Issue Statement:
Presentation of•the 1989 Revised/1990 Proposed Budget.
Background:
The 1989 Revised/1990 Proposed Budget has been prepared and is
now ready for presentation to the HRA. However, at this time
there is some uncertainty as to the actual tax capacity revenue
that will be available to the HRA. Thus, while the programs
included in the budget will likely remain unchanged for 1990 in
any event, the funding formulas used to pay for the programs
could change. A final figure will not be available until after
October 23, 1989.
The HRA could review the budget and continue the hearing for
final budget approval for a time after the final levy information
on October 23, 1989 is available.
Recommended Motion:
Adopt the 1989 Revised/1990 Proposed Budget.
Basis of Recommendation:
1. The draft annual budget is completed and is ready for HRA
is review and approval.
2. A notice of the public hearing has been published and
posted.
Alternative Recommendation:
1. The Proposed Budget may be modified.
2. The Proposed Budget may be deferred to a future meeting.
Discussion/Decision Mode:
This item is placed on the October agenda to allow adequate time
for review and approval prior to the City's budget process and
ultimate tax levy adoption.

Issue Statement:
Authorization to execute 1989 (Year XV) Urban Hennepin County
Community Block Grant (CDBG) Third Party Agreements.
Background:
HUD has recently decided that a new document is necessary to
properly administer the CDBG program. The agreements are between
subgrantees and grantees, in this instance the HRA and City. In
the past there have only been agreements between the County and
the grantee such as the City. The Third Party Agreements spell
out the procedures to be followed when expending the CDBG funds.
They simply formalize on paper the procedures which have been
followed during the last several years by staff. The Third Party
Agreements have been prepared by Hennepin County and must be
executed before Hennepin County will disperse any Year XV CDBG
funds.
Recommended Motion:

Issue Statement:
Adoption of resolution authorizing the issuance of a Certificate
of Completion, George E. Branton Construction Company.
Background:
A Development Agreement provided for the construction of eight
twinhome units at the intersection of 66th Street and Rae Drive.
The Agreement was dated January 14, 1986. Article IV of the
agreement provides for the issuance by the HRA of a Certificate
of Completion upon the satisfactory completion of all
construction.
Recommendation:
Adopt the attached resolution authorizing the Chair and Executive
Director to execute and release the Certificate of Completion.
Basis for Recommendation:
The development has been completed according to the Development
Agreement.
Alternative Recommendation:
Do not adopt the resolution. However, this prevents the Rae
Drive Homeowners Association from having clear title to the
common areas they own and maintain.
Discussion/Decision Mode:
With work completed and HRA authorization secured, staff will
prepare the appropriate documents for filing with the Hennepin
County Registrar.

CITY OF RICHFIELD, MINNESOTA
RESOLUTION RELATING TO AUTHORIZING A CERTIFICATE OF COMPLETION
FOR RAE DRIVE TOWNHOMES
WHEREAS, The Housing and Redevelopment Authority in and for
the City of Richfield, Minnesota (HRA) entered into an Agreement
with George E. Branton Construction Company (Developer), dated
January 14, 1986; and
WHEREAS, the Agreement obligated the Developer to construct
certain improvements to property as identified in that Agreement;
and
WHEREAS, Article IV of the Agreement requires the HRA to
furnish a Certificate of Completion upon completion of
construction; and
WHEREAS, the Agreement establishes the form for the
Certificate of Completion in Exhibit E-2; and
WHEREAS, staff has verified that construction has been
completed in accordance with the Agreement.
• NOW, THEREFORE BE IT RESOLVED, by the Housing and
Redevelopment Authority in and for the City of Richfield,
Minnesota; as follows:
That the Chair and Executive Director are directed to execute and
arrange for the proper disposition of the Certificate of
Completion.

The undersigned hereby certifies that George E. Branton
Construction Company has fully and completely complied with its
obligations under Article IV of that document entitled
"Development Agreement," dated the 14th day of January, 1986
between the Housing and Redevelopment Authority in and for the
City of Richfield (HRA) and George E. Branton Construction
Company (Developer) with respect to construction of the
Improvements in accordance with the approved construction plans
and is released and forever discharged from its obligations to
construct under such above-referenced Article.
