07-31-89 agendaCITY OF RICHFIELD, MINNESOTA Council Letter No. 180 Agenda July 31, 1989 Issue Statement: Certification of Proposed 1990 Property Tax Levy and 1989 Revised/1990 Proposed Budget. Background: The 1988 Minnesota property tax amendments provided for a "Truth in Taxation" provision. According to that law, each city must, on or before August 1, certify a proposed property tax levy. Prior to certifying this proposed tax levy, City staff is presenting a proposed budget for City Council information. This presentation is not a Budget Hearing. A formal Budget Hearing will occur within the next two months unless the law is changed again before that time. Recommended Motion: Receive the budget information presented and certify a proposed 1990 property tax levy to the County Auditor to be filed August 1, 1989. Basis of Recommendation: 1. The 1988 tax law requires each City over 2,500 in population to comply with this process. 2. Failure to comply with Truth in Taxation could cost the City in terms of a severe loss of revenue. Prosser Cit Manager JDP:eja CITY OF RICHFIELD, MINNESOTA Council Letter No. 179 Agenda July 31, 1989 Issue Statement: Award of Contract for the Construction of a Timber Park Shelter Building at Veterans Memorial Park of Richfield. Background: A park shelter building at Veterans Memorial Park of Richfield was included as part of -the overall concept of the park which was adopted by the council in 1985. The shelter will be located on the west side of the park; south of the water plant and north of the new parking lot. A formal bid opening was held Wednesday, July 19, 1989 with the following results: Merrimac Construction, Inc. 5180,610 M.G. Astleford Company, Inc. 188,972 Morton Construction 192,900 Palani Construction, Inc. 195,000 A proposal was also received from Dean & Associates, Inc. The original bid was for $183,088; however, an error in extensions was discovered by the contractor shortly after the bid opening, and the bid was amended to $175,888. Upon examination by the city attorney's office, it was recommended that the Dean & Associates bid be rejected due to irregularities., Recommended Motion: Award a contract, in the sum of $180,610, for the construction of a Timber Park Shelter Building at Veterans Memorial Park of Richfield to Merrimac Construction, Inc. Basis of Recommendation: 1. Merrimac Construction, Inc. was the lowest responsible bidder. 2. It is the recommendation of the consulting engineer, OSM, as well as the city attorney, that Merrimac Construction, Inc. be awarded the contract. 3. The engineer's estimate for this project is 5200,000, so the low bid by Merrimac is well within the estimated cost. 4. There is sufficient funding in the 1989 Capital Budget for this project. Alternative Recommendation: Council could decide to reject all bids and direct staff to obtain new bids; however, the bids received are well within the budgeted amount. Discussion/Decision Mode: Staff is requesting approval at this time in order to facilitate timely construction of the shelter building.
