Subject: Public Hearing on Disposition of Property
On December 10, 1979, the HRA continued the public hearing on
proposed sale of the Adams property to the December 27, 1979, HRA
meeting. The notice of this public hearing was published in the
Richfield Sun, and letters announcing the hearing and its continua-
tion were sent to property owners within 350 feet of the property.
In March, 1979, the HRA and city council approved a modified
redevelopment plan which designated the area from just north of the
Woodlake Development Company property to the northern boundary of
the redevelopment project area for commercial development. The
acquisition map identified a property adjacent to Aldrich Avenue
at the cul-de-sac for purchase by the HRA. This property is often
referred to as the Adams property and is identified as 6329, 6335
and 6340 Aldrich Avenue: The proposed selling price of the parcel
is $84,000. It contains approximately 76,000 square feet. It is
depicted on the attached map.
Lyndale Fruit & Vegetable Market, Inc., is proposing to rede-
velop their area, by adding greenhouse, retail and storage space and
outdoor display area. The existing facility would be renovated and
integrated into the new development, and an expanded and relocated
parking facility would be constructed on the Adams property. Bar-
riers will also be installed on this parcel to minimize any poten-
tial land use conflict with the adjoining residential property. To
properly utilize this parcel for parking, the Aldrich Avenue cul-
de-sac must be relocated to the north. The developer has agreed
to pay fully for reinstallation of the cul-de-sac on a special as-
sessment basis.
It is recommended that the HRA discuss the proposed $ale of
this property, and solicit testimony from the public. l:t is also
recommended that the HRA close the hearing, and take the matter un-
der advisement until such time as the HRA is presented with a devel-
oper's agreement for the overall Lyndale Garden Center improvement
project.
