When Rotarians visit other Rotary Clubs, they bring a banner de- picting their own Rotary Club. The banner for the Richfield Rotary Club reflects the Wood Lake Nature Center, and one of these banners will be presented to the Richfield City Council at the January 4, 1982 city council meeting. City of Richfield Council Members: Subject: Appointment of Housing and Redevelopment Authority Commissioner The purpose of this council agenda item is to provide for the appointment of a Housing and Redevelopment Authority Commis- ioner. Juanita Collins was appointed to the HRA in 1981 to fill an unexpired five-year term, which will expire in October, 1983. This appointment, however, was contingent upon Ms. Collins' term as a council member. The council term of Ms. Collins' ended December 31, 1981, therefore, it is necessary to appoint a member to the Richfield Housing and Redevelopment Authority to fill this unexpired term. It is recommended that the city council appoint a member to the Richfield Housing and Redevelopment Authority for an un- expired five-year term which will expire in October, 1983. Respectfully submitted, Karl Nollenberger City Manager KN/ ej a 44- CITY OF RICHFIELD, MINNESOTA Office of City I'lanager Council Letter No. 3 Agenda January 4, 1982 The Honorable Mayor, and Members of the City Council City of Richfield Council Members: Subject: Council Liaison Appointments, 1982 There is an item on the January 4, 1982 city council agenda providing for the appointment of council members, in a liaison capacity, to various city and metropolitan boards and commissions. Most of the boards and commissions require one representative and one alternate, with the exception of the South Hennepin Human Services Council, which has four directors with staggered terms. The terms of two of these directors, Immanual Roesler, the city's Environmental Health Manager, and Camillo DeSantis, will expire in January, 1982. The other two members of this council, Ivan Ludeman and Helen Yates, have terms which will expire in January, 1983. Therefore, two appointments need to be made to the South Hennepin Human Services Council for terms which will expire in January, 1984. Attached to this council letter is a list of the various appointments to be made, as well as a list of the present incum- bents of each board/commission. It is recommended that the city council make these liaison appointments at the January 4, 1982 city council meeting. CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 2 Agenda January 4, 1982 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Designation of Official Depositories for 1982 and Approval of Collateral There is an item on the January 4, 1982 city council agenda providing for council designation of official depositories to be used by the City of Richfield in 1982, and approval of the coll- ateral pledged by these depositories. Five institutions have pledged collateral over and above the amount of the Federal Insurance for public depositories. They are: Richfield Bank & Trust Company is pledging collateral of $972,500; the Summit State Bank $1,514,600; Farmers and Mechanics Savings Bank, $256,351; Midwest Federal Savings and Loan Association, $1,056,493; and Twin City Federal is pledging $192,196. Attached to this council letter are resolutions designating each of these institutions as an official depository, and approving the collat- eral pledged. An additional resolution is attached, providing for designa-. tion of certain other savings and loan associations as official depositories in which the city will be able to invest funds not ex- ceeding the Federal Insurance Coverage of $100,000. It is recommended that the city council adopt the attached resolutions designating official depositories, with the understand- ing that the city would not invest in any of these depositories be- yond the level of the insurance coverage or the pledged collateral. BE IT FURTHER RESOLVED, that there shall be maintained a general account in which shall be deposited all monies from golf course operations and not otherwise specifically provided for. Such deposits may be made and withdrawn from time to time by the Treasurer as her best judgment and the interests of the City dictates. 5.
