BE IT RESOLVED by the City Council of the City of Richfield, Minnesota,
as follows
1. That the proposed geometric layout of the off - street parking
as contained in Off - Street Parking,Application No. 79 -4, Contract No. 2300,
is hereby approved subject to and upon completion of performance of the
contract for such off- street parking as hereinafter authorized.
2. That the proposed off - street parking contract for the improvement
of said off - street parking, bearing Contract No. 2300, be placed on file
and.that the manager be authorized to sign said contract and the Clerk
be authorized to seal the same for and on behalf of this City..
. 3. That the.off- street parking operator provide the City of
Richfield with Surety in the form of cash, passbook savings withdrawal
authority, or performance bond in an amount to be determined by the
I
public works director and city manager, to insure the off - street parking
lot is constructed within the terms and regulations of the'Off- Street-
Parking Agreement.
4. That responsibility for the proper upkeep and maintenance of
said Off - Street Parking lot shall remain the responsibility of the off-
street-parking lot operator in accordance with Ordinance Code 4.05.

On March 26, 1979, th e city council gave first reading
approval .,to:, a, transitory,," ordinance "appropriating $715,0.00
from the, special revenue fund (liquor store profits) to the
municipal golf course project.
While. it would be possible,. 'using only base. bids, "to
construct.,the golf course within the original. 'budget alloca-
' tion of $1,885,000, an analysis of the project and
bids re-
ceives'indicates that several desirable alternatives
may be
included in the initial construction of the project
if the
additional $75,000 could be :provided to the project
budget.
The 1978 liquor store profits were sufficient to en
transferred
ble
into
$Z5,000'.more than had been anticipated to be
the special revenue fund, which is used for capital
improvement
projects. Therefore, it is the recommendation.;of t

recreation director , the finance director, and "myse

TRANSITORY ORDINANCE NO
AN ORDINANCE PROVIDING FOR THE EXPENDITURE
OF MONEY FROM THE SPECIAL REVENUE FUND FOR
PARK ACQUISITION A14D BETTERMENT
The City of Richfield does ordain:
Section 1 It is found and determined to be necessary
and expedient for the city to expend money from the special
revenue fund for the acquisition and betterment of public -parks
and playgrounds, such improvements being capital improvements
for which the city would be authorized to issue general obligation
bonds.
Section 2: The sum of $75,000 is hereby authorized to
be paid from the special revenue fund for such purposes.
Section 3: The expenditure herein authorized shall be made
pursuant to such contracts as are authorized from time to time
• by city council resolution.
