Subject: Award of Contract for the Relocation of
Harriet Avenue Utilities
The Developer's Agreement with the Richfield State Agency
provides that Harriet Avenue between 65th and 66th Streets be va-
cated. This means that the water main and sanitary sewer located
in Harriet Avenue must be relocated to Grand Avenue. The Rich-
~,~ field State Agency is req~xested to reimburse the HRA for all costs
~(e`,`~~ incurred in accornplishing this utility relocation, until such
time as the tax increment from construction of a new project is
sufficient to finance all the costs incurred by the HRA in the
project. The vacation of Harriet Avenue will allow joining of the
two adjacent blocks.
At the July 19, 1982 HRA meeting, the HRA rejected all the
bids for the utility relocation because they came in substantially
higher than the engineer's estimate. ldith so~ae revisions in the
plans and a change in the completion date, the'-plan was rebid on
September 3, 1982. This time the contract attracted six bids.
~~~e now feel that we have a good competitive comparison. G. L. Con-
tracting, Inc. was the Tow bidder at $103,052.00.. This bid can be
compared to the bid obtained from the first bid letting for Alter-
nate Ito. 1 of $124,569.00. The old Alternate Ito. 1 , if anything,
should be slightly less than the bid that was just let because it
was slightly simpler.
Some easements will be required along Grand Avenue. The
Richfield State Agency owns all of the lots along Grand Avenue
except 6636 Grand Avenue, which is presently held in estate. Lt.
Col. Eugene Lund is the executor of the estate and. is stationed
in the Azores Islands off the coast of Portugal. Lt. Col. Lund
was contacted and after being. told of the project, he expressed
two reservations. First, he was concerned about the loss of a
tree in the front yard close to the property line. The tree was
planted by his parents when he was born, so there is a sentimental
value attached to the tree. In addition, he was concerned about

the disruption to the property because his mother is presently
living at the house. Because of the communication problem caused
by the great distance separating the .parties involved, it appears
that it will take a substantial length of time to come to any
agreement about an easement. However, there is a way to get the
work done immediately without obtaining an easement from the
Lunds since none of the utility lines will be placed on the Lund's
property. The sanitary sewer line will run within one foot of the
Lund property so a permanent easement will be required for main-
tenance purposes only. If the pipe is augered past the Lund
property, no temporary easement will be required because there will
be no need for an open trench. When pipe is augered, a casing pipe
of a larger diameter than the sanitary pipe is augered into place.
The sanitary sewer pipe then is inserted inside the casing pipe.
The staff will continue to negotiate for the easement, but there
is no immediate need for a permanent easement for maintenance
purposes. The change will increase the price of the contract by
less than $4,000.
To replace the trees lost along the boulevard, mature trees
will be planted next spring. It is anticipated that the utility
relocation will be completed by November 15, 1982.
The staff recommends that the HRA take the following
actions:
1. Accept the bid minutes and tabulations;
2. Pass the attached resolution to award the contract
to G. L. Contracting, Inc.
3. Authorize a change order to allow the sanitary
sewer pipe to be augered past the Lund property.

RESOLUTION ACCEPTING BID AND AWARDING
CONTRACT FOR HARRIET AVENUE UTILITY RELOCATION
WHEREAS, the Housing and Redevelopment Authority (H.R.A.)
entered into an agreement with Richf field State Agency for
redevelopment of the Richfield Bank site; and
WHEREAS, to permit the proper redevelopment of the site, it
is necessary to relocate sanitary sewer and water main utilities; and
WHEREAS, the Executive Director did insert in the Richfield Sun
and the Construction Bulletin an advertisement for bids in accordance
with the specifications; and
WHEREAS, pursuant to the advertisement for bids for the Harriet
Avenue Utilities Relocation, bids were received, opened and
tabulated according to law; and
WHEREAS, the bids were evaluated based on the specifications
and engineer's estimate; and
WHEREAS, it appears that G. L., Contracting, Inc. of Hopkins,
Minnesota is the lowest responsible bidder,
NOW THEREFORE, be it resolved by the Housing and Redevelopment
Authority of Richfield:
1. The Executive Director and Chairman are hereby authorized
and directed tp enter into a contract with G. L. Contracting,
Inc. of Hopkins, Minnesota in the name of the Housing and
Redevelopment Authority of Richfield for~the Harriet Avenue
Utility Relocation in the amount of $103,052.00;
2. The city clerk is hereby authorized and directed to return
forthwith to all bidders the deposit made with their bids,
except that the deposits of the successful bidder and
next lowest bidder shall be retained until a contract has
been signed . ,

Staff was called by Sylvia Bergh, City Clerk, who announced that the purpose of
the meeting was to receive, open and read aloud, bids for Sanitary Sewer, Water
Main and Appurtentant Work for Housing and Redevelopment Project No. 9556-1580,
Harriet Avenue Utilities Relocation, as advertised in the official newspaper on
July 21 and 28, 1982.
