CALL TO ORDER The meeting was called to order by Vice President Hurvitz at 8:00 a.m. II. APPROVAL OF MINUTES OF THE REGULAR CIVIL SERVICE COMMISSION MEETING OF DECEMBER 6, 2016 M/Hurvitz, S/Stratton to approve the minutes. Motion carried 2-0. III. APPOINTMENT OF OFFICERS M/Hurvitz, S/Stratton to approve Francie Fletcher as President/Chair, Steven Hurvitz as Vice President, and Mary Stratton as Secretary of the Civil Service Commission for 2017. Motion carried 2-0. IV. DECERTIFICATION OF POLICE OFFICER ELIGIBILITY LIST Police Chief Henthorne stated that the current police officer eligibility list will need to be decertified before the new process can take place. M/Hurvitz, S/Stratton to approve the decertification of police officer eligibility list. Motion carried 2-0. V. CERTIFICATION OF POLICE OFFICER ELIGIBILITY PROCESS Police Chief Henthorne reviewed the spring 2017 police officer testing process (see attached). Commissioner Hurvitz asked if the process had been passed by the union. Police Chief Henthorne stated that it had not been. Commissioner Hurvitz also noted that the previous process had a two person interview panel. Police Chief Henthorne stated that having a three person interview panel will help better gauge the candidates. M/Stratton, S/Hurvitz to approve the certification of police officer eligibility process. Motion carried 2-0. VI. CERTIFICATION OF FIRE CAPTAIN PROMOTIONAL ELIGIBILITY LIST Fire Chief Kewitsch stated the fire captain process and an overview of the point system. Commissioner Hurvitz asked of the firefighters present who took the test and a few raised their hands and he also proceeded to ask those that raised their hands ask if the test was fair of which a few raised their hands again. Vice President Hurvitz posed this question in an answer to the discussion had at the December 6, 2016 Civil Service Commission meeting to make the process more balanced for both sides of the process. Commissioner Stratton asked if this process had been brought before the union. Fire Chief Kewitsch stated that the process has been in place for the last five years and all the command staff and regular staff were consulted before the process was finalized. Commissioner Hurvitz read the eligibility list aloud. M/Hurvitz, S/Stratton to approve the certification of police officer eligibility process. Motion carried 2-0. VII. OTHER BUSINESS None. VIII.
