CITY OF RICHFIELD, MINNESOTA Council Letter No. 268 Agenda October 29, 1990 Issue Statement• Consideration of application for an off-street parking permit for the Richfield/Bloomington Credit Union 345 East 77th Street. Background: Richfield/Bloomington Credit Union has requested an off-street parking permit for its proposed new building to be located at 345 East 77th Street. The Credit Union is planning a single story structure plus basement totaling 8400 square feet, with three drive up windows. On-site parking is adequate and additional parking and access will be available through a shared parking agreement and 77th Street access easement with Assumption Catholic Church to the west. A second phase calls for the addition of a second floor to the proposed structure. Increased parking and access requirements for this second phase will be met by construction of a north parking lot with access off Fourth Avenue. An amendment to the currently requested off-street parking permit and a site plan review would be required prior to approval of the expansion. Recommended Motion: To approve an off-street parking permit for the Richfield/Bloomington Credit Union provided that Assumption Church approve the revised parking plan. Basis of Recommendation: 1. The landscaping and drainage plans have been approved by staff. 2. Adequate buffering is proposed with respect to the apartment building to the south. 3. The 77th Street build out plans have been accommodated through the future Fourth Avenue access plan. It was noted that a median break will probably not be available for direct access to the Credit Union parcel for patrons travelling westbound on 77th Street. 4. Adequate parking is provided for the initial phase with 44 spaces. Only 34 are required. Space is available to expand the parking for a subsequent expansion of the building to two stories. 5. Shared parking, including a 77th Street access easement with Assumption Church is an appropriate utilization of space. A change in the proposed parking layout necessitates an additional review by Assumption Church. 6. A survey has placed the easterly property line within the confines of the sidewalk to be constructed by applicant as a straight line extension of the existing sidewalk on Fourth Avenue. Applicant will grant an easement to the City to clarify this situation. Alternative Recommendation: Do not approve the request for the off-street parking permit on the basis that the proposed plan negatively affects the neighborhood and community at large. Decision Mode: Approval at a special city council meeting Monday, October 29, 1990, will permit the Credit Union to initiate construction this fall. Respectfully submitted, James D.
