Subject: Authorization to Execute Certificate of
Completion, Knutson Construction Company,
Lake Shore Drive Condominium
On October 12, 1981, the Housing and Redevelopment Authority
executed a Developer's Agreement with Knutson Construction Company
to construct a 178 unit condominium for persons age 55 years or
older. The agreement provided for the HRA to convey marketable title
to the land and the .developer to construct a project having a mar-
ket value of at-.least $12,000,000.
The deeds conveying .,the property from the HRA to Knutson con-
tained certain "covenants`., conditions and restrictions and pro-
visions" requiring. them to develop the property in accordance with
the Developer's Agreement and approved plans. These conditions.
gave Knutson less than clear"title to the property purchased from
the HRA.
To provide clear title, the HRA agreed to issue a Certificate
of Completion. when all building construction•and other physical
improvements specified in the Developer's Agreement and approved
plans were completed. The certificate, in recordable form, is to
be filed with the Registrar of Titles and indicates that the Knutson
Construction Company has satisfactorily completed these projects.
The Community Development staff and the Public Safety Department
staff have inspected the project and found it to be in conformance"-:
with. the plans approved by the Housing and Redevelopment Authority
and other applicable ordinances and regulations.
It is, therefore, recommended that the HRA adopt the attached
resolution authorizing the Executive Director and HRA Chairman
to execute a Certificate of Completion for the Knutson Construction
Company's Lake Shore Drive Condominium project.

RESOLUTION NO.
AUTHORIZING EXECUTION OF A CERTIFICATE OF
COMPLETION FOR KNUTSON CONSTRUCTION COMPANY
WHEREAS., the Housing and Redevelopment Authority
entered into an Agreement with the Knutson Construction
Company (Developer)., a Minnesota business corporation,
dated October 12, 1981, pursuant to and in furtherance
of the L/H/N Redevelopment Project heretofore adopted
by the City and the Richfield Housing and Redevelopment
Authority, and
WHEREAS, the Agreement obligated the Developer to
construct. certain improvements to property identified
in that Agreement, and
WHEREAS, Section 4.8 of the. Agreement required
the HRA to inspect the project and furnish the Developer
with a Certificate of Completion-upon .completion of the
construction, and -
WHEREAS, the Agreement establishes the form for
the Certificate of Completion in Exhibit C, and .
.WHEREAS, Community Development and. Public Safety
staffs have inspected the improvements and found them
to be in accordance with the terms of the Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority that the Acting Executive Director
and HRA Chairman are directed to execute the Certificate
of. Completion and deliver same to the Developer.

Subject: Designation of HRA Executive Director
There~is an item scheduled for the October 17, 1983 .meeting
of the HRA concerning the designation of an Executive Director.
The Richfield City Manager has traditionally served as Executive
Director for the HRA - the Acting City Manager recently served as
Acting Executive Director after the departure of Karl Nollenberger.
It is .recommended that the HRA take action on a motion for
designation. of tl^~e Executive Director on October 1?, 19$3.
