REQUEST FOR 77th STREET VARIANCE
WHEREAS, Under Minnesota State Aid Rules, certain activities
such as screen walls, loop streets and landscaping are not
eligible for State Aid funds; and
WHEREAS, The City of Richfield has proposed widening 77th
Street in response to upgrading 494; and
WHEREAS, The City, through its planning process for the
widening of 77th Street, has determined that screen walls, loop
streets and landscaping are necessary to protect existing
residential areas to the north of the new 77th Street.
WHEREAS, The City must submit a variance request to the
Commissioner of the Minnesota Department of Transportation in
order to obtain permission to use Municipal State-Aid funds to
include the construction of screen walls, loop streets and
landscaping as part of the 77th Street Reconstruction project.
BE IT RESOLVED, THEREFORE, By the City Council of the City
of Richfield, that the City submit a variance request to the
Commissioner of the Minnesota Department of Transportation and
the Minnesota State Aid Office that will permit the use of
Minnesota State Aid funds to build screen walls, loop streets and
landscaping as part of the reconstruction of 77th Street.
Passed by the City Council of the City of Richfield this
27th day of August, 1990.
