Karl Nollenberg'6r City Manager KN/eja Res ectfully submitted, i CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 7 Agenda January 2, 1980 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Initiation of Charter Amendments Mayor Priebe has requested that discussion of two items con- cerning charter amendments be included on the January 2, 1980 city council agenda. The subject matter of the two charter amendments are (a) length of time in office for any one individual council member; (b) time in which a council member could receive increases in salary for service as a council member. • The city council mad initiate charter amendment consideration by one of two methods. The council may, by simple motion, request the charter commission to consider subject areas with the intent of putting together specific language for a charter amendment. Secondly, the city council may, by resolution, request the charter commission to look at a specific charter provision which they would like to have initiated. In this case the wording of the charter amendment is worked out in advance of submittal to the charter commission. After consideration by the charter commission, the charter amend- ment proposal is returned to the city council. The council may, by unanimous vote, adopt the charter amendment. The charter commission may, however, request that the charter amendment become the subject of a referendum by the qualified electors of the City of Richfield. The City Attorney will be happy.to discuss the specifics of these procedures in greater detail if the council so desires. The following two items are the specific items that the Mayor has (quested for council submittal to the charter commission: Terms. No Council Member could serve more than three consecutive three-year terms on the city council nor five consecutive two-year as Mayor, nor a combined total of ten consecutive years as Mayor and Council Member. Respectfully submitted, Karl Nollenberger City Manager KN/eja cc: City Attorney • 0 • CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 6 Agenda January 2, 1980 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Swearing In Ceremony and Seating Arrangement As provided for in the home rule charter of the City of Richfield, the city council will meet on January 2, 1980 at 7:00 p.m. in the council chambers at city hall. The meeting will begin with the swearing in ceremony for the two new council members. The oaths of office will be ad- ministered by the acting city clerk as has been the tradition in the City of Richfield. A copy of the oath of office is en- closed for your perusal. Mayor Priebe has requested that the seating arrangement of the new council members be as follows starting from the furtherest left when looking toward the front of the room from the audience the council members will be seated as follows: Council Member Collins, Council Member Luettinger, Mayor Priebe Council Member Bunce, Council Member Ludeman. In addition, since I have a special hearing problem I have requested permission to move the seating arrangement for the city manager and city attorney to the far left side of the council table from the same perspective. Mayor Priebe has concurred with this wish and I would expect to make this change unless the tape recording and microphone system prevent this situation. The city clerk will move to the opposite side of the council chamber. At the conclusion of the meeting on January 2nd, coffee and cookies will be available for the audience and council mem- bers. Respectfully submitted, Karl Nollenberger City Manager KN/eja cc: Acting City Clerk 7 CITY OF RICHFIELD, MINNESOTA Office of City Manager Honorable mayor and .2mbers of the City Council 2ity of Richfield Council Members: Council Letter No. 5 Agenda January 2, 1980 Subject: Scheduling of Special Council Sessions During formulation of the 1980 budget proposal, the city council and administrative staff discussed the desirability of providing for informal work session council meetings which would enable the council to discuss informally, in some depth, various issues and activities of the city's major operating activities. During that discussion, the council directed the city manager to develop a proposal to provide for such informal study sessions, and report back to the city council. • In discussing this matter with the city's program directors, the administrative staff has concluded that the most appropriate means of providing for an informal council study session might be to schedule these sessions on a regular basis. It is the recommendation of the program directors, in which I concur, that the city council establish a regular study session for 5:15 p.m. on the 4th Monday of every month. This would enable the council to meet in informal session just prior to the regularly scheduled council meeting on the 4th Monday of each month, and would also establish an on-going opportunity for indepth review of various program activities. It would be our intent to focus each month on a different operating department which would mean that at least three times each year, the city council would have a study session focusing on each of the city's four major operating de- partments. If the council concurs with this recommendation, I would suggest that the first such study session be scheduled for 5:15 p.m. on Monday, January 28, 1980, with subsequent study sessions to be scheduled on a regular basis at this time on the fourth Monday of each month. Mayor Priebe has also requested that the council schedule a special study session to discuss the status and relationships of the city council and HRA duties and responsibilities. It is recommended that this study session be established for 7:00 p.m. on Monday, January 7, 1980. 11 Council Letter No. 5 -2- January 2, 1980 a We are also trying to arrange a meeting with our three state legislators and the Richfield City Council. This meeting has been set for 5:15 p.m. on Monday, January 14, 1980, prior to the regular council meeting. We have received an affirmative response from one of the legislators at this point in time, and hopefully this meeting will be firmed up by the end of this week. Respectfully submitted, Karl Nollenberger City Manager KN/eja cc: Department Directors 1 -2 CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 4 Agenda January 2, 1980 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Council Liaison Appointments At the beginning of each year, the city council makes numerous liaison appointments of council members to serve in an advisory or representative capacity on numerous boards, commissions and other public bodies. A list of the 1979 council liaison appointments is attached to this council letter for your review. It is recommended that the city council confirm 1980 appointments for these various liaison positions at the January 2, 1980 meeting. In the recent past, the city council has also designated one person from the council to serve as a liaison with the city manager specifically to discuss and review various labor and employee relations matters. In 1979, past Mayor Law served in this capacity. I believe it would be appropriate for the council to designate a person to serve in this role for the coming year. This appointment could also be made on January 2, 1980. Chapter II, section 2.06 provides for appointment of such a president pro tempore, in the following manner: "The Mayor. The Mayor shall be the presiding officer of the council, except that the council shall choose from its members a president pro tempore who shall hold office at the pleasure of the council and shall serve as president in the Mayor's absence and as Mayor in case of the Mayor's disability or absence from the city."
