8-14-89 agenda CITY OF RICHFIELD, MINNESOTA Council Letter No. 195 Agenda, August 14, 1989 Issue Statement: Consideration of a proposal to survey New Fordtown and Rich Acres residents. Background: On June 13, 1989, the City held a public information session for New Fordtown and Rich Acres residents. The purpose of the information session was to discuss the proposal for redesignating land use in New Fordtown and along Cedar, from residential to various commercial classifications. The proposal did not include a recommendation to change land use designation for Rich Acres. There were approximately 200 people present at that public hearing. Of those providing testimony, it appeared that a majority favored the recommendation. However, the recommendation was controversial and there was opposition to the proposal. Several individuals providing testimony recommended that the city conduct a survey within the New Fordtown and Rich Acres areas to find out what the residents think about the proposal. Decision Resources Ltd., has provided a proposal to survey New Fordtown and Rich Acres residents. The survey would cost less • than $2,000. Since the cost is less than $2,000, Council action would not be required on the expenditure. However, the concept of a selected survey for a small portion of the community is very sensitive and Council review is appropriate. The proposed survey would provide an opportunity for residents within Rich Acres and New Fordtown to provide their general comments regarding the proposal. It would be mailed to each household within New Fordtown and Rich Acres with a prepaid return envelope. The mailing package would include a cover letter, self-contained questionnaire and postage paid envelope. The questions would be the open-ended variety, to permit respondents to explain themselves more fully. The instrument would contain a maximum of ten questions and ideally be printed on two sides of a folded 11 x 17 inch sheet. While the survey would provide valuable information, it would not be statistically valid. Staff Recommendation: Authorize survey of New Fordtown and Rich Acres residents, at a cost including postage, of approximately $2,000. Basis of Recommendation: 1. The proposal for redesignating land use in New Fordtown and Rich Acres is an extremely sensitive issue, residents should feel that they have had the opportunity to be heard on this issue. The survey would provide this opportunity, in addition to the community meeting. Community meetings may 0 contributing comments during those meetings. 2. The cost of the survey is reasonable. 3. The cover letter will clearly indicate that the purpose of the survey is not to conduct a referendum on the re- designation issue, but to receive comments for consideration prior to action. Alternative Recommendation: 1. The City could elect not to survey the residents because of the possible precedent that this might present. 2. The result of the survey will not be statistically valid, and may be misleading. 3. The Council has ultimate responsibility for determining policy regarding land use issues. The methodology outlined here will meet the basic objectives of the study in a most cost-effective manner. OBJECTIVES: The mail-out survey would seek to accomplish the following goals: 1. Provide a means for residents to express their opinions and preferences on the resolution of the airport issue; 2. Provide' insight into the residents possessing strong and intense positions on the appropriate course of city actions. Each of these goals can be met through the use of a brief written survey instrument. METHODOLOGY: Each household would be mailed a survey for completion. The mailing package would include a cover letter, self-contained questionnaire, and return device. The queries would be of the "open-ended" variety to permit respondents to explain themselves more fully. The instrument would contain a maximum of ten questions and, ideally, should be printable on two sides of a folded 11" X 17" sheet (or the equivalent of four 8-1/2" X 11" pages). The cover letter might constitute one of these four pages. DRL would formulate the questions for this survey in conjunction with Richfield City staff, design a cover letter, and prepare the package for printing. The responses will be tabulated and analyzed for regularities. The City would be provided with a short report on the opinions and attitudes detected. Express at 1420 East 78th Street. Background: P.C. Express, Inc. has requested an offstreet parking permit at .1420 East 78th Street. The parcel is located in a C-2, general commercial zone district. The applicant intends to have business offices, retail floor space and warehouse storage in an existing 571-0" by 81'-0" building with a proposed 641-0" x 661-0" addition. Previously the site was utilized as a restaurant. At that time, adequate provision was made for parking at the site. Most of this parking alignment will be used as part of the present proposal. Recommended Motion: Approve the offstreet parking permit request at 1420 East 78th Street with the following stipulations: 1. That the existing curb cut along 78th Street be widened to at least 261-0" and no more than 321-0". 2. That a curb cut on 77th Street be constructed but not • opened for public use. The 77th Street plan suggests that 78th Street will eventually be closed and access reoriented to the north. Although staff does not oppose construction at this time, a clearly visible barrier indicating that this is not an entrance or exit is necessary. 3. Applicant has agreed to add plantings on the east and west corners of the south parking area where there is currently no landscaping. Basis of Recommendation: 1. Adequate provision has been made for parking on the site. 2. The use meets all applicable zoning requirements for a C-2, general commercial district. 3. Landscaping along the South property line of the site is non-existent and, the location of plantings in this area would help reduce the visual impact of the building on 78th Street. Alternate Recommendation: The City Council may deny granting of the offstreet parking permit at 1420 East 78th Street based on sufficient evidence that the request would have all negative impact on the adjacent properties. • • Discussion/Decision Mode: This item is scheduled for council action at the August 14, 1989 City Council meeting. Issue Statement: Application for a permanent New and Used Motor Vehicle Dealer License for Richfield Motors, Inc. DBA Richfield Mitsubishi, located at 920 W. 78th Street for 1989. Background: On April 10, 1989 the Richfield City Council approved a temporary new and used motor vehicle dealer license for Richfield Mitsubishi. The application that had been received from Richfield Mitsubishi on April 7, 1989 had not yet been reviewed by the Public Safety Department or Community Development Department. Richfield Mitsubishi requested at that time that a temporary license be granted until staff had an opportunity to complete the review process. Since the April 10, 1989 council meeting, the application has been reviewed by staff in the Public Safety Department and the Community Development Department. Richfield Mitsubishi has complied with requests for additional information from the City's business licensing staff and Community Development personnel. However, the applicant has not submitted an acceptable landscaping plan as of August 9, 1989. The plan is required as part of the off street parking permit. It should also be noted that the applicant has obtained the State of Minnesota Motor Vehicle Dealer's License for 1989. Recommended Motion: Not to approve the new and used motor vehicle dealer license for Richfield Motors, Inc. DBA Richfield Mitsubishi. Basis of Recommendation: 1. The applicant has not submitted an acceptable landscaping plan for the offstreet parking permit. Alternative Recommendation: Approve the new and used motor vehicle dealer license for Richfield Motors, Inc. DBA Richfield Mitsubishi for 1989 with the following stipulations: - There may not be any parking of inventory cars on any roadway or street. - The customer and employee parking areas may not be used for inventory parking at any time. - The applicant cannot use the car wash site located at 901 W. 77 1/2 Street for any purpose. Council Letter No. 192 Agenda, August 14, 1989 Issue Statement: Offstreet parking permit application for Richfield Mitsubishi, 920 West 78th Street. Background: Richfield Mitsubishi has requested an offstreet parking permit at 920 West 78th Street. The property is located in a'C-3, high density commercial district. The applicant intends to operate an automobile dealership on the site. Adequate parking spaces will be designated to meet our requirements for employee and customer parking with the remaining area for auto display. Attachment B outlines these requirements. Staff has not approved the landscaping plan submitted by the Petitioner. However, the Petitioner has requested that the plan be presented to the Council. Recommended Motion: Deny the offstreet parking permit for Richfield Mitsubishi. Basis of Recommendation: • The submitted landscaping plan was reviewed by staff on the same basis as other recent submissions by automobile dealers and found to be inadequate. The Petitioner proposes to realign the north and south entrances and blacktop the entire boulevard on the north and northwest side up to the building. The entire boulevard on the south, with the exception of the westerly edge would be covered by crushed stone. The trees and grass on the west side of the building would be retained. New plantings would be placed on both sides of the new westerly entrance. The staff recommended that the landscape plan would include a green area on both the north and south boulevard areas. The width of the boulevard on the south would also lend itself to the placement of about six car display pads on the sodded area. The northerly boulevard area is part of the ILN streetscape area where the HRA is implementing a plan this fall to soften the asphalt impression of 77 1/2 street by the planting of trees. The plan also does not indicate the specific parking spaces for employees as well as customers. Alternative Recommendation: To approve the offstreet parking permit with the following stipulation: 1. That additional plantings be added to meet staff approval. 2. That signage clearly designating required parking for . customers and employees be appeared by staff. Background: According to the 1988 Truth in Taxation Statute, each city must finalize a property tax levy on or before August 15 of each year. A proposed levy for 1990 was submitted on August 1, 1989 under the same provisions of law. i. If the 1988 law remains in effect, the tax levy the City submits on August 15, 1989 would be final and difficult to subsequently increase. However, a recent attorney general's opinion indicated that the Commissioner of Revenue may change the deadlines for tax levy certification under the 1988 law. The Commissioner has elected to use his authority to change the August 1 date to October 1 and the August 15 date to November 9. Since the City began the 1990 levy certification process under the 1988 law, it should continue to follow through with that time table. Once that process is complete, it is suggested that the City also comply with the schedule determined by the Commissioner of Revenue. Following both schedules is an extremely safe course of action for the City, and could protect the City from both • taxpayer lawsuits and tax revenue penalties. Unfortunately, the City will not have firm revenue data from the State Commissioner of Revenue until sometime during the day of August 15, 1989. Thus, at the time of this writing, the final proposed levy is still a best guess. The resolution will no have verified data until sometime on August 15, 1989. Recommended Motion: Adopt the attached resolution certifying a final proposed property tax levy for 1990. Basis of Recommendation: 1. The current Truth in Taxation law in effect calls for a final certification of a proposed tax levy on or before August 15. 2. The City began the tax levy certification process under the 1988 statutory guidelines and should continue to conclude that process. 3. Following the 1988 law would most likely protect the City from a taxpayer lawsuit concerning the City following the process as defined by current law. Alternative Recommendation: 1. The City could ignore the August 15 date since ',the • Commissioner of Revenue has modified the process by selecting new compliance dates under authority empowered to that office. Decision/Discussion Mode: It is recommended that the City follow through with the provisions of the Truth in Taxation law. RESOLUTION ADOPTING A BUDGET FOR THE YEAR 1990 AND LEVYING TAXES WHEREAS, Resolution No. 7532 appropriated funds for personal services, other expenses and capital outlays for each Department of the City for the year 1990, and WHEREAS, the City Charter, Chapter 7, Section 7.09 gives the City Council authority to transfer unencumbered appropriation balances from one office, department, or other agency to another within the same fund at the request of the City Manager, and WHEREAS, the Minnesota Truth in Taxation law provides for a proposed tax levy to be certified to the County Auditor by August 1, and then recertified on August 15. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota as follows: 1. Quam Mayor 0 CITY OF RICHFIELD, MINNESOTA Council Letter No. 190 Agenda August 14, 1989 Issue Statement: Presentation of the City of Richfield Comprehensive Annual Financial Report (CAFR) for Fiscal Year Ended December 31, 1988. Background: The City's auditing firm of Deloitte, Haskins & Sells completed the audit of the City's fiscal year ending December 31, 1988 late in June. The Comprehensive Annual Financial Report was subsequently submitted to the State of Minnesota as required and to the Government Finance Officers Association for compliance review. At the City Council Study Session of August 7, 1989, representatives-from Deloitte, Haskins & Sells made a detailed presentation of the financial report to the City Council and answered any questions concerning the report. The action to be taken at the August 14, 1989 meeting is the official receipt of the CAFR by the City Council. Recommended Motion: It is recommended that the City Council accept the Comprehensive Annual Financial Report of the City for the year ending December 31, 1988. Basis for Recommendation: 1. The City's Auditor has performed an audit of the City's financial records for the year ending December 31, 1988 and is making a report to the City Council concerning legal compliance and internal control. Discussion/Decision Mode: Action on this item is requested at the August 14, 1989 City Council meeting. The Report has been previously submitted to the State of Minnesota, pursuant to State law. CITY OF RICHFIELD, MINNESOTA Council Letter No. 189 Agenda August 14, 1989 Issue Statement: Public hearing to consider specially assessing the Interstate/ Lyndale/Nicollet (ILN) area for current maintenance services for the period of January 1 through December 31, 1990 -City Project No. 854. Background: The City Council has scheduled a public hearing for August 14, 1989 to consider the establishment of a special assessment district for current maintenance service costs in the ILN redevelopment area, that area approximately bounded by Lyndale Avenue, the railroad tracks, 77th Street and 78th Street including that property known as Hennepin County Property Identification--Number 34-028-24-33-0073.. Notice of this public hearing was mailed to all owners of multiple residential and commercial property in the area and published in the official newspaper as required by law. The higher level of maintenance proposed to be provided in the area includes landscape maintenance of common properties through tree trimming, mowing, fertilizing and edging; irrigation maintenance; painting and repair of wood furniture; trash removal • and general maintenance through repair and replacement of lights, sidewalks, curbs, furniture and plantings; and performance of other specialized maintenance functions. These items are extra services provided directly to the ILN project area and do not include services provided to the entire City. The estimated maintenance cost for the period January 1 through December 31, 1990 is $7,514. All multiple residential and commercial properties would be assessed on the basis of area, with each square foot of assessable property to be;assessed equally, for the costs incurred in the maintenance'of common areas. 1988 was the first year, and a partial year at that, of this special assessment for current maintenance services. 1988 actual costs were $7,001.47, and estimated 1989 costs are $7,254. However, due to variables such as weather and accidents, staff believes the redevelopment area could suffer if maintenance were to be limited. 2. The cost of current maintenance services for this period, the first year for these assessments, totaled $7,001.47. Background: On July 10, 1989, the City Council scheduled a public hearing for August 14, 1989 concerning the 1990 alley maintenance project. In order to implement the alley maintenance policies previously passed by the City Council, it is necessary for the Council to initiate this specific alley maintenance project. The maintenance functions to be financed through special assessments <"include such work as rough grading, cleaning and sweeping, cold patching and snow plowing. Because the vast majority of alleys have now been paved, the primary maintenance function is anticipated to be snow plowing. Some of the alleys resurfaced in the early 1980's are now approaching the time when concrete joint sealing will need to be done. Community Services Department personnel estimate the cost of this project for the period January 1 through December 31, 1990 to be • $20,000. The amount of special assessment could vary according to the amount of work necessary on each individual alley. The costs for the repair of an alley will be charged to the property owners abutting the alley. $7.50 per average fifty foot lot is the estimate for sweeping and a normal winter of snow plowing. $3.25 per average fifty foot lot is an estimate of the costs to continue a concrete joint sealing maintenance program on a paved alley as a part of routine maintenance. Estimates of additional costs on those alleys not of concrete has been about $23 per average fifty foot lot. Costs have varied depending on the amount of patching required in a particular alley.' Background: The City Council has scheduled a public hearing for August 14, 1989 to consider the establishment of a special assessment district for current maintenance service costs in the LHN redevelopment area. Notice of this public hearing was mailed to all owners of commercial property in the area and published in the official newspaper as required by law. The higher level of maintenance proposed to be provided in the area includes the trimming and watering of trees and plants, operation of a special street lighting system, removal of snow and ice from sidewalks and performance of other specialized maintenance functions. The estimated maintenance cost for the period January 1 through December 31, 1990 is $41,570. All commercial properties would be • assessed on the basis of area, with each square foot of assessable property to be assessed equally, for the costs incurred in the maintenance of common areas such as street islands, the civic plaza and sidewalks. There is an agreement between the City and the businesses that the business shall maintain the property behind the curb. In the event the City must perform this maintenance, the particular business is assessed for the cost of the special, individual maintenance of direct benefit to the given property. JDP/eja Attachment 0 RESOLUTION NO. • RESOLUTION ORDERING UNDERTAKING OF CURRENT SERVICE PROJECT LYNDALE/HUB/NICOLLET (LHN) MAINTENANCE JANUARY 1 THROUGH DECEMBER 31, 1990 CITY PROJECT NO. 853 WHEREAS, pursuant to ordinance, the City Council of the City of Richfield did establish a special assessment district and did propose that certain current services be undertaken by the City in the Lyndale/HUB/Nicollet (LHN) Redevelopment Area approximately bounded by 64th Street, First Avenue, 67th Street and Emerson Avenue and that the cost of such services be specially assessed against benefited property, and WHEREAS, the City Council of the City of Richfield did also by such resolution set the date of public hearing on the undertaking of such current service project and the levying of special assessment to bear the cost thereof, and WHEREAS, following due notice,. such public hearing was held on August 14, 1989 at which time all interested parties desiring to be heard were given an opportunity to be heard. • NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota, as follows: 1. That the following examples of current services of the City shall be undertaken by the City within the LHN Redevelopment Project Area, which area constitutes the special assessment district with the exception of single family, two family and multifamily residential properties, with the cost of such services to be specially assessed against the benefited property within the district: a. Snow, ice or rubbish removal; b. Weed elimination; c. Elimination or removal of public health or safety hazards from private property, excluding and structure included under the provisions of Minnesota Statutes Section 463.15 to 463.26; d. Installation and repair of water service lines; e. Street sprinkling or other dust treatment of streets; f. Trimming and care of trees and the removal of unsound trees; g. Repair of sidewalks, crosswalks and other',pedestrian walkways; h. Operation of the street lighting system; i. Maintenance of landscaped areas and other public amenities on or adjacent to street right-of-way; j. Maintenance of civic plaza; k. Snow removal and other maintenance of streets; 1. Painting and repair of wood furniture; and • M. General maintenance, including repairs and replacement. 2. The work to be performed may be by day labor, by City force, by contract or by any combination thereof. 3. The designated period of the project shall be from January 1 through December 31, 1990. Ferber, City Clerk • CITY OF RICHFIELD, MINNESOTA • Council Letter No. 184 Agenda August 14, 1989 Issue Statement: Public hearing to adopt the special assessment roll for City Project No. 840, 1988 Lyndale/HUB/Nicollet (LHN) maintenance for the period January 1, 1988 through December 31, 1988. Background: The Council has scheduled a public hearing to be held August 14, 1989 on the assessment for the cost of current maintenance services performed in the LHN Redevelopment Area for the period January 1 through December 31, 1988. City staff has calculated the proper amounts to be assessed against every assessable lot, piece or parcel of land specially benefited. The proposed assessment was properly filed with the city clerk, notice was duly published, and notices were mailed to the owner of each parcel described in the assessment roll. The cost of current maintenance services for this period totaled $44,405.24. Of that total, $91.94 was work performed for and charged to the Soo Line Railroad; a coding error was deducted from the total in the amount of $154.09. The total assessment spread on the assessment roll was $44,159.33. Of this, $1,246.66 was specially assessed to certain properties for extra work done • at those properties. The 1987 total for this work was $45,694.16. Estimated 1989 costs for the current maintenance services is $40,614.00. The current maintenance services for this period included, but were not necessarily limited to, one or more of the following, including labor, equipment and materials: 1. Landscaping, including tree trimming; 2. Sidewalk sweeping in the summer; 3. Snow removal in the winter; 4. Sidewalk deicing; 5. Painting and repair of wood furniture; 6. Trash removal; 7. General maintenance, including repairs and replacement 8. Irrigation maintenance. The City ordinance provides that special assessments for current services may be certified to the county auditor for collection along with taxes. It is the staff recommendation that such payments be due and payable within the first year, rather than in installments. The adopted assessment roll for the period January 1 through December 31, 1988 would be certified with the county auditor by October 10, 1989. The City has the right to charge interest on the amount assessed in that the 'City provided • the funds initially for the current services. It is the recommendation of the city staff that the interest rate be established at eight percent. Payment may be made by the assessed owner before November 15, 1989, in order to avoid interest payments. Payments made after that date would include the interest payment. Recommended Motion: Approve the attached resolution adopting the assessment on City Project No. 840, LHN Maintenance for the period January 1 through December 31, 1988. Basis of Recommendation: 1. Notice of the assessment has been published in the official city newspaper as required by state statute. 2. Each affected property owner has been notified as required by law. Alternative Recommendation: None. • Discussion/Decision Mode: The City Council may make changes as deemed necessary in the assessment roll as a result of the public hearing by adding the phrase "and has amended such proposed assessment as it deems just". Background: On July 31, 1989, bids were opened for computer hardware, software and services. The bid tabulation is an attachment to this letter. Bids were received from two vendors: Bell Atlantic Data 3 and MTI Office Systems, both of Bloomington, Minnesota. Invitations to bid were sent to 12 vendors and advertisements were placed in the Richfield Sun Current and the State Register. Bids were requested for equipment and software to complete the City's existing Unisys office computer system. The specifications called for 14 terminals, 2 tape drives, 4 data storage disks, system software, technical support services and hardware maintenance. The specifications also requested a trade- in for one component of the system currently installed at the City. Two types of costs were requested in the bid: onetime costs for the purchase of the items, and annual costs for maintenance of • the equipment and software. The bid tabulation shows these two figures for each vendor. Bid Analvsis The tabulation shows a significant difference in the annual costs proposed by each vendor. This is because MTI Office Systems included one year of equipment maintenance in the onetime costs of the equipment. Bell Atlantic Data 3 separated the costs for equipment and annual maintenance. Totaling the two figures for each vendor renders an "apples to apples" comparison. The grand total for Bell Atlantic Data 3 is $95,401 compared!to a grand total of $100,000 for MTI Office Systems. Both bids are complete and meet the City's specifications. Staff is recommending that the low bidder, Bell AtlanticjData 3, be awarded the contract. Staff further recommends that three adjustments be made to the equipment and services proposed: 1. The training and installation services proposed are not needed. 2. Maintenance of the equipment can be obtained at a lower cost from the City's current maintenance vendor and therefore should not be purchased from Data 3. 3. The quantities of a couple of incidental items should be • changed to better meet the City's needs. • A trade-in for the City's "MegaFrame" unit was requested as a part of the bid. The replacement equipment will require less staff time to support and will provide better performance and reliability. Council Members may also remember that the problems experienced with the City computer system related directly to the MegaFrame unit. The recommended purchase amount as adjusted by staff and including the trade-in, is $79,496. Computer Purchase Budget The adopted 1989 Data Processing budget includes $107,600 for computer equipment purchases and software upgrades. Approximately $85,000 of this amount is earmarked for this purchase. In addition, $2,040 is budgeted for maintenance of this equipment in 1989. The $2,040 figure is not an annual budget amount. It covers only the remaining months of 1989 after the warranty period. Recommended Motion: That the attached resolution be approved granting a contract for computer hardware, software and technical support services specified in the City's Request for Proposals dated July 10, 1989, to Bell Atlantic Data 3; and further, that the City Manager be authorized to enter into an agreement with Bell Atlantic Data 3 for these items based on their proposal dated • July 31, 1989. Basis for Recommendation: The proposal from Bell Atlantic Data 3, as adjusted by staff to total $79,496, is recommended for the following reasons: 1. Data 3's proposal is complete and responsive to the City's request. 2. This purchase would allow a completion of the City's office hardware configuration, leaving future purchases relating to technological advancements, normal replacements, and equipment associated with special projects/programs, such as the City's financial accounting system. 3. Data 3 is the low bidder. 4. Data 3 is a reputable vendor, has been in business for 14 years, has a local office with 120 employees, and a local base of 95 customers. 5. The Data 3 bid falls well within the amount budgeted for this purchase, $85,000. Alternative Recommendation: • Data 3's bid, as adjusted by staff, but without the trade-in and purchase of replacement equipment, is the alternate recommendation of staff. The purchase amount would be $74,595. This is $4,901 less than staff's recommendation. However, because of the higher operating costs of this alternate, the projected cost of this alternate will equal the projected cost of the first recommendation by early 1991, and thereafter will be higher. Discussion/Decision Mode: Council action to award the contract is requested at the August 14, 1989, meeting. This will allow the computer upgrade to proceed according to the current schedule. In addition, the bids expire on October 29 (90 days after the bid opening). A contract must be executed by that date, or the City may have to reissue the RFP. Background: The Public •Safety Department has been awarded $6,000 in grant funds by the Minnesota Department of Public Safety to be used for crime prevention activities. The request for grant funds specified that the money would be used for the development of a geographically based, computerized crime analysis system. The Public Safety Department currently has specialized computer hardware which, when running appropriate software, can be used for geographic-.analysis of service levels and crime patterns, and for critical events planning and management. The software program which accomplishes the geographic analysis is called "LandTrak". The onetime licensing fee, including training and setup, is $9,700. The combined computer hardware and LandTrak software form the "command Center System". Command Center will provide the Public Safety Department with the capability of analyzing crime and service data in relation to geographical location within the community. This capability will greatly enhance the department's ability to quickly identify patterns and trends, and will permit the department to target reponses to emerging problems. The data and graphic presentations produced by the Command Center System will be used by the department's Community Resource Unit in presentations to neighborhood watch groups and other community groups or individuals. The system provides a tool for the dissemination of crime prevention data in an easily understood graphic form. For example, neighborhood maps depicting the location and type of incidents which have recently occurred can be shown. Recommended Motion: Authorize the Public Safety Department to enter into a licensing agreement with GeoBased Systems for Command Center software. Basis of Recommendation: This software will complete the Command Center system which will provide an analytical capability to the Public Safety Department that will enhance its ability to identify emerging problems and target its response in a manner that increases operational efficiency. In addition, the system will provide graphic depictions of the data for use by the Community Resource Unit. Alternative Recommendation: Reject or defer entering into a licensing agreement with GeoBased Systems.
