Subject: Council Liaison Appointments, 1985
Council Members:
There is an item on the January 2, 1985 city council agenda
providing for the appointment of council members and city staff
members in a liaison capacity to various city and metropolitan
boards and commissions.
Most of the boards and commissions require one
representative and one alternate, with the exception of the
Metropolitan Airports Sound Abatement Council (MASAC), South
Hennepin Human Services Council (SHHSC), and the Southwest
Suburban Cable Commission (SWSCC), all of which require two
representative appointments.
It is also recommended that the city council appoint Steve
Devich, Director of Administrative Services, as Acting City
Manager for the year 1985.
A list of the boards and commissions is attached to this
council letter.

BE IT RESOLVED by the City Council of the City of Richfield, Minnesota,
as follows:
MARTIN A. KIRSCH is hereby designated as a Director of the Suburban
Rate Authority, and DONALD HASSENSTAB is hereby designated to serve as Alternate
Director of the Suburban Rate Authority for the year 1984 and until their
successors are appointed.

Services/Assistant City Manager
Council Members:
In accordance with the City Charter, Section 6.02,
Subsection 3, the writer appoints Mr. Steven L. Devich to the
position of Director of Administrative Services/Assistant City
Manager, subject to city council confirmation.
City Council confirmation requires a majority vote.
Mr. Devich's appointment subject to City Council
• confirmation is to be effective January 3, 1985•
The selection of Mr. Devich follows a comprehensive search
for the position. More than 125 applications were received.
Five finalists for the position were interviewed by the Program
Managers and the writer.
Mr. Devich has been employed as the Personnel Manager for
the City of Richfield since May, 1980. His areas of
responsiblity have included:
Labor relations;
Compensation administration;
Benefits;
Risk management;
Safety;
Training and development;
Recruitment and selection;
Richfield Youth Employment Service; and,
Administration of personnel administration
Prior to his service with Richfield he served as Deputy City
Clerk for the City of St. Louis Park, Minnesota far four years.
Steve Devich has a Business Administration degree from the
• University of Minnesota, Duluth, and a graduate degree in
Public Administration from Mankato State University.

Subject: Request for Building Permits for Various
Locations in the ICLA Study Area
Council Members:
At the December 17, 1984 city council meeting, the city
council approved a resolution to halt the processing of all
requests or applications for any variances, permits, licenses,
rezonings, and land divisions........for property located within
the Interstate/Lyndale Area of the City of Richfield.
The following requests for permits have been received by the
Inspections Division in the ILCSA Moritorium area:
S` Rainbow Mechanical, for a heating permit for Harmon Glass
located at 7524 Lyndale Avenue (the gas company has
condemned two heating units and this is a request to replace
the two units;
Robert Adelman, building permit for the former Geddy's
Restaurant, 818 West 77 1/2 Street. (Request for permit
for installation of sprinkler system including street
opening permit and for installation of an overhead door);
Corporate Travel, 1401 West 76th Street, to finish interior
tenant spaces; and,
Paul Stafford Electric to make repairs to signs for Sir
Winston Hair Care located at 7632 Lyndale Avenue.
It is recommended that the city council approve the above
listed requests for permits.

Dear Seivert:
We would like to request that CTS Center be exempt from the
City of Richfield building permit moritorium for the
remaining vacant space that has yet to be built out for
specific tenants.
As the building structure is completed by itself, it makes
no sense to restrict the occupancy of the building by
interested tenants.
It is our understanding that this is six month moratorium,
during which time we expect to completely fill our remain-
ing vacant space. We have one tenant right now that
requires occupancy by February 1st, and we feel that we
must proceed as quickly as possible on its construction.
Some resolution of this is necessary by the City Council,
and I would be glad to appear before the Council at its
next meeting if it would be helpful.
We appreciate your cooperation and hope that this can
brought to a speedy conclusion.

Gentlemen:
I am in the process of reconstructing the building which
was burned last spring.
The work will include, but not limited to, plumbing,
heating electrical, sprinkler, overhead door and the finishing
of the nterior.
Any delay due to the moratorium in this area would create

Subject: Ratification of Labor Agreement with Richfield
Police Supervisory Association
Council Members:
There is an item on the January 2, 1985, City Council Agenda
providing for Council approval of a labor agreement which has
been negotiated with the Richfield Police Supervisory
Association, to cover the period from January 1, 1985 to
December 31, 1986.
The Richfield Police Supervisory Association is the
officially recognized bargaining unit for the Police Division
personnel assigned to the ranks of Captain, Lieutenant and
Sergeant. There are presently 9 positions within this unit of
the Police Division.
Major changes in the 1985-1986 contract with the Police
Supervisory Association are as follows:
1. Effective 1-1-85, a 5% adjustment over 1984 wage rates
for all classifications.
2. An increase in maximum dependent health insurance
contribution from $140.00 in 1984, to $155.00 in 1985. There
was no increase in life insurance, and Police Supervisors do not
have dental insurance benefits.
3. The annual clothing allowance per employee was increased
from $300 in 1984, to $325 in 1985, and up to $340 in 1986.
4. Wage rates and the City's contribution for health
insurance premiums, effective 1-1-86, will be determined late in
1985, when these portions of the contract are reopened for
negotiations.
There were no additional changes in either wages or benefits
for this employee group. The increases in the benefit
• contributions for this employee group are consistent with the
Council approved insurance programs for other City employee
groups (Exhibit A).

In addition, the supervisory personnel of cities comparable
to Richfield were also considered in determining the new wage
and benefit package (See Wage Comparison Exhibit B).
It is recommended that the City Council adopt the attached
resolution approving the labor agreement.

RESOLUTION APPROVING LABOR AGREEMENT BETWEEN
THE CITY OF RICHFIELD AND
THE RICHFIELD POLICE SUPERVISORY ASSOCIATION BARGAINING UNIT
FOR THE YEARS 1985 AND 1986
WHEREAS, the City Manager and the Richfield Police
Supervisory Association Bargaining Unit have reached a complete
understanding concerning rates of pay, hours and other
conditions of employment for the years 1985 and 1986, and
WHEREAS, the personnel ordinance requires that contracts
between the City and the exclusive representative of employees
in an appropriate bargaining ur_it shall be implemented by City
Council resolution.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby approve the Labor Agreement between the City of Richfield
and the Richfield Police Supervisory Association for the years
1985 and 1986 and orders the provisions of the labor agreement
to be implemented effective January 1, 1985.
Passed by the City Council of the City of Richfield this 2nd

Subject: Ratification of Labor Contract with International
Association of Firefighters, Local 1215.
Council Members:
There is an item on the January 2, 1985, City Council Agenda
providing For Council approval of a labor contract agreement
which has been negotiated with the International Association of
Firefighters, Local 1215, to cover the period January 1, 1985
through December 31, 1986.
The International Association of Firefighters, Local 1215,
is the officially recognized bargaining unit for Fire Division
personnel., including the positions of Fire Captain, Fire
Lieutenant, and Firefighter. There are presently 24 employees
represented within this unit.
The major changes in the 1985-1986 contract with I.A.F.F.,
Local 1215, are as follows:
1. Effective 1-1-85, a 5~ adjustment over the 1984 wage
rates for all classifications.
2. The City's portion of the premiums paid for dependent
health insurance premiums for employees in the bargaining unit
have been increased from a maximum contribution of $128.15 per
month per employee paid in 1984, to $141.00 maximum contribution
per month per employee in 1985•
3. The employer-paid premium for employee dental insurance
coverage has been increased from $11.85 per month per employee
paid in 1984, to $13.00 per month per employee in 1985.
4. The annual clothing allowance per employee was increased
from $225 in 1984, to $250 in 1985, and up to $275 in 1986.
5. Wage rates and the City's contribution for health
insurance and dental insurance premiums effective 1-1-86, will
be determined late in 1985, when these portions of the contract
are reopened for negotiations.
There were no other changes in the wage or benefits portions
of the agreement, nor were there any major language changes in
the contract.

The increases in the City's health insurance and dental
insurance contributions are consistent with the Council approved
1984 insurance program for other City employees. Benefit and
wage modifications in the contract package relating to wages and
clothing are comparable to such benefits paid to Firefighters in
area communities similar to Richfield. The 1985 pay and benefit
package represents a 5.25 increase overr the 1984 costs for
salaries, health insurance and clothing allowance. In
negotiating the 1985-1986 Firefighter rates, the following
factors were considered:
1. Firefighter settlements in other communities which
average approximately 5~. Richfield has historically maintained
a position in the top three communities with respect to top
Firefighter base wage rate. The proposed package maintains that
position (Exhibit B);
2. Duties of Firefighters in Richfield, as compared to
other communities; and,
3. Wage and benefit adjustments of other Richfield City
employee groups (Exhibit A).
It is recommended that the City Council adopt the attached
resolution approving the labor agreement.

Subject: Designation of Official Depositories for 1985
and Approving Collateral
Council Members:
There is an item on the January 2, 1985 city council agenda
providing far council designation of official depositories to be
used by the City of Richfield in 1985 and approval of the
collateral pledged by these depositories.
Six institutions have pledged collateral over and above the
amount of the Federal Insurance for public depositories. They
are: Richfield Bank & Trust Company, who is pledging collateral
of $1,002,500; First Western Bank, $1,595,000; First Federal
Savings and Loan, unlimited funds; Midwest Federal Savings and
Loan Association, $1,118,940; Twin City Federal, $248,742; and
Minnesota Federal Savings is pledging $101,395. Resolutions are
attached designating the above institutions as official
depositories.
Another resolution, providing for designation of certain
other savings and loan associations as official depositories, is
also attached. The city will be able to invest funds in these
institutuions not exceeding the Federal Insurance coverage of
$100,000.
Lastly, a resolution is attached which desginates certain
financial institutions as depositories for the investment of
city funds in 1985. These institutions offer government
securities in a manner required by law.
It is recommended that the City Council adopt the attached
resolutions designating official depositories, with the
understanding that the city could not invest in any of these
depositories beyond the level of insurance caverage of the
pledged collateral.

RESOLUTION NO.
RESOLUTION DESIGNATING THE RICHFIELD BADS & TRUST COMPANY
A DEPOSITORY OF FUNDS OF THE CITY OF RIC~iFIELD FOR THE YEAR
1985 AND APPROVING COLLATERAL
BE IT RESOLVED by the City Council of the City of Richfield as follows:
That, in accordance with law, the Richfield Bank & Trust Company be and
hereby is designated a depository of the funds of the City of Richfield,
subject to modification and revocation at any time by said City, and subject to
the following terms and conditions:
The said depository shall not be required to give bonds or other securities
for such deposits provided that the total sum thereof shall not at any time ex-
ceed in any depository the sums for which its deposits are insured under the
Acts of Congress of the United States relating to insurance of bank deposits;
but that in case such deposits in any such depository shall at any time exceed
such insured sum, said depository shall immediately furnish bonds or other
security for such excess according to law, approved by the City Council of said
City.
That said depository shall pay on demand all deposits therein; and shall
pay all time deposits, at or after the end of the period for which the same
shall be deposited, on demand.
BE IT FURTHER RESOLVED, that there shall be maintained a general account in

A DEPOSITORY OF FUNDS OF THE CITY OF RICHFIELD FOR THE
YEAR 1985 AND APPROVING COLLATERAL
BE IT RESOLVED by the City Council of the City of Richfield as follows:
.That, in accordance with law, the First~Western Bank-Richfield be, and
hereby is designated a depository of the funds of the City of Richfield,
subject to modification and revocation at any time by said City and subject to
the following terms and conditions:
The said depository shall not be required to give bonds or other securities
for such deposits provided that the total sum thereof shall not at any time ex-
ceed in any depository the sum for which its deposits are insured under the
Acts of Congress of the United States relating to insurance of bank deposits;
but not in case such deposits in any such depository shall at any time exceed
such interest sum, said depository shall immediately furnish bonds or other
security for such excess according to law, approved by the City Council of said

Such deposits may be made and withdrawn from time to time by the
Treasurer as his/her best judgment and the interests of the City
