There is an item scheduled on the January 4, 1982 city
council agenda for presentation of a Rotarian Banner. When
Rotarians visit other Rotary Clubs, they bring a banner de-
picting their own Rotary Club.
The banner for the Richfield Rotary Club reflects the
Wood Lake Nature Center, and one of these banners will be
presented to the Richfield City Council at the January 4,
1982 city council meeting.

Subject: Appointment of Housing and Redevelopment
Authority Commissioner
The purpose of this council agenda item is to provide for
the appointment of a Housing and Redevelopment Authority Commis-
ioner.
Juanita Collins was appointed to the HRA in 1981 to fill
an unexpired five-year term, which will expire in October, 1983.
This appointment, however, was contingent upon Ms. Collins' term
as a council member. The council term of Ms. Collins' ended
December 31, 1981, therefore, it is necessary to appoint a
member to the Richfield Housing and Redevelopment Authority to
fill this unexpired term.
It is recommended that the city council appoint a member
to the Richfield Housing and Redevelopment Authority for an un-
expired five-year term which will expire in October, 1983.

Subject: Council Liaison Appointments, 1982
There is an item on the January 4, 1982 city council agenda
providing for the appointment of council members, in a liaison
capacity, to various city and metropolitan boards and commissions.
Most of the boards and commissions require one representative
and one alternate, with the exception of the South Hennepin Human
Services Council, which has four directors with staggered terms.
The terms of two of these directors, Immanual Roesler, the city's
Environmental Health Manager, and Camillo DeSantis, will expire
in January, 1982. The other two members of this council, Ivan
Ludeman and Helen Yates, have terms which will expire in January,
1983. Therefore, two appointments need to be made to the South
Hennepin Human Services Council for terms which will expire in
January, 1984.
Attached to this council letter is a list of the various
appointments to be made, as well as a list of the present incum-
bents of each board/commission.
It is recommended that the city council make these liaison
appointments at the January 4, 1982 city council meeting.

Subject: Designation of Official Depositories for
1982 and Approval of Collateral
There is an item on the January 4, 1982 city council agenda
providing for council designation of official depositories to be
used by the City of Richfield in 1982, and approval of the coll-
ateral pledged by these depositories.
Five institutions have pledged collateral over and above the
amount of the Federal Insurance for public depositories. They are:
Richfield Bank & Trust Company is pledging collateral of $972,500;
the Summit State Bank $1,514,600; Farmers and Mechanics Savings
Bank, $256,351; Midwest Federal Savings and Loan Association,
$1,056,493; and Twin City Federal is pledging $192,196. Attached
to this council letter are resolutions designating each of these
institutions as an official depository, and approving the collat-
eral pledged.
An additional resolution is attached, providing for designa-.
tion of certain other savings and loan associations as official
depositories in which the city will be able to invest funds not ex-
ceeding the Federal Insurance Coverage of $100,000.
It is recommended that the city council adopt the attached
resolutions designating official depositories, with the understand-
ing that the city would not invest in any of these depositories be-
yond the level of the insurance coverage or the pledged collateral.

RESOLUTION DESIGNATING THE RICHFIELD BANK & TRUST COMPANY
A DESPOSITORY OF FUNDS OF THE CITY OF RICHFIELD FOR THE YEAR
1982 AND APPROVING COLLATERAL
BE IT RESOLVED by the City Council of the City of Richfield as follows:
Tnat, in accordance with law, the Richfield Bank & Trust Companv be and
hereby is designated a depository of the funds of the City of Richfield, subject
to modification and revocation at any time by said City, and subject to the
following terms and conditions:
The said depository shall not be required to give bonds or other securities
for such deposits provided that the total sum thereof shall not at any time exceed
in any depository the sums for which its deposits are insured under the Acts of
Congress of the United States relating to insurance of bank deposits; but that in
case such deposits in any such depository shall at any time exceed such insured
sum, said depository shall immediately furnish bonds or other security for such
excess according to law, approved by the City Council of said City.

That said depository shall pay on demand all deposits therein; and shall
pay all time deposits, at or after the end of the period for which the same
shall be deposited,on demand.
BE IT FURTHER RESOLVED, that there shall be maintained a general account
in which shall be deposited all monies from golf course operations and not otherwise
specifically provided for. Checks on this account shall be signed by the following
officers or their facsimile signatures:

BE IT FURTHER RESOLVED, that there shall be a daily interest savings
account. All withdrawals from said account will be for transfers to the general

FUNDS OF THE CITY OF RICHFIELD FOR THE YEAR 1982 AND APPROVING

BE IT RESOLVED by the City Council of the City of Richfield as follows:
That, in accordance with law, the Summit State Bank be, and hereby is designated

There shall be issued a single check biweekly for an amount equal to the biweekly

after, the Treasurer is authorized to issue payroll checks on said accounts bearing
only her signature as city treasurer for all wages or salaries included in said
biweekly payroll.
BE IT FURTHER RESOLVED, that there shall be a daily interest savings account.
All withdrawals from said account will be for transfers to the general checking
account.
BE IT FURTHER RESOLVED, that collateral in the amount of $1,514,600 deposited
for safekeeping at the Marquette National Bank of Minneapolis and the Federal
Reserve Bank is hereby approved.

municipal funds may be deposited in any savings and loan association which
has its deposits insured by the Federal Savings and Loan Insurance
Corporation, and
WHEREAS, the amount of said deposits may not exceed FSLIC insurance
covering such deposits, which insurance presently amounts to $100,000, unless
amounts in excess of such insurance coverage is covered by additional collateral
pledged to the City, and
WHEREAS, the deposit of City funds in savings and loan associations and
banks would provide greater flexibility in the City's investment program and
maximize interest income thereon.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota, as follows:
1. That the Midwest Federal Savings and Loan Association,
3100 West 66th Street, Richfield, Minnesota, be designated
as an official depository for City funds for 1982.
2. That collateral in the amount of $17056,493 deposited
for safekeeping with the Richfield Bank and Trust
Company of Richfield, Minnesota, is hereby approved.

BE IT RESOLVED by the City Council of the City of Richfield, Minnesota.
WHEREAS, pursuant to Minnesota Statutes, Sections 475.66 and 118.17, municipal
funds may be deposited in any Savings and Loan Association which has its deposits
insured by the Federal Savings and Loan Insurance Corporation, and
WHEREAS, the amount of said deposits may not exceed the Federal Savings and

of the proper management of City funds that certain Savings and
Loan Associations and Banks be designated as additional depositories

4. The Treasurer is hereby authorized to deposit City funds in any
or all of the depositories herein designated up to the amount of
$100,000, or such other amount as may be subsequently permitted
by law, such deposits to be in the form of demand accounts for
Public Unit Savings Certificates purchased by the City, payable
to the City of Richfield on the signatures of the City Treasurer.
Such deposits may be made and withdrawn from time to time by the
Treasurer as her best judgment and the interests of the City
dictates.
5. The investment of funds and the reporting thereof pursuant to
this resolution shall be conducted in accordance with establi-:ied
policies of the City regarding the investment of City funds.
