04-29-85 agendaCITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 163 Agenda April 29, 1985 The Honorable Mayor and Members of the City Council City of Richfield Subject: Storm Drainage Utility Capital Improvements Council Members: A study session has been scheduled for April 29, 1985 to discuss the scheduling of the capital improvements included in the Storm Drainage Utility. The staff is seeking approval of the scheduling and public input process for the storm drainage improvement projects. City staff and engineers from Orr- Schelen- Mayeron & Associates Inc.(OSM) will be at the study session to discuss the following projects: 1. 66th /Xerxes. Update of project. Scheduled for 1986 construction. 2. 76th /Washburn. OSM to prepare final plans, specifications and cost estimates for Fall of 1985 construction. 3. Wood Lake /69th Street conduits. OSM to prepare final plans, specifications and cost estimates for Fall of 1985 construction. 4. Norby's Pond. OSM to prepare refined preliminary plans and cost estimates for two alternative designs. One to enlarge the pond and the other to install a new piped outlet to Legion Lake. A schedule for neighborhood meetings will be defined when the preliminary plans are presented to the city council. The construction is scheduled for 1986. 5. Wilson Pond. OSM will prepare refined preliminary plans and cost estimates for various alternatives. The plans will investigate deepening and enlarging the pond. A process for neighborhood meetings will be determined when the preliminary plans are brought back to the council late this year. The construction is scheduled for 1986. -2- The study sesion will include a visit to ponds in neighboring communities which have side slopes similar to those contemplated for Norby's and Wilson Ponds. At the close of the study session, the staff recommends that the council approve hiring OSM to prepare final construction plans for the 76th /Washburn and Wood Lake conduit projects and plans for Norby's and Wilson Ponds. The work will be scheduled as outlined above. Respectfully submitted, Steven Devich Acting City Manager SD /eja 7k I- I CITY OF RICHFIELD, MINNESOTA Office of City Manager Council Letter No. 162 Agenda April 29, 1985 The Honorable Mayor and Members of the City Council City of Richfield Subject: Request for Temporary Rooftop Balloon Metro Sales, 1620 East 78th Street Council Members: Wiederkehr Balloons, 130 North St. Croix Trail, Lakeland, MN, has applied for a permit to place a balloon on the roof of Metro Sales, 1620 East 78th Street from the morning of May 2 until approximately 6:00 p.m. on May 3, 1985 to announce Metro Sales' grand opening on those dates. The balloon (copies attached) would be tied down to the roof, and measure approximately 20 feet high by 9 1/2 feet wide. Operation of the balloon would be supervised at all times it is stationed on the roof. City ordinance provides that oversize temporary advertising signs of this nature must be approved by the city council. The chief inspector and the city planner recommend denial of this permit as the balloon is oversized and may start a precedent for advertising signs of this nature. Although city staff recommends denial of this permit based upon city ordinances, the city manager recommends that the city council evaluate this permit request giving consideration to the short duration of this temporary sign and the potential benefit to a new business in the community. This item has been placed on the April 29, 1985, special city council meeting agenda for council consideration and action.
