03-21-83 agenda r CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 90 Agenda March 21, 1983 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Appointment of the Director of Administrative Services/Assistant City Manager The City Charter of the City of Richfield, Section 6.02, Subd. 3, states that "The City Manager shall appoint and remove, upon the basis of merit and fitness and subject to applicable civil service provisions, if any, the city clerk, all heads of departments • and all subordinate officers and employees in the departments" and that "appointment or removal of department heads shall be made final only upon a majority vote of the council." On the council agenda for March 21, 1983, I am requesting city council approval of the appointment of Ronald Rankin as the Director of Administrative Services/Assistant City Manager for the City of Richfield. I have attached a copy of Mr. Rankin's resume for the city council to review. Ron is an intelligent, talented individual who appears to meet the needs of our organization from perspective of the department heads, division heads in Administrative Services and myself. As a thoughtful person, he has a concern for both the needs of the city, as well as the people who make up this organiza- tion. Ron will be in attendance at the council meeting on Monday, March 21, from 5:30 to 6:30 p.m. for council members to meet prior to the requested confirmation. International City Management Association Minnesota Association of Urban Management Assis- tants (President, 1981 - 1982) Excellent personal and professional references will be made available upon request. • • CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 89 Agenda March 21, 1983 The Honorable Mayor and Members of the City Council City of Richfield Council Members: Subject: Raffle License, Richfield Jaycees Pancake Breakfast The Richfield Jaycees have requested approval of a fee waived raffle license for use at their pancake breakfast on March 27, 1983 at the American Legion, 6501 Portland Avenue. The raffle is a fund- raiser for the Jaycees in conjunction with the pancake breakfast ' which raises funds for the Fraser School for the Handicapped. Through an oversight, they did not apply for the license prior to the last city council meeting and the next regular meeting is scheduled for March 28, 1982. Since it is anticipated that such dignitaries as Attorney General Humphrey, State Representatives Riveness and Swanson, Mayor Hamilton and the City Councilmembers will be present, it is best to assure that a legal raffle is conducted.
