Dear Commissioners:
Subject: Authorization to Begin Implementation of
Lyndale/Hub/Nicollet Redevelopment Plan
Amendments
On March 12, 1979, the Housing and Redevelopment Authority
approved specific land use amendments to the Lyndale/Hub/Nicollet
Redevelopment Plan. These amendments are to be acted upon by the
city council on l7arch 26, 1979. If the city council approves the
plan amendments, the next step in the pr.oc.ess is for the HRA to
begin implementation of the amendments. This implementation will
involve three distinct actions:
1. Land Marketing, to include specific advertising
and requests for proposals for the commercial
and/or multi-family development areas. These
requests will be sent to realtors, developers,
and major retailers, as well as existing prop-
erty owners.
2. Solicitation of proposals from the property owners
of the garden store area for redevelopment of
that site. This could involve either a single
proposal or joint proposals from the property
~s'~ owners in the location known as Area 1.

3. Solicitation of rehabilitation proposals for the
Lyndale Avenue commercial area south of 66th Street.
' The request for proposals is the first step in the redevelop-
~j ent and rehabilitation of these areas. Once proposals have been
Q~ received, the Housing and Redevelopment Authority will have to
approve concept plans arld authorize the negotiation of developer
agreements with the various developers and/or property owners.
The negotiated developers agreement must also be approved by the
HRA. Only after a developers agreement is approved for execution
by the HRA will the HRA have committed itself to any specific
development. Necessary financing arrangements to accomplish
land assembly, relocation and demolition of the various sites

can also only be initiated after a developers agreement is
executed.
It is recommended that the HRA authorize the staff to in-
itiate the L/H/N land use amendments as outlined above.
