Representatives of Cooperative Living Center, (CLC) will present a report regarding the results of the pre- liminary market survey which was authorized by the HRA and city council in August, for the cooperative housing facility proposed to be con- structed on the south side of 66th Street at Graham Avenue. The marketing results are favorable. Thus, following the CLC report, the City Council and the HRA should consider taking certain actions including: 1. Authorization by the HRA and City Council to proceed with the second phase of the marketing program; 2. Referral by the City Council to the Planning Commission of a) the rezoning to permit construction under Planned Unit Development provisions of the • ordinance; b) street and alley vacations within the site area; and, c) disposition of property owned or to be owned by the city (a portion of the Pie Shop parcel and the Mobil Oil Parcel). State statutes have established maximum time limitations for review of some of these items. Regarding the rezoning, 60 days from the date of referral is the maximum time permitted. For a Planning Commission finding regarding the sale of city-owned property to the HRA, the council may establish its own deadline. It is recommended that the HRA and City Council jointly authorize Cooperative Living Centers to proceed with the second phase of their marketing program.
