Issue Statement:
Discussion of storm sewer strategy, planning and design.
Background:
Following the unprecedented rainstorm on July 23, 1987, there
have been questions and concerns about the city's existing storm
sewer system and plans for the future. Members of the city staff
and representatives of Orr-Schelen-Mayeron and Associates, Inc.,
the firm which has been working with the city on storm sewer
related engineering, will be present at the October 5 study
session to discuss the current system and to obtain and provide
information on what, if any, additional study may be needed to
address any perceived problems. .
Recommendation:
No action is recommended at this time.
Basis of Recommendation:
City council study sessions are for discussion purposes.
Alternative Recommendation:
None.
Discussion/Decision Mode:
This item is scheduled for approximately one hour on October 5,
1987.

Issue Statement:
Meeting with members of the Richfield Human Rights Commission.
Background:
During 1987 the City Council has been meeting with members of the
city's various boards and commissions at the monthly council
study sessions. The Richfield Human Rights Commission is
scheduled to meet with the City Council on October 5, 1987.
A list of the commission's goals and accomplishments is attached.
Members of the commission will be prepared to discuss these items
in more detail at the study session.
Recommended Action:
None.
Basis of Recommendation:
No actions are taken at council study sessions.
Discussion Mode:
The meeting with the Human Rights Commission is scheduled for one
w half hour beginning at 7:00 P.M.

RICHFIELD HUMAN RIGHTS COMMISSION
GOALS/OBJECTIVES/ACCOMPLISHMENTS
1. Adoption by the City of Richfield of an aggressive
Affirmative Action Plan
2. Make Richfield a model Affirmative Action city by:
-Hiring of minority and additional female police officers
and hiring of minority and female firefighters
-Hiring and promoting females and minorities, including
part-time and seasonal employees
-Strict monitoring of city contractors and subcontractors to
insure that they comply with Affirmative Action guidelines
3. Continuation of programs for Human Rights Week in
cooperation with the Richfield High School, and perhaps
expanding the program to include,an ongoing race relations
program
4. Continuation of attendance by commission members at annual
League of Human Rights Conference and at other pertinent
• conferences/seminars
5. Continuation of the Citizen of the Year Program
6. Continuation of the No Fault Grievance Case Handling
