Subject: Authorization to Execute Contract Agreement
with U. S. Department of HUD
On November 27, 1978, the HRA authorized submission of an
application to the U. S. Department of Housing and Urban Devel-
opment for bonus community development funds. That application
sought $162,500 in C.D. monies to be used for the acquisition,
relocation and demolition of five sub-standard homes. The cleared
sites are to be resold to a developer for construction of single
family, rent-assisted homes under the Section 8 New Construction
Program.
In February, 1979, the HRA authorized developer David Ames
to submit an application to the Minnesota Housing Agency for the
Section 8 New Construction Program financing. The MHFA approved
the developer's proposal in late April, 1979, and this proposal
is now being reviewed by the Department of HUD.
We recently received word that the Department of Housing and
Urban Development has approved the HRA's grant application for
bonus community development funds, in the amount of $162,500.
However, before these funds can be released to the HRA, it is nec-
essary that an environmental review record for each of the sites
to be included in the program must be compiled, and a notice of
no significant findings in reference to this environmental review
be published. This notice of no significant environmental find-
ings for each of the five sites was published in the Richfield
Sun on June 13, 1979. There is a fifteen-day response period for
this notice, which will expire on June 28, 1979.
It is also necessary that the HRA execute a contract agree-
ment with the Department of Housing and Urban Development before
final release of the funds. It is recommended that the HRA
authorize the Acting Executive Director to execute this agreement
with the Department of Housing and Urban Development, so that we
might request release of the grant monies as 5~on as the waiting
period for the environmental notice terminates. A copy of the

notifying us that our grant application has been approved, and
the proposed contract agreement with the Department of HUD, is
attached.

application in the amount of $162,500. Your program year start date
is June 7, 1979.
Funds for the following activity are exempt from environmental review
procedures and costs may be incurred on or after the date of this
letter:

Funds for the following activities are conditionally approved pending
completion of environmental review and certif ication procedures:
Site Acquisition
Site Clearance
Relocation
No costs or obligations may be incurred for the above-mentioned activi-
ties until the environmental review and certification procedures are
completed and the activities are released by this office. Costs and
obligations for conditionally approved activities incurred prior to
such release will not be eligible for reimbursement. Copies of your
approved Cost Summary and Project Summary are enclosed for your in-
formation.
Labor Standards provisions require your administration and enforcement
of the Davis-Bacon and related acts. Please identify, on the attached
form, the person who is responsible for Labor Standards activities, and
return the form to our office along with the Funding Approval Contract.'

One of the assurances in your application required compliance with Executive
Order 11246. This prohibits discrimination in employment contracts and di-
rects Government contractors to establish and maintain a program of affirma-
tive action for all employees and applicants for employment. This Executive
Order is administered through the local Office of Federal Contract Compli-
ance Programs of the Department of Labor. Any questions concerning your
responsibilities under this Executive Order should be directed to Ms. Della
Rothermal at (612) 725-3809. An information packet has been developed by
DOL for use at pre-construction conferences. A copy of it is enclosed for
your use.
We have also enclosed the Funding Approval contract. Please sign all three
copies of the contract, return the original and one copy to us, and retain
a copy for your records.
Upon receipt of the executed contract, your Letter of Credit account will
be increased by $162,500 to a total of $162,500.
