01-03-83 agendai CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter Iv'o. g Agenda January 3, 1983 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Council Liaison Appointments, 1983 There is an item on the January 3, 1983 city council agenda providing for the appointment of council members in a liaison capacity, to various city and metropolitan boards and commissions. Most of the boards and commissions require one representa- tive and one alternate, with the exception of the South Hennepin • Human Services Council, which has four directors with staggered terms of two years each. The terms of Sgt. John Nelson, and Norris Olson, will expire in January, 1984. The terms of Ivan I.udeman and Helen Yates expire in January, 1983. Therefore, it will be necessary to make two appointments to this council. Attached to this council letter is a list of the various appointments to be made. This list also denotes the incumbents of each board/commission. It is recommended that the city council make these liaison appointments at the January 3, 1983 city council meeting. The Richfield Sun has been the city's official newspaper for many years, with legal rates as set forth by Minnesota Law. It is recommended that the city council renew its designation of the Richfield Sun as the city's official news- paper. Five institutions have pledged collateral over and above the amount of the Federal Insurance for public depositories. • They are: Richfield Bank & Trust Company is pledging collateral of $972,500; the Summit State Bank, $1,572,900; F & M Marquette National Bank, $367,498; Midwest Federal Savings and Loan Assoc- iation, $1,000,590; and Twin City Federal is pledging $189,285. Attached to this council letter are resolutions designating each of these institutions as an official depository, and approv- ing the collateral pledged. An additional resolution is attached, providing for desig- nation of certain other savings and loan associations as official depositories in which the city will be able to invest funds not exceeding the Federal Insurance Coverage of $100,000. It is recommended that the city council adopt the attached resolutions designating official depositories, with the under- standing that the city would not invest in any of these deposi- tories beyond the level of the insurance coverage of the pledged collateral. RESOLUTION DESIGNATING THE SLniIMIT STATE BANK A DEPOSITORY OF FUNDS OF THE CITY OF RICHFIELD rOR THE YEAR 1983 AND APPROVING COLLATERAL BE IT RESOLVED by the City Council of the City of Richfield as follows: That, in accordance with law, the Summit State Bank be, and hereby is designated a depository of the funds of the City of Richfield, subject to modification and revocation at any time by said City and subject to the following terms and conditions: The said depository shall not be required to give bonds or other securities for such deposits provided that the total sum thereof shall not at any time exceed in any depository the sum for which its deposits are insured under the Acts of Congress of the United States relating to insurance of bank deposits; but not in case such deposits in any such depository shall at any time exceed such insured sum, said depository shall immediately furnish bonds or other security for such excess ac- cording to law, approved by the City Council of Said City; That said depository shall pay on demand all deposits therein; and shall pay all time deposits, at or after the end of the period for which the same shall be deposited, on demand. BE IT FURTHER RESOLVED, that there shall be maintained a general account in which shall be depasited all monies from liquor, swimming pool/ice arena operations and city licenses. Checks on this account shall be signed by the following officers or their facsimile signatures: KARL NOLLENBERGER, CITY MANAGER STEVEN L. DEVICH, ACTING TREASURER BE IT FURTHER RESOLVED, that there shall be maintained a city payroll account. There shall be issued a single check biweekly for an amount equal to the biweekly city payroll, payable to the Treasurer for deposits in such payroll account. There- after, the Treasurer is authorized to issue payroll checks on said accounts bearing only his signature as city treasurer for all wages or salaries included in said biweekly payroll. BE IT FURTHER RESOLVED, that there shall be a daily interest savings account. A11 withdrawals from said account will be for transfers to the general checking account. A RESOLUTION DESIGNATING CERTAIN SAVINGS AND LOAN ASSOCIATIONS A1VD BANKS AS DEPOSITORIES FOR THE INVESTMENT OF CITY FUNDS IN 1983 BE IT RESOLVED by the City Council of the City of Richfield, Minnesota. WHEREAS, pursuant to Minnesota Statutes, Sections 475.6b and 118.17, municipal funds may be deposited in any Savings and Loan Association which has its deposits insured by the Federal Savings and Loan Insurance Corporation, and WHEREAS, the amount of said deposits may not exceed the Federal Savings and Loan Insurance Corporation insurance covering such deposits which insurance amount is presently $100,000, and WHEREAS, the deposit of City funds in Savings and Loan Associations and Banks would provide greater flexibility in the City's investment program and maximize interest income thereon. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota, as follows: 1. Such deposits may be made and withdrawn from time to time by the Treasurer as his/her best judgment and the interests of the City dictates. S.
