect calculations. Once the error was found, the City
Manager was notified and then an outside accounting firm audited the calculations to assure
that there were no other miscalculations. Fire Chief Kewitsch gave his apologies to the
commission as well as to the firefighters for the miscalculation.
President Hurvitz asked if Human Resources looked at the spreadsheet before bringing it to the
commission. He also suggested that it should be a part of the process in the future. Fire Chief
Kewitsch and Human Resources Manager Pam Dmytrenko agreed that there will be a change
in the process to include more checks and balances. He also asked the Union Representative
what he thought about the error. The Union Representative told the commission that they want
what is right to be presented in the roster and they believe the Fire Department is showing
transparency.
Vice-President Stratton wanted to make sure that the data given was not changed but that it
was a miscalculation in the data and that there is transparency. Fire Chief Kewitsch assured
that they showed complete transparency allowing the staff to see the miscalculation and
making sure each shift was told.
President Hurvitz asked the auditor, Michael Bosl, what he did in the auditing process. Mr. Bosl
explained that he went through the each individual score sheet to make sure the data and the
calculations were correct and he feels comfortable with the changes.
IV. DECERTIFICATION OF CURRENT FIRE LIEUTENANT PROMOTIONAL ROSTER
President Hurvitz and Vice-President Stratton gave their apologies for the previous list that was
approved.
M/Hurvitz, S/Stratton to approve the decertification of the fire lieutenant promotional roster.
Motion carried 2-0.
V. CERTIFICATION OF CORRECTED FIRE LIEUTENANT PROMOTIONAL ROSTER
President Hurvitz read the eligibility list aloud.
M/Stratton, S/Hurvitz to approve the certification of the corrected fire lieutenant promotional
roster.
Motion carried 2-0.
VI. OTHER BUSINESS
None.
VII. ADJOURNMENT
The Civil Service Commission Meeting was adjourned by unanimous consent at 8:17 a.m.
