Agenda November 28, 1990
Issue Statement•
Public hearing and adoption of the City of Richfield's 1991
proposed property tax levy and budget.
Background:
According to the Truth in Taxation Statute, each city must hold
Truth in Taxation public hearings before December 20, 1990 and
certify a property tax levy and budget to the County on or before
December 28, 1990.
At the August 27, 1990 meeting, the City of Richfield scheduled a
public hearing for November 28, 1990 with a reconvene date of
December 5, 1990 (if such a reconvene is necessary). Notice of
those hearings and of the tax levy was submitted to Hennepin
County prior to September 1, 1990 pursuant to State Statute and
published in accordance with the Statute on November 21, 1990.
The budget and the City tax levy should be considered at the
public hearing on November 28 (and December 5 if necessary).
Final action should be taken at that time to adopt the tax levy
and the budget. The actual resolutions to be used for such
actions are included as part of the budget document.
Recommended Motion:
Conduct a public hearing and approve the resolutions adopting the
1991 City budget and proposed property tax levy for 1991.
Basis of Recommendation:
1. The Truth in Taxation Law calls for a public hearing, as
identified in this letter.
2. The City has adopted the public hearing dates of November 28
and. December 5 at its August 27 meeting and published such
dates pursuant to Minnesota Statute.
3. All notifications of publication requirements associated with
the budget process have been fulfilled.
Alternative Recommendation:
None.
Discussion/Decision Mode:
The City must take action on the City budget and property tax
levy on November 28,,1990 and/or December 5, if necessary.
