Dear Commissioners:
Subject: Dedication of Certain Lands to the
City of Richf field
The developers agreement between the HRA and Financial Prop-
erties Developers, Inc., the K-Mart developer, provides that
the land for the K-Mart site is to be deeded to the developer
on March 1, 1979. The final documents for conveying this land
to Financial Properties Developers, Inc., are being prepared,
and the dedication of the site to the developer is ready to
proceed on schedule. However, two portions of the property
acquired by the HRA for the K-Mart site are not included in
the land which is to be deeded to .Financial Properties Devel-
opers, Inc. Lot 2, block 1, Heyman's Addition, a triangular
piece of land, is the area for the new pedestrian plaza. Lot
3, block 1, Heymar~'s Addition, will be used for street improve-
ments, pedestrian improvements, and landscaping. Lot 3 con-
sists of a strip of land approximately 10 feet wide which is
immediately adjacent to the east line of Lyndale Avenue.
The city council ilas authorized the preparation of final
plans and spec ificati.ons for pedestrian and street construction
improvements, which are to be completed in 1979 on both of these
lots. The public improvements scheduled for these areas are
to be undertaken by the City of Richfield. Therefore, it is
recommended that the HRA authorize dedication of Lot 2 and
Lot 3, block 1, Heyman's Addition, to the City of Richfield.

RESOLUTION NO.
RESOLUTION AUTHORIZING THE
CONVEYANCE OF LAND TO THE
CITY OF RICHFIELD
WHEREAS, The Housing and Redevelopment Authority in
Richfield, Minnesota is the owner of that tract of land
being and lying within the City of Richfield and situated
upon land legally described as:
Lilts 1, 2 and 3, Block 1, Heyman Addition, and
WHEREAS, it is the desire of the Housing and Redevel-
opment Authority to transfer Lots 2 and 3 thereof to the City
of Richfield,
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority of Richfield, Minnesota as follows:
1. The Authority shall transfer and convey to the
City of Richfield title to the following
described property:
Lots 2 and 3, Heyman Addition according to the plat
thereof on file and on record in the office of the
Hennepin County Register of Titles.

Dear Commissioners:
Subject: Amendment to Developers Agreement with
Financial Properties Developers, Inc.
The developers agreement between the HRA and Financial Prop-
erties Developers, Inc.. provides that the HRA will remove or
relocate all public utilities from the vacated Grand Avenue by
the date of closing, March 1, 1979. This work has not been com-
pleted, however, and the storm sewer relocation cannot now be
done economically until spring. To accommodate this storm sewer
relocation, Financial Properties Developers, Inc. has agreed to
extend the utilities abandonment deadline until July 1, 1979.
The attached amendment to the developers agreement confirms
extension of this deadline.
