12-22-75 agendaCITY OF RICHFIELD, MINNESOTA Office of Executive Director HRA Letter No. 27 Agenda December 22, 1975 Housing and Redevelopment Authority Commissioners City of Richfield Gentlemen: Subject; Amendment of L/H/N Redevelopment Plan United National, Inc. is requesting a minor revision of the adopted L/H/N Redevelopment Plan. The proposal is to add 5,800 square feet of storage area to the rear of Korner Plaza (see attachments). The proposed amendment will not be significant in that it does not alter the use, signif- icantly expand the project area or represent a large expansion. This amendment will be acceptable if an agreement can be reached for the future • relocation of 65th Street and vacation of Pillsbury Avenue. It should be stressed that the street should not be vacated until development occurs, but an agreement should be reached between the City of Richfield and United National for future action. ~. In the case of previous United National Corporation proposals, Korner Plaza has typically made the comment that there is insufficient parking close to the Korner Plaza store and has historically opposed development proposals which would have taken any of the parking close to the store . The proposed addition will eliminate 24 parking stalls from the present parking lot. How- ever, the Korner Plaza is supporting this proposal and does not object to the elimination of the parking stalls. While 14 parking places would be lost from the overall L/H/N parking plan arrangement, sufficient parking space would continue to exist if Pillsbury Avenue is vacated as planned and if 65th Street is relocated to the north. The vacation of Pillsbury .Avenue can only be initiated by Penny's or United National Corporation. Likewise, the relocation of 65th Street can only be initiated by the United National Corpcra~ion. ~~:asmuch as this proposed development will take some ,~f the e};fisting Farking stalls it is suggested that the HRA give cons~derztion to delaying a decision or. this proposed amendment to the plan ur_i:il the changes in the street con~iguration are initiated .
