Office of Executive Director HRA Letter No. 37 Agenda November 5, 1981 Housing and Redevelopment Authority Commissioners City of Richfield Dear Commissioners: Subject: Selection of Contractor, Auto Lane Improvements, L/H/N Project On October 19. 1981, the HRA .authorized the advertisement of bids to make certain. improvements to the alley adjacent to the multi-family site. These improvements to the alley are needed be- cause the alley will be dead-ended at the site of the condominium project construction and the sloping grade of the alley. Three homes fronting on Lake Shore Drive require the alley for access to their property. Bids were solicited to provide for the following construction: • regrading of a portion of the alley to reduce the slope, providing turn around areas because of the dead-end, paving of the graded area and installing a catch. basin and storm sewer line to remove water from the end of the alley.. The attached bid tabulation indicates that four bids were re- ceived. The lowest bid, from Q.R.S. Corporation, was in the amount of $11,111. However, $700 of this amount is for some work related to CP 705, outside the area of the location of this project. Thus, the cost to the HRA will be $10,411, plus $2,700 for engineering and administration of the project. Work will begin next week and should be completed in about fifteen working days. Tt is recommended that the HRA adopt the attached resolution which accepts the laid submitted by Q.R.S. Corporation, approves the bid minutes and tabulation, and authorizes .the Chairman and Exec- utive Director to execute a contract with Q.R.S. Corporation. Auto Lane Storm Sewer and Alley Construction A meeting of the Administrative Staff was called by Acting Executive Director Joyce L. Wilde, who announced that the purpose of the meeting was to receive, open and read aloud bids for Construction of Auto Lane Storm Sewer and Alley, as advertised in the official newspaper on October 21, and 28, 1981. Present: Joyce L. Wilde, Acting .Executive Director Don Fondrick, Community Services Director Dennis Kraft, Acting City Clerk The following bids were submitted and read aloud: BIDDER BID SECURITY TOTAL BID • Hayes Contractors, Inc. RESOLUTION AUTHORIZING ACCEPTANCE OF .BID AND EXECUTION OF A CONSTRUCTION AGREEMENT FOR IMPROVEMENTS TO AUTO LANE WHEREAS, the Housing and Redevelopment Authority (HRA) has determined that there is a need to make certain improve- ments to Auto Lane; and WHEREAS, specifications have been developed and approved by the HRA for construction of such improvements; and WHEREAS, the HRA authorized bids to be received and bids were formally opened at 11:00 a.m., November 4, .1981; and WHEREAS., the bids were evaluated based on the specifica- tions; and WHEREAS, the bid proposal, from O.R.S. Corporation was' found to have proper form and proper bid security with detailed plans acceptable to the HRA; and WHEREAS, Q.R.S. Corporation proposes. to construct the • alley improvements and other improvements for a total cost of $11,111; and WHEREAS, a construction agreement will be utilized to ensure that Q.R.S. Corporation performs in accordance with plans and specifications. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD: 1) that the bid minutes and tabulation are approved; 2) that the bid from Q.R.S. Corporation for improve- ments to Auto Lane for $11,111 is accepted; 3) that the Chairman and Executive Director are authorized to execute a construction agreement with Q.R.S. Corporation; 4) that the Executive Director is authorized to release the bid security once the contract has been executed.
