Gentlemen:
The primary purpose for the specia meeting of the Housing and Redevelopment
Authority. scheduled for November 18, 1974 at 7:00 p.m. ,in the city hall council'
chambers is to give general consideration to the various .services which an HRA
can provide . In addition, there will be an.'opportunity to consider the capabilities
in terms of funding and staff of the HRA iri providing certain of 'these services.
It will also be important. for the HRA fo develop a tentative set of goals and object-
Ives for programs and services to be offered during the three year period beginning
with 1975.
• We will also plan to take some. time. reviewing the specific action steps which
need. to be taken by the HRA in preparing studies anal funding applications all of
which are requiredas prerequisites for various subsidized-housing programs.
It was suggested at the original meeting of the HRA on November 12, 1974;that
this work s~zssion would also provide an opportunity to consider the matter of est-
ablishing some-form of advisory commission to the HRA. The planning director and
I feel rquite strongly that an advisory. commission is not required at the present-
time. The city already has three advisory commissions which have expressed. an
interest in xhe activities. of the HRA. These commissions are the planning Comm-
ission, xhe Human Rights Commission, and. the Senior. Citizen Advisory Commission.
In addition, there is also in existence .the Lyndale/Hub/Nicollet Commercial. Im-
provement Committee which also is .directly relaxed to xhe HRA. These three comm-
issions and the one committee will fromtime to time be acting in an advisory cap-
acity to the HRA .and in some instances-could Y~3ve resporisibility for making specific
recommendations to the HRA. We believe that the addition of still another commission
would note only pose considerable .potential for conflict between these other various
groups, but .would necessitate- the .need for additional funding and substantial addi-
tional staff-time to support such a commission. The requirement for staff time would
come at the same time that the planning staff is being required to provide consider-
able'assistance and support to the commercial improvement committee and the new
housing and redevelopment authority.,
