Subject: Resolution Supporting Approval of Hennepin
County FAU Project, I-494 Interchange With
France Avenue
The Hennepin County Department of Transportation wild like
to apply for Federal Aid Urban (FAU) funding for a roadway improve-
ment project located at the France Avenue interchange with I-494.
More specifically, the county is studying alternatives which-would
increase the traffic carrying capacity of that intersection. Al-
ternatives currently being given consideration include (1) con-
struction of an additional bridge span over I-494; (2) installa
tion of two segments of a cloverleaf interchange between the two
roads; (3) realignment of the frontage roads north of I-494; and
(4)rinstallation of a one-way system of frontage roads along I-494.
While none of these projects are located within the City of
Richfield, it appears most likely that any kind of improvements
which can be made in the vicinity of the Southdale Shopping Center
and/or I-494 will have the affect of reducing the amount of through
traffic on 76th Street in Richfield. Essentially, the volume of
traffic on 76th Street could be reduced by increasing the capacity
of the France Avenue-I494 interchange, thereby making it a more
desirable route for shoppers and others going between I-494 and
Southdale.
At this time there is nothing more requested than a commitment
of "moral support" for the Hennepin County Department of Transpor-
tation application. No financial support is being requested of the
city. Community Development Department staff will continue to
monitor progress on this project and keep the council informed of
actions which occur. However, it is recommended that the council
adopt the attached resolution, indicating general concurrence with
the county's intent to improve traffic patterns and safety in the
I-494/France Avenue area.

A RESOLUTION SUPPORTING APPROVAL OF THE HENNEPIN COUNTY
FAU PROJECT SUBMITTAL FOR PROJECTS NEAR THE CITY OF RICH-
FIELD FOR 1981 THROUGH 1983 (County Project 7927; CSAH 17
(France Avenue) at I°494 Interchange)
WHEREAS , the City Council of the Richfield is the official
governing body of the City of Richf field, and
WHEREAS, the City Council encourages and participates with
improvements to obtain adequate transportation facilities in the
metropolitan area; and
WHEREAS, the Hennepin County Department of Transportation sub-
mittals for FAU projects during the time period from 1981 to 1983
include a project near-the City of Richfield.
WHEREAS, The City Council of the Coty of Richfield concurs
with the subject FAU project submittal by Hennepin County of County
Project 7927.
WHEREAS, the City Council has determined this project as being
warranted and desirable for improvement through the Federal, Aid
Urban Program within the time period of 1981 through 1983:
NOW,.~'HEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHFIELD, that the Transportation Advisory Board, the
Metropolitan Council, and other boards and commissions associated
therewith are hereby advised that the City of Richfield supports
approval of the Hennepin County FAU project submittals for County
Project 7927 near the City of Richfield for time period 1981
through 1983.
