However, inasmuch as ii will be necessary for the HRA and the city council to consider adoption of a redevelopment plan for the Lyndal.e/Hub/i~?icollet project area in the rear future, it would be advantageous to reviev~ the tax increment financing concept. This assessment is one of the elen-~ents required by Phase III of our consulting ag~~~~ement for the L/HiiV • project.
