While. it would be possible,. 'using only base. bids, "to construct.,the golf course within the original. 'budget alloca- ' tion of $1,885,000, an analysis of the project and bids re- ceives'indicates that several desirable alternatives may be included in the initial construction of the project if the additional $75,000 could be :provided to the project budget. The 1978 liquor store profits were sufficient to en transferred ble into $Z5,000'.more than had been anticipated to be the special revenue fund, which is used for capital improvement projects.
